    This analysis examines the interplay between academia and officialdom during the First World War and its immediate aftermath. The role of more especially historians prior to and during the Paris Peace Conference of 1919 and the degree to which they succeeded —or failed—to affect decision making have been examined in some considerable detail by recent scholarship. Far less attention has been paid to the impact of individual historians’ experience of employment in war-time government agencies on their post-war scholarly pursuits. The effect of the war on historical scholarship, in fact,was profound. Not the least, it stimulated the establishment of diplomatic history as a distinct field of academic research and the emergence of the nascent discipline of international relations led by scholars who had served in wartime intelligence

    Urbanism as a way of life? RĂ€umliche Variationen der LebensfĂŒhrung in Deutschland

    In his classic article, Wirth (1938) asserted that urban ways of life would eventually spread into rural areas through enhanced mobility and communicative interconnectedness. This view is shared by many contemporary urban sociologists who claim that disparities in prosperity and shrinking regions have replaced the rural-urban continuum as the primary dimension of spatial inequality in Germany. According to Fischer's (1975) subcultural theory of urbanism, however, large cities will continue to produce and attract unconventional, nontraditional lifestyles due to a critical mass of like-minded people. In this paper, we test these hypotheses against rural-urban as well as regional variations in lifestyles using survey data randomly sampled from resident registration lists of rural and urban municipalities in four German states. As a measurement instrument we use Otte's (2004) lifestyle typology conceptualized along two dimensions: a level of living and a modernity/biographical perspective. Replicating it supra-regionally for the first time, we provide evidence of its reliability and construct validity, albeit with some reservations for East Germany. In essence, inhabitants of large cities prove to be more modern, biographically open, and unconventional; East Germans tend to have a reduced level of living – even when differences in social structural composition are controlled for

    Evidence for an Additional Heat Source in the Warm Ionized Medium of Galaxies

    Spatial variations of the [S II]/H-Alpha and [N II]/H-Alpha line intensity ratios observed in the gaseous halo of the Milky Way and other galaxies are inconsistent with pure photoionization models. They appear to require a supplemental heating mechanism that increases the electron temperature at low densities n_e. This would imply that in addition to photoionization, which has a heating rate per unit volume proportional to n_e^2, there is another source of heat with a rate per unit volume proportional to a lower power of n_e. One possible mechanism is the dissipation of interstellar plasma turbulence, which according to Minter & Spangler (1997) heats the ionized interstellar medium in the Milky Way at a rate ~ 1x10^-25 n_e ergs cm^-3 s^-1. If such a source were present, it would dominate over photoionization heating in regions where n_e < 0.1 cm^-3, producing the observed increases in the [S II]/H-Alpha and [N II]/H-Alpha intensity ratios at large distances from the galactic midplane, as well as accounting for the constancy of [S II]/[N II], which is not explained by pure photoionization. Other supplemental heating sources, such as magnetic reconnection, cosmic rays, or photoelectric emission from small grains, could also account for these observations, provided they supply to the warm ionized medium ~ 10^-5 ergs s^-1 per cm^2 of Galactic disk.Comment: 10 pages, 1 figur

    The organizational dynamics enabling patient portal impacts upon organizational performance and patient health: a qualitative study of Kaiser Permanente.

    BackgroundPatient portals may lead to enhanced disease management, health plan retention, changes in channel utilization, and lower environmental waste. However, despite growing research on patient portals and their effects, our understanding of the organizational dynamics that explain how effects come about is limited.MethodsThis paper uses qualitative methods to advance our understanding of the organizational dynamics that influence the impact of a patient portal on organizational performance and patient health. The study setting is Kaiser Permanente, the world's largest not-for-profit integrated delivery system, which has been using a portal for over ten years. We interviewed eighteen physician leaders and executives particularly knowledgeable about the portal to learn about how they believe the patient portal works and what organizational factors affect its workings. Our analytical framework centered on two research questions. (1) How does the patient portal impact care delivery to produce the documented effects?; and (2) What are the important organizational factors that influence the patient portal's development?ResultsWe identify five ways in which the patient portal may impact care delivery to produce reported effects. First, the portal's ability to ease access to services improves some patients' satisfaction as well as changes the way patients seek care. Second, the transparency and activation of information enable some patients to better manage their care. Third, care management may also be improved through augmented patient-physician interaction. This augmented interaction may also increase the 'stickiness' of some patients to their providers. Forth, a similar effect may be triggered by a closer connection between Kaiser Permanente and patients, which may reduce the likelihood that patients will switch health plans. Finally, the portal may induce efficiencies in physician workflow and administrative tasks, stimulating certain operational savings and deeper involvement of patients in medical decisions. Moreover, our analysis illuminated seven organizational factors of particular importance to the portal's development--and thereby ability to impact care delivery: alignment with financial incentives, synergy with existing IT infrastructure and operations, physician-led governance, inclusive decision making and knowledge sharing, regional flexibility to implementation, continuous innovation, and emphasis on patient-centered design.ConclusionsThese findings show how organizational dynamics enable the patient portal to affect care delivery by summoning organization-wide support for and use of a portal that meets patient needs

    Asynchronous Graph Pattern Matching on Multiprocessor Systems

    Pattern matching on large graphs is the foundation for a variety of application domains. Strict latency requirements and continuously increasing graph sizes demand the usage of highly parallel in-memory graph processing engines that need to consider non-uniform memory access (NUMA) and concurrency issues to scale up on modern multiprocessor systems. To tackle these aspects, graph partitioning becomes increasingly important. Hence, we present a technique to process graph pattern matching on NUMA systems in this paper. As a scalable pattern matching processing infrastructure, we leverage a data-oriented architecture that preserves data locality and minimizes concurrency-related bottlenecks on NUMA systems.
