Modeling Longevity Risk using Extreme Value Theory: An Empirical Investigation using Portuguese and Spanish Population Data

Extreme value theory (EVT) provides a framework to formalize the study of behaviour in the tails of a distribution. In this paper we use EVT to model the statistical behaviour of mortality rates over a given high threshold age and to estimate the significance of rare longevity risk in a given population. We adopt a piecewise approach in estimating the optimal threshold age using an iterative algorithm of maximum likelihood estimation.that statistically determines the cut-off between the central (Gompertz) part of the distribution and the upper tail modelled using the generalized Pareto distribution. The model is empirically tested using the most recent period mortality data for the total, male and female populations of Portugal and Spain. We use some classical results from EVT to estimate the evolution of the theoretical maximum life span over time and to derive confidence intervals for the central estimates. We then use time series methods to forecast the highest attained age. We observe a good fit of the model in all populations and subperiods analysed and on the whole life span considered. We estimate an increase in the theoretical maximum life span over time for all populations, more significant in the male subpopulations

Aportes de la teoría del discurso para comprender la relación universidad y sociedad

El presente trabajo tiene por objetivo analizar la relación entre universidad y sociedad, tal como fue conceptualizada en los debates de reforma universitaria de segunda mitad de siglo XX en el Ecuador. Para ello se toman las propuestas realizadas por tres intelectuales y rectores universitarios: Alfredo Pérez Guerrero, Manuel Agustín Aguirre y Hernán Malo. Los dos primeros fueron rectores de la Universidad Central del Ecuador (Quito) y el último fue rector de la Pontificia Universidad Católica del Ecuador (Quito), a fines de la década de los 60 e inicios de los 70. Esta investigación pretende mostrar que por encima de las diferencias de contenido de sus propuestas, puesto que cada uno de estos autores representa diferentes lugares de enunciación, hay un discurso de época en el cual participan ellos participan. De este modo, el discurso de la academia se muestra congruente con un tipo de modernidad desarrollista representada por el Estado y sus políticas de reforma y modernización de su estructura. La investigación asume la perspectiva del análisis crítico del discurso y para ello se sirve de la perspectiva teórica del filósofo francés Michel Foucault y del semiólogo argentino Eliseo Verón, pues a través de éstas es posible captar la forma que tiene el discurso para, por un lado, resignificar los fenómenos sociales y, por otro lado, generar determinadas relaciones de poder, específicamente la que en este trabajo se denomina la relación tutelar de la universidad hacia la sociedad. El artículo se divide en tres partes: una primera parte de exposición del marco teórico de la investigación, la segunda para el análisis de los discursos de los autores antes señalados y una última parte de conclusiones. // This paper aims to analyze the relationship between university and society, as was conceptualized in discussions of university reform of second half of XX century in Ecuador by Alfredo Perez Guerrero, Manuel Agustín Aguirre and Hernán Malo, who were three intellectual and university rectors. The first two were rectors of the Universidad Central del Ecuador (Quito) and the last was rector of the Pontifical Catholic University of Ecuador (Quito), in the late 60s and early 70s. This research aims to show that by differences over the content of their proposals, since each of these authors represents different places of enunciation, there is a speech period in which they participate participating. Thus, the discourse of the academy shown consistent with a type of developmental modernity represented by the state and its policies of reform and modernization of its structure. The research assumes the perspective of critical discourse analysis and it is served from the theoretical perspective of the French philosopher Michel Foucault and Argentine semiólogo Eliseo Verón, because through these is possible to capture the way for the speech to, on the one hand, resignificar social phenomena and, on the other hand, generate certain power relations, specifically in this work is called the tutelary relationship of the university to society. The article is divided into three parts: the first part of exposition of the theoretical framework of the research, the second for the analysis of the speeches of the authors mentioned above and last part of conclusions

Carex modesti (Cyperaceae), a new species from southern Tanzania

A new species of Carex (Cyperaceae), Carex modesti, is described from southern Tanzania. It grows on stream sides and peat bogs at about 2750 m in the Kitulo Plateau. It is morphologically distinct from the similar species C. vallis-rosetto by its creeping rhizomes, coriaceous leaves and solitary spikes arising in each node. Carex modesti is included in Carex sect. Spirostachyae subsect. Elatae together with other Carex species from the tropical African mountain
