Imagining disasters in the era of climate change : is Japanâs seawall a new Maginot Line?
Following the Great East Japan earthquake, tsunami and nuclear disaster of 11 March 2011, the Japanese government began constructing a series of 440 seawalls along the north-eastern coast of Honshu. Cumulatively measuring 394.2km, they are designed to defend coastal communities against tsunami that frequently strike the region. We present a case study of the new seawall in TarĆ, Iwate Prefecture, which had previously constructed massive sea defences in the wake of two tsunami in 1896 and 1933, which were subsequently destroyed in 2011. We ask whether the government has properly imagined the next disaster for the era of climate change and, therefore, whether its rationale for TarĆâs new seawall is sufficient. We argue that the government has implemented an incremental strengthening of TarĆâs existing tsunami defence infrastructure. Significantly, this does not anticipate global warming driven sea level rise, which is accelerating, and which requires transformational adaptation. This continues a national pattern of disaster preparedness and response established in the early 20th century, which resulted in the failure to imagine the 2011 tsunami. We conclude by recalling the lessons of Franceâs Maginot Line and invoke the philosophy of Tanaka ShĆzĆ, father of Japanâs modern environmental movement, who urged Japanese to adjust to the flow (nagare) of nature, rather than defend against it, lest they are undone by the force of its backflow (gyakuryĆ«)
Engaging research ethics committees to develop an ethics and governance framework for best practices in genomic research and biobanking in Africa: the H3Africa model [Commentary]
In the past decade, there has been an increase in genomic research and biobanking activities in Africa. Research initiatives such as the Human Heredity and Health in Africa (H3Africa) Consortium are contributing to the development of scientific capacity and infrastructure to support these studies on the continent. Despite this growth, genomic research and biobanking have raised important ethical challenges for key research stakeholders, including members of research ethics committees. One of these is the limited ethical and regulatory frameworks to guide the review and conduct of genomic studies, particularly in Africa. This paper is a reflection on a series of consultative activities with research ethics committees in Africa which informed the development of an ethics and governance framework for best practices in genomic research and biobanking in Africa. Broadband laser cooling of trapped atoms with ultrafast pulses
We demonstrate broadband laser cooling of atomic ions in an rf trap using
ultrafast pulses from a modelocked laser. The temperature of a single ion is
measured by observing the size of a time-averaged image of the ion in the known
harmonic trap potential. While the lowest observed temperature was only about 1
K, this method efficiently cools very hot atoms and can sufficiently localize
trapped atoms to produce near diffraction-limited atomic images

A report on the Second H3Africa Ethics Consultation Meeting, which was held in Livingstone, Zambia on 11 May 2015. The meeting demonstrated considerable evolution by African Research Ethics Committees on thinking about broad consent as a consent option for genomics research and biobanking. The meeting concluded with a call for broader engagement with policy makers across the continent in order to help these recognise the need for guidance and regulation where these do not exist and to explore harmonisation where appropriate and possible
Developing the science and methods of community engagement for genomic research and biobanking in Africa.
Historically, community engagement (CE) in research has been implemented in the fields of public health, education and agricultural development. In recent years, international discussions on the ethical and practical goals of CE have been extended to human genomic research and biobanking, particularly in the African context. While there is some consensus on the goals and value of CE generally, questions remain about the effectiveness of CE practices and how to evaluate this. Under the auspices of the Human Heredity and Health in Africa Initiative (H3Africa), the H3Africa CE working group organized a workshop in Stellenbosch, South Africa in March 2016 to explore the extent to which communities should be involved in genomic research and biobanking and to examine various methods of evaluating the effectiveness of CE. In this paper, we present the key themes that emerged from the workshop and make a case for the development of a rigorous application, evaluation and learning around approaches for CE that promote a more systematic process of engaging relevant communities. We highlight the key ways in which CE should be embedded into genomic research and biobanking projects

Mothers behaving badly: chaotic hedonism and the crisis of neoliberal social reproduction
This article focuses on the significance of the plethora of representations of mothers âbehaving badlyâ in contemporary anglophone media texts, including the films Bad Moms, Fun Mom Dinner and Bad Momâs Christmas, the book and online cartoons Hurrah for Gin and the recent TV comedy dramas Motherland, The Let Down and Catastrophe. All these media texts include representations of, first, mothers in the midst of highly chaotic everyday spaces where any smooth routine of domesticity is conspicuous by its absence; and second, mothers behaving hedonistically, usually through drinking and partying, behaviour that is more conventionally associated with men or women without children. After identifying the social type of the mother behaving badly (MBB), the article locates and analyses it in relation to several different social and cultural contexts. These contexts are: a neoliberal crisis in social reproduction marked by inequality and overwork; the continual if contested role of women as âfoundation parentsâ; and the negotiation of longer-term discourses of female hedonism. The title gestures towards a popular British sitcom of the 1990s, Men Behaving Badly, which popularized the idea of the ânew ladâ; and this article suggests that the new ladâs counterpart, the ladette, is mutating into the mother behaving badly, or the âlad momâ. Asking what work this figure does now, in a later neoliberal context, it argues that the mother behaving badly is simultaneously indicative of a widening and liberating range of maternal subject positions and symptomatic of a profound contemporary crisis in social reproduction. By focusing on the classed and racialised dynamics of the MBB â by examining who exactly is permitted to be hedonistic, and how â and by considering the MBBâs limited and partial imagining of progressive social change, the article concludes by emphasizing the urgency of creating more connections between such discourses and âparents behaving politicallyâ
