    Nano-G research laboratory for a spacecraft

    An acceleration free research laboratory is provided that is confined within a satellite but free of any physical engagement with the walls of the satellite, wherein the laboratory has adequate power, heating, cooling, and communications services to conduct basic research and development. An inner part containing the laboratory is positioned at the center-of-mass of a satellite within the satellite's outer shell. The satellite is then positioned such that its main axes are in a position parallel to its flight velocity vector or in the direction of the residual acceleration vector. When the satellite is in its desired orbit, the inner part is set free so as to follow that orbit without contacting the inside walls of the outer shell. Sensing means detect the position of the inner part with respect to the outer shell, and activate control rockets to move the outer shell; thereby, the inner part is repositioned such that it is correctly positioned at the center-of-mass of the satellite. As a consequence, all disturbing forces, such as drag forces, act on the outer shell, and the inner part containing the laboratory is shielded and is affected only by gravitational forces. Power is supplied to the inner part and to the laboratory by a balanced microwave/laser link which creates the kind of environment necessary for basic research to study critical phenomena such as the Lambda transition in helium and crystal growth, and to perform special metals and alloys research, etc

    Identifying the impact of G-quadruplexes on Affymetrix 3' arrays using cloud computing.

    A tetramer quadruplex structure is formed by four parallel strands of DNA/ RNA containing runs of guanine. These quadruplexes are able to form because guanine can Hoogsteen hydrogen bond to other guanines, and a tetrad of guanines can form a stable arrangement. Recently we have discovered that probes on Affymetrix GeneChips that contain runs of guanine do not measure gene expression reliably. We associate this finding with the likelihood that quadruplexes are forming on the surface of GeneChips. In order to cope with the rapidly expanding size of GeneChip array datasets in the public domain, we are exploring the use of cloud computing to replicate our experiments on 3' arrays to look at the effect of the location of G-spots (runs of guanines). Cloud computing is a recently introduced high-performance solution that takes advantage of the computational infrastructure of large organisations such as Amazon and Google. We expect that cloud computing will become widely adopted because it enables bioinformaticians to avoid capital expenditure on expensive computing resources and to only pay a cloud computing provider for what is used. Moreover, as well as financial efficiency, cloud computing is an ecologically-friendly technology, it enables efficient data-sharing and we expect it to be faster for development purposes. Here we propose the advantageous use of cloud computing to perform a large data-mining analysis of public domain 3' arrays

    High efficiency compound semiconductor concentrator photovoltaics

    Special emphasis was given to the high yield pilot production of packaged AlGaAs/GaAs concentrator solar cells, using organometallic VPE for materials growth, the demonstration of a concentrator module using 12 of these cells which achieved 16.4 percent conversion efficiency at 50 C coolant inlet temperature, and the demonstration of a spectral splitting converter module that achieved in excess of 20 percent efficiency. This converter employed ten silicon and ten AlGaAs cells with a dichroic filter functioning as the beam splitter. A monolithic array of AlGaAs/GaAs solar cells is described

    Taxation, Property Rights and the Social Contract in Lagos

    Major taxation reforms over the past decade have been interpreted as facilitating the transformation of Lagos: once widely seen as a city in permanent crisis, it is now seen by some observers as a beacon of megacity development. Most academic attention has focused on personal income taxation, which comprises the lion’s share of government revenue in Lagos. Less attention has been devoted to another crucial innovation over the same period – the Land Use Charge – and other forms of tax related to property. In this paper we show how the story of property taxation in Lagos since the early 2000s is important, not only in terms of the enormous increase in collection, but because of the ways in which property-related taxes have helped to support personal income taxation and to solidify the fiscal contract between state and society more broadly. Moreover, we explore how the payment of the Land Use Charge is interpreted by taxpayers, and how it is used alongside a plethora of other documents and processes to try and shore up fragile claims to property. In a context of intensely insecure tenure, particularly but not exclusively at the lower ends of the socio-economic spectrum, both taxation and other kinds of formal and informal payments play a key role in efforts to incrementally build and solidify property rights
