O governo das ilhas portuguesas no final do século XX

Com o título O governo das ilhas portuguesas no final do Século XX vou falar da história que vem de 1976 até ao fim do Século XX. Nesta narrativa descritiva, hermenêutica e dogmática, vou tentar responder à multifacetada pergunta: o que é, como é e qual o poder do governo das ilhas no último quartel do Século XX? Tais questões têm um valor acrescido: primeiro, porque vivemos ainda essa realidade; segundo, porque trata-se de uma existência verdadeiramente nova nos anais da História dos Açores e da Madeira. Não existe um estudo unitário sobre a evolução do poder político do governo das ilhas. Existe, é certo, estudos sobre muitos aspectos desse poder do ponto de vista histórico, e é aliás na base desses estudos que confiamos algumas das nossas ideias históricas sobre essa evolução, mas não há de todo aquela análise que está por fazer. E enquanto não estiver totalmente arrumada esta temática, qualquer estudo sobre o governo das ilhas no âmbito dos poderes políticos está incompleto. [...

Study of cool white dwarf stars

White dwarfs stars are the evolutionary endpoint for at least 97% of all stars in the Milky Way. Being the most common stellar fossil, they could be studied as a proxy for Galactic formation and evolution. White dwarfs also have information of the evolutionary path of their progenitors, which could be used to understand the physics of stellar evolution. The evolution of white dwarfs is practically a simple cooling, making them reliable cosmic clock to infer the age of stellar populations such as globular and open clusters and to the age of individual stars. The white dwarfs colder than 10 000K provide us information of the oldest stars of the Milky Way. In this work, we calculated parameters such as photometric effective temperature, mass and distance for a sample of more than 20 000 spectroscopically confirmed white dwarfs. We present the mass distribution for DAs, DBs and DCs, the photometric effective temperature distribution for DAs, DBs, DCs, DZs and DQs and the distance distribution for DAs and non-DAs. We also present our calculation of the helium to hydrogen atmosphere white dwarf number ratio and compare with previous works. We discuss the consequence of a non-uniform distribution for this ratio, which lead us to information about the formation and evolutionary path of white dwarf stars.Anãs brancas são o final da vida evolutiva de pelo menos 97% de todas as estrelas na Via Láctea. Sendo o fóssil estelar mais comum, elas podem ser estudadas como traçadores da formação e evolução da Galáxia. Anãs Brancas também possuem informação sobre caminho evolutivo de suas progenitoras, o que pode ser usado para compreender a física da evolução estelar. A evolução das anãs brancas é praticamente um simples resfriamento, fazendo delas relógios cósmicos confiáveis para se inferir a idade de populações estelares como aglomeradores abertos e globulares e da idade de estrelas individuais. As anãs brancas mais frias que 10 000K nos fornecem informação sobre as estrelas mais velhas da Via Láctea. Neste trabalho, nós calculamos parâmetros como a temperatura efetiva fotométrica, massa e a distância para uma amostra com mais de 20 000 anãs brancas espectroscopicamente confirmadas. Nós apresentamos a distribuição de massa para as DAs, DBs e DCs, a distribuição de temperatura efetiva fotométrica para DAs, DBs, DCs, DZs e DQs e a distribuição de distância para as DAs e não-DAs. Nós também apresentamos o nosso cálculo da razão entre o número de anãs brancas com a atmosfera composta por hélio e o número de anãs brancas com a atmosfera composta por hidrogênio em função da temperatura efetiva e o comparamos com trabalhos publicados anteriormente. Nós discutimos sobre as consequências de uma distribuição não uniforme para essa razão, o que pode nos levar a informação sobre a formação e o caminho evolutivo das anãs brancas

A Study of Cool White Dwarfs in the Sloan Digital Sky Survey Data Release 12

In this work we study white dwarfs where $30\,000\,\text{K} {>} \mathrm{T}_{\rm{eff}} {>} 5\,000\,\text{K}$ to compare the differences in the cooling of DAs and non-DAs and their formation channels. Our final sample is composed by nearly $13\,000$ DAs and more than $3\,000$ non-DAs that are simultaneously in the SDSS DR12 spectroscopic database and in the \textit{Gaia} survey DR2. We present the mass distribution for DAs, DBs and DCs, where it is found that the DCs are ${\sim}0.15\,\mathrm{M}_\odot$ more massive than DAs and DBs on average. Also we present the photometric effective temperature distribution for each spectral type and the distance distribution for DAs and non-DAs. In addition, we study the ratio of non-DAs to DAs as a function of effective temperature. We find that this ratio is around ${\sim}0.075$ for effective temperature above ${\sim}22\,000\,\text{K}$ and increases by a factor of five for effective temperature cooler than $15\,000\,\text{K}$. If we assume that the increase of non-DA stars between ${\sim}22\,000\,\text{K}$ to ${\sim}15\,000\,\text{K}$ is due to convective dilution, $14{\pm}3$ per cent of the DAs should turn into non-DAs to explain the observed ratio. Our determination of the mass distribution of DCs also agrees with the theory that convective dilution and mixing are more likely to occur in massive white dwarfs, which supports evolutionary models and observations suggesting that higher mass white dwarfs have thinner hydrogen layers.Comment: 9 pages, 10 figures, accepted by MNRA

