There are no magnetically charged particle-like solutions of the Einstein Yang-Mills equations for Abelian models
We prove that there are no magnetically charged particle-like solutions for
Abelian models in Einstein Yang-Mills, but for non-Abelian models the
possibility remains open. An analysis of the Lie algebraic structure of the
Yang-Mills fields is essential to our results. In one key step of our analysis
we use invariant polynomials to determine which orbits of the gauge group
contain the possible asymptotic Yang-Mills field configurations. Together with
a new horizontal/vertical space decomposition of the Yang-Mills fields this
enables us to overcome some obstacles and complete a dynamical system existence
theorem for asymptotic solutions with nonzero total magnetic charge. We then
prove that these solutions cannot be extended globally for Abelian models and
begin an investigation of the details for non-Abelian models.Comment: 48 pages, 1 figur

MODEL OF EXPERT ASSESSMENT OF PSYCHIC DISORDERS IN PERSONS WITH DEPENDENCE FROM PSYCHOACTIVE SUBSTANCES, WHO DID CRIMINAL ACTIONS

Abstract
Background. Mental disorders as a result of various forms of addictions and high criminogenicity of such persons has led to the need for a number of legislative changes in the field of jurisprudence (law), medicine and expertise. Materials and methods. Mental state of 661 examinees persons was studied. The presence of states of dependence on psychoactive substances and their impact on the ability to apprehend the sense of one’s actions and manage (ASAM) them and apprehend the sense of one’s actions (ASA) was studied. Objective: to develop a model of forensic psychiatric expert assessment of the ability of persons with states of dependence on the psychoactive substances to apprehent their actions and (or) manage them in accordance with existing legislation. Results and conclusions. It was established that 1.1% of examenees could not ASAM completely in criminal proceedings, 93.2% could ASAM, and 5.7% could not ASAM. In the civil process, with a retrospective definition of the mental state at the time of the conclusion of an agreement, an expert decision on the significant impact of psychoactive substances was made in 45% of cases, on the preservation of the ability to ASAM - 31.7%, of the inability to ASAM - 23.3%. This testifies to the non-use of expert practice in making decisions on "restraint locus standi” in the widespread use of the category of "limited capacity" in the civil process, which leads to an unjustified restriction of judges in choosing medical and legal measures for the prevention of repeated crimes by persons with states of dependence on psychoactive substances.

A Metric for Gradient RG Flow of the Worldsheet Sigma Model Beyond First Order
Tseytlin has recently proposed that an action functional exists whose
gradient generates to all orders in perturbation theory the Renormalization
Group (RG) flow of the target space metric in the worldsheet sigma model. The
gradient is defined with respect to a metric on the space of coupling constants
which is explicitly known only to leading order in perturbation theory, but at
that order is positive semi-definite, as follows from Perelman's work on the
Ricci flow. This gives rise to a monotonicity formula for the flow which is
expected to fail only if the beta function perturbation series fails to
converge, which can happen if curvatures or their derivatives grow large. We
test the validity of the monotonicity formula at next-to-leading order in
perturbation theory by explicitly computing the second-order terms in the
metric on the space of coupling constants. At this order, this metric is found
not to be positive semi-definite. In situations where this might spoil
monotonicity, derivatives of curvature become large enough for higher order

On all possible static spherically symmetric EYM solitons and black holes
We prove local existence and uniqueness of static spherically symmetric
solutions of the Einstein-Yang-Mills equations for any action of the rotation
group (or SU(2)) by automorphisms of a principal bundle over space-time whose
structure group is a compact semisimple Lie group G. These actions are
characterized by a vector in the Cartan subalgebra of g and are called regular
if the vector lies in the interior of a Weyl chamber. In the irregular cases
(the majority for larger gauge groups) the boundary value problem that results
for possible asymptotically flat soliton or black hole solutions is more
complicated than in the previously discussed regular cases. In particular,
there is no longer a gauge choice possible in general so that the Yang-Mills
potential can be given by just real-valued functions. We prove the local
existence of regular solutions near the singularities of the system at the
center, the black hole horizon, and at infinity, establish the parameters that
characterize these local solutions, and discuss the set of possible actions and
the numerical methods necessary to search for global solutions. That some
special global solutions exist is easily derived from the fact that su(2) is a
subalgebra of any compact semisimple Lie algebra. But the set of less trivial

A rigorous formulation of the cosmological Newtonian limit without averaging
We prove the existence of a large class of one-parameter families of
cosmological solutions to the Einstein-Euler equations that have a Newtonian
limit. This class includes solutions that represent a finite, but otherwise
arbitrary, number of compact fluid bodies. These solutions provide exact
cosmological models that admit Newtonian limits but, are not, either implicitly
or explicitly, averaged

Global behavior of solutions to the static spherically symmetric EYM equations
The set of all possible spherically symmetric magnetic static
Einstein-Yang-Mills field equations for an arbitrary compact semi-simple gauge
group was classified in two previous papers. Local analytic solutions near
the center and a black hole horizon as well as those that are analytic and
bounded near infinity were shown to exist. Some globally bounded solutions are
also known to exist because they can be obtained by embedding solutions for the
case which is well understood. Here we derive some asymptotic
properties of an arbitrary global solution, namely one that exists locally near
a radial value , has positive mass at and develops no
horizon for all . The set of asymptotic values of the Yang-Mills
potential (in a suitable well defined gauge) is shown to be finite in the
so-called regular case, but may form a more complicated real variety for models
obtained from irregular rotation group actions.Comment: 43 page
АНАЛІЗ НОРМАТИВНО-ПРАВОВОЇ БАЗИ ФАРМАЦЕВТИЧНОГО ЗАБЕЗПЕЧЕННЯ НАСЕЛЕННЯ В УМОВАХ ЛІКВІДАЦІЇ НАСЛІДКІВ РАДІАЦІЙНИХ АВАРІЙ
Мета роботи. Аналіз сучасного стану законодавчих і нормативно-правових актів у галузі радіаційної безпеки та обґрунтування необхідності вдосконалення нормативної бази з організації фармацевтичного забезпечення населення в умовах надзвичайних ситуацій радіаційного походження.
Матеріали і методи. У роботі використано законодавчі акти та нормативно-правові документи в галузі радіаційної безпеки, які стосуються фармацевтичного забезпечення населення в умовах надзвичайних ситуацій радіаційного походження в Україні і зарубіжних країнах. Використовували методи системного підходу, бібліографічного аналізу і контент-аналізу.
Результати й обговорення. Проведено аналіз сучасного стану законодавчих та нормативно-правових актів і методичних матеріалів у галузі радіаційної безпеки населення України щодо засад державного управління з організації повного і своєчасного постачання лікарняних закладів і медичних формувань лікарськими засобами та предметами медичного призначення для профілактики і лікування радіаційних уражень у період ліквідації наслідків радіаційних аварій.
Висновки. На основі проведених досліджень встановлено, що нормативно-правового врегулювання потребують питання фармацевтичного забезпечення профілактики і лікування радіаційних уражень в період ліквідації наслідків радіаційних аварій мирного і воєнного часу. Необхідне наукове обґрунтування нових концептуальних підходів щодо вдосконалення системи фармацевтичного забезпечення радіаційної безпеки населення при перегляді вітчизняної нормативної бази і приведенні її до вимог документів міжнародних організацій
