Globalization and Changing Patterns in the International Transmission of Shocks in Financial Markets
In this paper we compare various characteristics of the cross-country transmission of shocks in the financial markets of both advanced and emerging countries during two periods of globalization -- the pre-World War I classical gold standard era, 1880-1914, and the post-Bretton Woods era, 1975-2000. Based on principal components analysis on monthly spreads on long-term sovereign bond yields and on an EMP measure of currency crises, an index of global stress, and impulse response functions from VARs estimated using weekly data on short-term interest rates, we conclude that financial market shocks were more globalized before 1914 compared to the present. We postulate that this difference in systemic stability between the two eras of globalization reflects factors such as strong cross-country interdependence fostered through links to gold, the growing financial maturity of advanced countries, and the widening of the center to include a more diverse group of countries spanning several regions.
A stochastic model of catalytic reaction networks in protocells
Protocells are supposed to have played a key role in the self-organizing
processes leading to the emergence of life. Existing models either (i) describe
protocell architecture and dynamics, given the existence of sets of
collectively self-replicating molecules for granted, or (ii) describe the
emergence of the aforementioned sets from an ensemble of random molecules in a
simple experimental setting (e.g. a closed system or a steady-state flow
reactor) that does not properly describe a protocell. In this paper we present
a model that goes beyond these limitations by describing the dynamics of sets
of replicating molecules within a lipid vesicle. We adopt the simplest possible
protocell architecture, by considering a semi-permeable membrane that selects
the molecular types that are allowed to enter or exit the protocell and by
assuming that the reactions take place in the aqueous phase in the internal
compartment. As a first approximation, we ignore the protocell growth and
division dynamics. The behavior of catalytic reaction networks is then
simulated by means of a stochastic model that accounts for the creation and the
extinction of species and reactions. While this is not yet an exhaustive
protocell model, it already provides clues regarding some processes that are
relevant for understanding the conditions that can enable a population of
protocells to undergo evolution and selection.Comment: 20 pages, 5 figure

This article may be used for non-commercial purposes in accordance with Wiley Terms and Conditions for Self-Archiving.BACKGROUND: The R81T mutation conferring target-site resistance to neonicotinoid insecticides in Myzus persicae was first detected in France and has since spread across much of southern Europe. In response to recent claims of control failure with neonicotinoids in Tunisia, we have used a molecular assay to investigate the presence and distribution of this target-site mutation in samples collected from six locations and six crops attacked by M. persicae. RESULTS: The resistance allele containing R81T was present at substantial frequencies (32–55%) in aphids collected between 2014 and 2016 from northern Tunisia but was much rarer further south. It occurred in aphids collected from the aphid's primary host (peach) and four secondary crop hosts (potato, pepper, tomato and melon). Its absence in aphids from tobacco highlights complexities in the systematics of M. persicae that require further investigation. CONCLUSION: This first report of R81T from North Africa reflects a continuing expansion of its range around the Mediterranean Basin, although it remains unrecorded elsewhere in the world. Loss of efficacy of neonicotinoids presents a serious threat to the sustainability of aphid control.Peer reviewe

Managing public services in today's fast-paced world is fraught with complex challenges, and this analysis emphasizes the need for holistic approaches that involve cooperation and innovation across sectors. Policymakers and researchers working to promote social, economic, and environmental sustainability in the public sector can benefit from this study's suggestions and consequences