Conviviality and Parallax in David Olusogaâs Black and British: A Forgotten History
Through examining the BBC television series, Black and British: A Forgotten History, written and presented by the historian David Olusoga, and in extending Paul Gilroyâs assertion that the everyday, banality of living with difference is now an ordinary part of British life, this article considers how Olusogaâs historicization of the black British experience reflects a convivial rendering of UK multiculture. In particular, when used alongside ĆœiĆŸekâs notion of parallax, it is argued that understandings of convivial culture can be supported by a historical importance that deliberately âshocksâ and, subsequently dislodges, popular interpretations of the UKâs âwhite pastâ. Notably, it is parallax which puts antagonism, strangeness and ambivalence at the heart of contemporary depictions of convivial Britain, with the UKâs cultural differences located in the âgapsâ and tensions which characterize both its past and present. These differences should not be feared but, as a characteristic part of our convivial culture, should be supplemented with historical analyses that highlight but, also, undermine, the significance of cultural differences in the present. Consequently, it is suggested that if the spontaneity of conviviality is to encourage openness, then, understandings of multiculturalism need to go beyond reification in order to challenge our understandings of the past. Here, examples of âalterityâ are neither ânewâ nor âcontemporaryâ but, instead, constitute a fundamental part of the nationâs history: of the âgapâ made visible in transiting past and present
The celebrity entrepreneur on television: profile, politics and power
This article examines the rise of the âcelebrity entrepreneurâ on television through the emergence of the âbusiness entertainment formatâ and considers the ways in which regular television exposure can be converted into political influence. Within television studies there has been a preoccupation in recent years with how lifestyle and reality formats work to transform âordinaryâ people into celebrities. As a result, the contribution of vocationally skilled business professionals to factual entertainment programming has gone almost unnoticed. This article draws on interviews with key media industry professionals and begins by looking at the construction of entrepreneurs as different types of television personalities and how discourses of work, skill and knowledge function in business shows. It then outlines how entrepreneurs can utilize their newly acquired televisual skills to cultivate a wider media profile and secure various forms of political access and influence. Integral to this is the centrality of public relations and media management agencies in shaping media discourses and developing the individual as a âbrand identityâ that can be used to endorse a range of products or ideas. This has led to policy makers and politicians attempting to mobilize the media profile of celebrity entrepreneurs to reach out and connect with the public on business and enterprise-related issues
Structure of the Janus Protein Human CLIC2
Chloride intracellular channel (CLIC) proteins possess the remarkable property of being able to convert from a water-soluble state to a membrane channel state. We determined the three-dimensional structure of human CLIC2 in its water-soluble form by X-ray crystallography at 1.8-Ă
resolution from two crystal forms. In contrast to the previously characterized CLIC1 protein, which forms a possibly functionally important disulfide-induced dimer under oxidizing conditions, we show that CLIC2 possesses an intramolecular disulfide and that the protein remains monomeric irrespective of redox conditions. Site-directed mutagenesis studies show that removal of the intramolecular disulfide or introduction of cysteine residues in CLIC2, equivalent to those that form the intramolecular disulfide in CLIC1, does not cause dimer formation under oxidizing conditions.We also show that CLIC2 forms pH-dependent chloride channels in vitro with higher channel activity at low pH levels and that the channels are subject to redox regulation. In both crystal forms, we observed an extended loop region from the C-terminal domain, called the foot loop, inserting itself into an interdomain crevice of a neighboring molecule. The equivalent region in the structurally related glutathione transferase superfamily corresponds to the active site. This so-called foot-in-mouth interaction suggests that CLIC2 might recognize other proteins such as the ryanodine receptor through a similar interaction
From 'River Cottage' to 'Chicken Run': Hugh Fearnley-Whttingstall and the class politics of ethical consumption
Lifestyle television provides a key site through which to explore the dilemmas of ethical consumption, as the genre shifts to consider the ethics of different consumption practices and taste cultures. UK television cook Hugh Fearnley-Whittingstall's TV programmes offer fertile ground not only for thinking about television personalities as lifestyle experts and moral entrepreneurs, but also for thinking about how the meanings and uses of their television image are inflected by genre. In this article we explore how the shift from the lifestyled downshifting narrative of the River Cottage series to the 'campaigning culinary documentary' Hugh's Chicken Run exposes issues of celebrity, class and ethics. While both series are concerned with ethical consumption, they work in different ways to reveal a distinction between 'ethical' and 'unethical' consumption practices and positions - positions that are inevitably classed
