    Wall interference assessment and corrections

    Wind tunnel wall interference assessment and correction (WIAC) concepts, applications, and typical results are discussed in terms of several nonlinear transonic codes and one panel method code developed for and being implemented at NASA-Langley. Contrasts between 2-D and 3-D transonic testing factors which affect WIAC procedures are illustrated using airfoil data from the 0.3 m Transonic Cryogenic Tunnel and Pathfinder 1 data from the National Transonic Facility. Initial results from the 3-D WIAC codes are encouraging; research on and implementation of WIAC concepts continue

    Ratchet-like dynamics of fluxons in annular Josephson junctions driven by bi-harmonic microwave fields

    Experimental observation of the unidirectional motion of a topological soliton driven by a bi-harmonic ac force of zero mean is reported. The observation is made by measuring the current-voltage characteristics for a fluxon trapped in an annular Josephson junction that was placed into a microwave field. The measured dependence of the fluxon mean velocity (rectified voltage) at zero dc bias versus the phase shift between the first and second harmonic of the driving force is in qualitative agreement with theoretical expectations.Comment: 6 figure

    The Rapidly Fading Optical Afterglow of GRB 980519

    GRB 980519 had the most rapidly fading of the well-documented GRB afterglows, consistent with t^{-2.05 +/- 0.04} in BVRI as well as in X-rays during the two days in which observations were made. We report VRI observations from the MDM 1.3m and WIYN 3.5m telescopes, and we synthesize an optical spectrum from all of the available photometry. The optical spectrum alone is well fitted by a power law of the form nu^{-1.20 +/- 0.25}, with some of the uncertainty due to the significant Galactic reddening in this direction. The optical and X-ray spectra together are adequately fitted by a single power law nu^{-1.05 +/- 0.10}. This combination of steep temporal decay and flat broad-band spectrum places a severe strain on the simplest afterglow models involving spherical blast waves in a homogeneous medium. Instead, the rapid observed temporal decay is more consistent with models of expansion into a medium of density n(r) proportional to r^{-2}, or with predictions of the evolution of a jet after it slows down and spreads laterally. The jet model would relax the energy requirements on some of the more extreme GRBs, of which GRB 980519 is likely to be an example because of its large gamma-ray fluence and faint host galaxy.Comment: 13 pages, submitted to ApJ Letter

    XTE J2123-058: A New Neutron Star X-Ray Transient

    We report on optical and RXTE observations of a new high-latitude bursting X-ray transient, XTE J2123-058. We identified the optical counterpart, measured the 5.9573 hr orbital period and constrained the binary inclination and the source distance. The distance lower limit indicates that the source is at least 2.6 kpc from the Galactic plane, which is unusual for an LMXB. RXTE observations were made between June and August 1998 during the first detected outburst from this source. We describe correlations between X-ray timing and spectral properties and discuss the possibility that the propeller mechanism turned on during the decay of the outburst. During one of the RXTE observations, we detect a pair of high frequency QPOs at 847.1 +/- 5.5 Hz and 1102 +/- 13 Hz simultaneously. According to the beat frequency model, the QPO separation implies a neutron star spin period near 3.9 ms. As the X-ray flux decreases at the end of the outburst, the amplitude of the optical modulation increases significantly.     Leading change in the South African District Health Service

    Purpose - The paper sets out to explore the leadership processes and dynamics of change management in a fragmented, and resource-poor, health service in an impoverished rural region in South Africa. Design/methodology/approach - The paper outlines an action research process aimed at assisting the stakeholders of two rural clinics to integrate psychiatric care into the Primary Health Care service that they offer their respective communities. This involved the transformation of existing practices through a form of praxis that involved learning from action and acting on learning. Findings - The findings of the paper relate to the role of leadership in the facilitation of transformational learning in team-based social action. Four areas of leadership responsibility are highlighted: the transformation of inappropriate mental models; the development of strategic resilience; the shifting of the locus of control of stakeholders to a more internal position; and the creation of a social environment in which intangible capital resources are generated and leveraged in the collective interest. Research limitations/implications - This paper is subject to the limitations of potential bias and distortion in action research. Although the "objective" evidence of the integration of psychiatric services at Pelsrus and Kwanomzamo clinics exists, the portrayal of the learning processes through which this was achieved could have been influenced unwittingly by the authors' own knowledge and other interests. Practical implications - The paper endorses the educational importance of work-based projects through which strong tacit leadership knowledge bases can be developed in health sector personnel

    How much dark matter is there inside early-type galaxies?

    We study the luminous mass as a function of the dynamical mass inside the effective radius (r_e) of early-type galaxies (ETGs) to search for differences between these masses. We assume Newtonian dynamics and that any difference between these masses is due to the presence of dark matter. We use several samples of ETGs -ranging from 19 000 to 98 000 objects- from the ninth data release of the Sloan Digital Sky Survey. We perform Monte Carlo (MC) simulations of galaxy samples and compare them with real samples. The main results are: i) MC simulations show that the distribution of the dynamical vs. luminous mass depends on the mass range where the ETGs are distributed (geometric effect). This dependence is caused by selection effects and intrinsic properties of the ETGs. ii) The amount of dark matter inside r_e is approximately 7% +- 22%. iii) This amount of dark matter is lower than the minimum estimate (10%) found in the literature and four times lower than the average (30%) of literature estimates.     Selecting children for head CT following head injury

    OBJECTIVE: Indicators for head CT scan defined by the 2007 National Institute for Health and Care Excellence (NICE) guidelines were analysed to identify CT uptake, influential variables and yield. DESIGN: Cross-sectional study. SETTING: Hospital inpatient units: England, Wales, Northern Ireland and the Channel Islands. PATIENTS: Children (3 years were much more likely to have CT than those <3 years (OR 2.35 (95% CI 2.08 to 2.65)). CONCLUSION: Compliance with guidelines and diagnostic yield was variable across age groups, the type of hospital and region where children were admitted. With this pattern of clinical practice the risks of both missing intracranial injury and overuse of CT are considerable

    Laser-heated rocket studies

    CW laser heated rocket propulsion was investigated in both the flowing core and stationary core configurations. The laser radiation considered was 10.6 micrometers, and the working gas was unseeded hydrogen. The areas investigated included initiation of a hydrogen plasma capable of absorbing laser radiation, the radiation emission properties of hot, ionized hydrogen, the flow of hot hydrogen while absorbing and radiating, the heat losses from the gas and the rocket performance. The stationary core configuration was investigated qualitatively and semi-quantitatively. It was found that the flowing core rockets can have specific impulses between 1,500 and 3,300 sec. They are small devices, whose heating zone is only a millimeter to a few centimeters long, and millimeters to centimeters in radius, for laser power levels varying from 10 to 5,000 kW, and pressure levels of 3 to 10 atm. Heat protection of the walls is a vital necessity, though the fraction of laser power lost to the walls can be as low as 10% for larger powers, making the rockets thermally efficient
