    Persistence of Regional Unemployment: Application of a Spatial Filtering Approach to Local Labour Markets in Germany

    The geographical distribution and persistence of regional/local unemployment rates in heterogeneous economies (such as Germany) have been, in recent years, the subject of various theoretical and empirical studies. Several researchers have shown an interest in analysing the dynamic adjustment processes of unemployment and the average degree of dependence of the current unemployment rates or gross domestic product from the ones observed in the past. In this paper, we present a new econometric approach to the study of regional unemployment persistence, in order to account for spatial heterogeneity and/or spatial autocorrelation in both the levels and the dynamics of unemployment. First, we propose an econometric procedure suggesting the use of spatial filtering techniques as a substitute for fixed effects in a panel estimation framework. The spatial filter computed here is a proxy for spatially distributed region-specific information (e.g., the endowment of natural resources, or the size of the ‘home market’) that is usually incorporated in the fixed effects parameters. The advantages of our proposed procedure are that the spatial filter, by incorporating region-specific information that generates spatial autocorrelation, frees up degrees of freedom, simultaneously corrects for time-stable spatial autocorrelation in the residuals, and provides insights about the spatial patterns in regional adjustment processes. We present several experiments in order to investigate the spatial pattern of the heterogeneous autoregressive parameters estimated for unemployment data for German NUTS-3 regions.     Spatial Filtering and Eigenvector Stability: Space-Time Models for German Unemployment Data

    Regions, independent of their geographic level of aggregation, are known to be interrelated partly due to their relative locations. Similar economic performance among regions can be attributed to proximity. Consequently, a proper understanding, and accounting, of spatial liaisons is needed in order to effectively forecast regional economic variables. Several spatial econometric techniques are available in the literature, which deal with the spatial autocorrelation in geographically-referenced data. The experiments carried out in this paper are concerned with the analysis of the spatial autocorrelation observed for unemployment rates in 439 NUTS-3 German districts. We employ a semi-parametric approach – spatial filtering – in order to uncover spatial patterns that are consistently significant over time. We first provide a brief overview of the spatial filtering method and illustrate the data set. Subsequently, we describe the empirical application carried out: that is, the spatial filtering analysis of regional unemployment rates in Germany. Furthermore, we exploit the resulting spatial filter as an explanatory variable in a panel modelling framework. Additional explanatory variables, such as average daily wages, are used in concurrence with the spatial filter.     Neural networks for cross-sectional employment forecasts: A comparison of model specifications for Germany

    In this paper, we present a review of various computational experiments – and consequent results – concerning Neural Network (NN) models developed for regional employment forecasting. NNs are widely used in several fields because of their flexible specification structure. Their utilization in studying/predicting economic variables, such as employment or migration, is justified by the ability of NNs of learning from data, in other words, of finding functional relationships – by means of data – among the economic variables under analysis. A series of NN experiments is presented in the paper. Using two data sets on German NUTS 3 districts (326 and 113 labour market districts in the former West and East Germany, respectively), the results emerging from the implementation of various NN models – in order to forecast variations in full-time employment – are provided and discussed In our approach, single forecasts are computed by the models for each district. Different specifications of the NN models are first tested in terms of: (a) explanatory variables; and (b) NN structures. The average statistical results of simulated out-of-sample forecasts on different periods are summarized and commented on. In addition to variable and structure specification, the choice of NN learning parameters and internal functions is also critical to the success of NNs. Comprehensive testing of these parameters is, however, limited in the literature. A sensitivity analysis is therefore carried out and discussed, in order to evaluate different combinations of NN parameters. The paper concludes with methodological and empirical remarks, as well as with suggestions for future research

    The Use of Spatial Filtering Techniques: The Spatial and Space-time Structure of German Unemployment Data

    Socio-economic interrelationships among regions can be measured in terms of economic flows, migration, or physical geographically-based measures, such as distance or length of shared areal unit boundaries. In general, proximity and openness tend to favour a similar economic performance among adjacent regions. Therefore, proper forecasting of socio-economic variables, such as employment, requires an understanding of spatial (or spatio-temporal) autocorrelation effects associated with a particular geographic configuration of a system of regions. Several spatial econometric techniques have been developed in recent years to identify spatial interaction effects within a parametric framework. Alternatively, newly devised spatial filtering techniques aim to achieve this end as well through the use of a semi-parametric approach. Experiments presented in this paper deal with the analysis of and accounting for spatial autocorrelation by means of spatial filtering t! echniques for data pertaining to regional unemployment in Germany. The available data set comprises information about the share of unemployed workers in 439 German districts (the NUTS-III regional aggregation level). Results based upon an eigenvector spatial filter model formulation (that is, the use of orthogonal map pattern components), constructed for the 439 German districts, are presented, with an emphasis on their consistency over several years. Insights obtained by applying spatial filtering to the database are also discussed

    The Time of Flight System of the AMS-02 Space Experiment

    The Time-of-Flight (TOF) system of the AMS detector gives the fast trigger to the read out electronics and measures velocity, direction and charge of the crossing particles. The new version of the detector (called AMS-02) will be installed on the International Space Station on March 2004. The fringing field of the AMS-02 superconducting magnet is 1.0÷2.51.0\div2.5 kG where the photomultiplers (PM) are installed. In order to be able to operate with this residual field, a new type of PM was chosen and the mechanical design was constrained by requiring to minimize the angle between the magnetic field vector and the PM axis. Due to strong field and to the curved light guides, the time resolution will be 150÷180150\div180 ps, while the new electronics will allow for a better charge measurement.Comment: 5 pages, 4 figures.     The Space of Gravity: Spatial Filtering Estimation of a Gravity Model for Bilateral Trade

    Bilateral trade flows traditionally have been analysed by means of the spatial interaction gravity model. Still, (auto)correlation of trade flows has only recently received attention in the literature. This paper takes up this thread of emerging literature, and shows that spatial filtering (SF) techniques can take into account the autocorrelation in trade flows. Furthermore, we show that the use of origin and destination specific spatial filters goes a long way in correcting for omitted variable bias in an otherwise standard empirical gravity equation. For a cross-section of bilateral trade flows, we compare an SF approach to two benchmark specifications that are consistent with theoretically derived gravity. The results are relevant for a number of reasons. First, we correct for autocorrelation in the residuals. Second, we suggest that the empirical gravity equation can still be considered in applied work, despite the theoretical arguments for its misspecification due to omitted multilateral resistance terms. Third, if we include SF variables, we can still resort to any desired estimator, such as OLS, Poisson or negative binomial regression. Finally, interpreting endogeneity bias as autocorrelation in regressor variables and residuals allows for a more general specification of the gravity equation than the relatively restricted theoretical gravity equation. In particular, we can include additional country-specific push and pull variables, besides GDP (e.g., land area, landlockedness, and per capita GDP). A final analysis provides autocorrelation diagnostics according to different candidate indicators
