    Do sales below cost laws protect small businesses?

    This paper examines whether state laws to prevent below cost sales provide protection for small businesses beyond the protection afforded by the federal antitrust laws. The paper first identifies the theoretical implications of state sales below cost laws. I find that there are various circumstances when the state law will provide additional protection to the federal predatory pricing laws. The uniqueness of the empirical section of this paper is based on the functional form of the tests and the distinctive features of the state laws used to discern the laws impact on small businesses. I find that state laws do have a small impact on the viability of small businesses in certain industries. Additionally, the differences among the state laws also have an impact on the percentage of small businesses in a state. However, the effects of these laws are relatively understated and potentially inconsistent with the goals of competition

    Trust Perceptions of Online Travel Information by Different Content Creators: Some Social and Legal Implications

    Consumers are increasingly turning to the online environment to provide information to assist them in making purchase decisions related to travel products. They often rely on travel recommendations from different sources, such as sellers, independent experts and, increasingly, other consumers. A new type of online content, usergenerated content (UGC), provides a number of legal and social challenges to providers and users of that content, especially in relation to areas such as defamation, misrepresentation and social embarrassment. This paper reports research that examined the level of trustworthiness of online travel information from these different sources. The study used a survey of Australian travel consumers (n= 12,000) and results support the notion that there are differences in the level of trust for online travel information from different sources. Respondents ‘tended to agree’ that they trusted information provided by travel agents, information from commercial operators and comments made by travellers on third party websites. However, the highest level of trust was afforded to information provided on State government tourism websites. These results suggest that greater trust is placed in online travel comments when they are on a specific travel website than when they are on a more generic social networking website. However, respondents were ‘not sure’ that they trusted comments made by travellers on weblogs and on social networking sites. Some 88% of respondents that had not visited UGC websites (or were unsure if they had) indicated that they thought that UGC would be useful in the future – suggesting that they feel that any concerns they may have in relation to legal and social problems resulting from its use will be resolved

    A new generation of early warning systems for coastal risk: the iCoast project

    A new coastal early warning system CEWS called iCoast for the NW Mediterranean Sea is under development. It is composed of three numerical modules: meteorological, hydrodynamic and morphodynamic. The CEWS is designed for use on open sandy beaches, pocket beaches, secondary harbours as well as areas of coastal defences. A set of hotspots, prone to erosion or flooding, along the Catalan coast are being identified through a coastal hazard and risk mapping. Special attention is given to a set of intervention and emergency protocols based on the forecast outputs and the application of Quick Defence Measures (QDM) to diminish the risk.     IntroductionMedication treatment for opioid use disorder (MOUD) decreases opioid overdose risk and is the standard of care for persons with opioid use disorder (OUD). Recovery coach (RC)-led programs and associated training curriculums to improve outcomes around MOUD are limited. We describe our comprehensive training curriculum including instruction and pedagogy for novel RC-led MOUD linkage and retention programs and report on its feasibility.Methods–pedagogy and training developmentThe Kentucky HEALing (Helping to End Addiction Long-termSM) Communities Study (HCS) created the Linkage and Retention RC Programs with a local recovery community organization, Voices of Hope-Lexington. RCs worked to reduce participant barriers to entering or continuing MOUD, destigmatize and educate on MOUD and harm reduction (e.g., safe injection practices), increase recovery capital, and provide opioid overdose education with naloxone distribution (OEND). An extensive hybrid (in-person and online, both synchronous and asynchronous), inclusive learning-focused curriculum to support the programs (e.g., motivational interviewing sessions, role plays, MOUD competency assessment, etc.,) was created to ensure RCs developed the necessary skills and could demonstrate competency before deployment in the field. The curriculum, pedagogy, learning environment, and numbers of RCs trained and community venues receiving a trained RC are reported, along with interviews from three RCs about the training program experience.ResultsThe curriculum provides approximately 150 h of training to RCs. From December 2020 to February 2023, 93 RCs and 16 supervisors completed the training program; two were unable to pass a final competency check. RCs were deployed at 45 agencies in eight Kentucky HCS counties. Most agencies (72%) sustained RC services after the study period ended through other funding sources. RCs interviewed reported that the training helped them better explain and dispel myths around MOUD.ConclusionOur novel training and MOUD programs met a current unmet need for the RC workforce and for community agencies. We were able to train and deploy RCs successfully in these new programs aimed at saving lives through improving MOUD linkage and retention. This paper addresses a need to enhance the training requirements around MOUD for peer support specialists.</p
