Specific features of state regulation of operations with cryptocurrencies in the conditions of digitalization

Purpose: The article investigates specific features of state regulation of operations with cryptocurrencies in the conditions of the world economy digitalization. Design/Methodology/Approach: In order to form the state regulation of operations with cryptocurrencies, which create additional risks for the national currencies functioning in international financial and credit relations, it is necessary to consider this phenomenon first, from the position of a complete ban on the use of cryptocurrencies as a means of payment, second, in combination of a ban on the use of cryptocurrencies as means of payment, third, from the possibility of expanding the range of cryptocurrency users by including legal entities into it and fourth, the full legalization of the cryptocurrency. Findings: The authors developed and proposed a set of measures aimed at the formation of common standards and norms of state regulation of operations with cryptocurrencies in international financial relations. Practical Implications: The results of the study can be applied in the development of legal regulation of virtual currencies not only at the national level, but also at the international level. Originality/Value: The main contribution of the study is to identify possible risks in the sphere of state regulation of cryptocurrencies based on the experience of some countries: from formal permission (including recommendations on possible risks) or the application of general principles of regulation in the field of payments to the complete ban of such activities.peer-reviewe

The Current State and Necessity of Transformation of the Management System of Educational Establishments in Ukraine at the Local Level

The integration of Ukraine into the European community creates the necessity to carry out scientific research regarding the reformation of public management systems and to introduce principles of state management to management systems. The implementation of administrative reform and the realization of innovative systems of local self-government with elements of state management at local level will foster good conditions for intellectual, professional, and spiritual development in all individuals, and should become a state priority. Therefore, the peculiarities of state management of the educational system at the local level under conditions of education modernization, identification, and the prevention of negative aspects of this process are studied in this article. In regards to state management, the current state of the management system of educational establishments at local level is analyzed, and recommendations concerning changes to this system are proposed according to legislation. It has been found that the reformation of the system of local self-government opens up opportunities for the improvement of the state management model, the implementation of state management principles, and creates good conditions for regional development.Ukrainos integracija į Europos bendruomenę lemia būtinybę atlikti mokslinius tyrimus pertvarkant viešojo valdymo sistemą ir įvesti valstybės valdymo principus valdymo sistemai. In the conditions of the transformational processes of the national economy, the problem of ensuring innovation activity is a special place in the issues of ensuring socio-economic development of society. Financial and economic innovations are an effective tool for managing socio-economic processes in the context of the crisis phenomena of economic systems. The article is devoted to the actual problem of finding ways to provide innovative activity in the formation of mechanisms of anti-crisis financial management by subjects of economic activity. The purpose of the article is to improve the economic mechanism of crisis management, in particular, the diagnosis of insolvency of enterprises, which has a preventive nature, the implementation of which provides solvency of domestic business entities. In the article a retrospective analysis of insolvency manifestations of metallurgical enterprises was carried out on the basis of the analysis of theoretical and methodological approaches of foreign and domestic scientists to issues of innovative activity in the conditions of crisis phenomena of national economies and analysis of their influence on financial and economic indicators of activity of business entities. The possibility of introducing financial and economic innovations for improving the mechanism of crisis financial management at the enterprise through the use of the proposed methodical approach to the definition of the threshold values of structural indicators of the balance sheet and the report on financial results, compliance with which will ensure the solvency of metallurgical enterprises. Implementation of the developed methodological approach to the definition of threshold values of structural indicators of the balance sheet and the report on financial results of enterprises, which is an element of financial and economic innovations, can increase the efficiency of crisis management financial management. provide financial stability, liquidity, efficiency of business entities, and opportunities for their economic development. Определена возможность внедрения финансово-экономических инноваций для совершенствования механизма антикризисного финансового управления на предприятии путем использования предложенного методического подхода к определению пороговых значений структурных показателей баланса и отчета о финансовых результатах, соблюдение которых обеспечит платежеспособность металлургических предприятий.В умовах трансформаційних процесів національної економіки особливе місце в питаннях забезпечення соціально-економічного розвитку суспільства посідають проблеми забезпечення інноваційної активності. Фінансово-економічні інновації є ефективним інструментом управління соціально-економічними процесами в умовах кризових явищ економічних систем. Присвячено актуальній проблемі пошуку шляхів забезпечення інноваційної активності при формуванні механізмів антикризового фінансового управління суб’єктами господарської діяльності. Мета статті — вдосконалення економічного механізму антикризового управління, зокрема діагностики неплатоспроможності підприємств, що має профілактичний характер, реалізація яких забезпечує платоспроможність вітчизняних суб’єктів господарювання. Проведено ретроспективний аналіз проявів неплатоспроможності металургійних підприємств на основі аналізу теоретико-методичних підходів зарубіжних і вітчизняних науковців до питань інноваційної активності в умовах кризових явищ національних економік та аналіз їхнього впливу на фінансово-економічні показники діяльності суб’єктів господарювання. Визначено можливість упровадження фінансово-економічних інновацій для вдосконалення механізму антикризового фінансового управління на підприємстві шляхом використання запропонованого методичного підходу до визначення порогових значень структурних показників балансу та звіту про фінансові результати, дотримання яких забезпечить платоспроможність металургійних підприємств.