Os Direitos Humanos em Regime Político Autonómico. O Caso dos Açores no Âmbito da Pandemia Covid-19

The right to freedom is a fundamental human right. It is not absolute, as it admits well-founded exceptions and its essentiality is guaranteed, and with its own process and acts and the intervention of all sovereign bodies, including the courts. Such exceptional power does not belong to the autonomous regions, nor to the parliamentary legislative body, nor to the governing body that has a normative power to regulate the laws. The government of the Azores, in the Covid-19 pandemic, created rules in 2000 that limited freedom of movement, ordering to imprison in hotels any passenger entering the region, violating the Constitution and its Political Statute. It constitutes an usurpation of sovereign powers, violates the constitutional principles of separation of powers, the constitutionality of norms, and the prohibition of creating categories of normative acts not provided for in the Constitution, and the statutory principle of the Region, the realization of fundamental rights. And this political measure is dangerous: it is that the Region has its own mechanisms to obtain the results it intended in collaboration with the State: either with a “regional state of emergency”, or with cooperation, or with the legislative initiative. Habeas corpus lawsuits show us precarious conditions of imprisonment and excessive violation of human dignity; but if these measures were applied to hundreds of other cases that did not reach the courts, and were, in that short period of time, in about three hundred people, the sum of needless suffering is overwhelming.O direito à liberdade é um direito humano fundamental. Não é absoluto, pois ele admite exceções fundadas e se garantida a sua essencialidade, e com processo e atos próprios e intervenção de todos os órgãos de soberania, incluindo os tribunais. Tal poder de exceção não compete às regiões autónomas, nem ao órgão parlamentar legislativo, nem ao órgão governativo que tem um poder normativo regulatório das leis. O governo dos Açores, na pandemia do Covid-19, criou normas em 2000 que limitaram a liberdade de circulação, mandando encarcerar em hotéis todo e qualquer passageiro que entrasse na Região, violando a Constituição e o seu Estatuto Político. Constitui uma usurpação de poderes de soberania, viola os princípios constitucionais da separação de poderes, da constitucionalidade das normas, e da proibição de criação de categorias de atos normativos não previstos na Constituição, e o princípio estatutário da Região, a efetivação dos direitos fundamentais. E essa medida política constitui perigosidade: é que a Região possui mecanismos próprios para obter os resultados que pretendia em colaboração com o Estado: ou com um “estado de emergência regional”, ou com a cooperação, ou com a iniciativa legislativa. Os processos judiciais de habeas corpus mostra-nos condições precárias de encarceramento e de violação excessiva da dignidade humana; mas se essas medidas foram aplicadas a centenas de outros casos que não chegaram aos tribunais, e foram-no, nesse pequeno período de tempo, em cerca de trezentas pessoas, a soma do sofrimento sem necessidade é avassaladora

Road network design with space syntax in Vendas Novas

The city of Vendas Novas, Évora, Portugal, is crossed by a national road. Currently, 30.000 to 35.000 vehicles cross the city, of which more than 2.000 are heavy motor vehicles. Due to the negative effects of the high levels of traffic, the city council as long proposed an alternative route to Estrada Nacional 4. To better understand the effects of an alternative route to the city of Vendas Novas our study applies an axial map analysis to the city current road network system and the two proposals currently being studied by the local city council and national infrastructure management entity. Based on this analysis a new proposal was drawn by our team to optimize the diversion of traffic from the city centre. Home mobility hazards detected via object recognition in augmented reality

We present an Environmental Analysis and Safety Advisor system capable of identify the environmental barriers and hazards found in the homes of elderly people. This augmented reality tool runs on a portable computing device and can be used by informal and formal caregivers without specific knowledge of Accessible Design, to evaluate the safeness of an elderly home environment, ensuring that potential fall hazards are detected and corrected. The system recognizes specific indoor elements of the house (e.g. arm-chair, bed, chair), and then computes and analyses their mutual distances in the environment so that a warning of hazard is emitted in case of need (e.g. loose cable, not enough space to pass a wheelchair). In this context, we implemented object recognition at the category level of miniature versions of real sized furniture and the determination of the distance between neighboring objects, signaling if it is below a certain threshold value. Environmental Analysis tool can then recognize furniture and measure the distance between two furniture elements enabling the system to pop up an alert sign if the space left does not guarantee good accessibility.info:eu-repo/semantics/publishedVersio
