    Natural convection effects in phase change thermal control devices were studied. A mathematical model was developed to evaluate natural convection effects in a phase change test cell undergoing solidification. Although natural convection effects are minimized in flight spacecraft, all phase change devices are ground tested. The mathematical approach to the problem was to first develop a transient two-dimensional conduction heat transfer model for the solidification of a normal paraffin of finite geometry. Next, a transient two-dimensional model was developed for the solidification of the same paraffin by a combined conduction-natural-convection heat transfer model. Throughout the study, n-hexadecane (n-C16H34) was used as the phase-change material in both the theoretical and the experimental work.     Implications of the Ticket to Work and Self-Sufficiency Program for Young Adults

    On December 17, 1999, President Clinton signed the Ticket to Work and Work Incentives Improvement Act (P.L. 106-170) into law establishing in section 101(a) the Ticket to Work and Self-Sufficiency Program (Ticket to Work Program) as well as several other provisions to support the movement of beneficiaries with disabilities who receive Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) into employment. The Ticket to Work Program was established to expand the universe of providers available to beneficiaries with disabilities as they are afforded the opportunity to choose from whom they access their needed employment services and supports. The Ticket to Work Program also increased provider incentives to serve these individuals. The Social Security Administration (SSA) administers this new program with the support of Maximus, Inc, the entity contracted with by the SSA to serve as the program manager. The SSA is currently contracting with agencies to serve as Employment Networks (EN). These ENs perform an array of duties under the law, including providing employment services, vocational rehabilitation (VR) services, and other support services to assist individuals with disabilities to obtain and maintain employment. Under this program, the SSA is directed to provide to beneficiaries with disabilities who meet certain eligibility criteria a Ticket they may use to obtain employment services, VR services and/or other support services from an EN of their choice. “A Ticket under the Ticket to Work and Self-Sufficiency Program is a document that provides evidence of SSA’s agreement to pay an EN or a State VR agency for providing employment services, VR services and/or other support services to a Ticket recipient who requests such services.” (SSA 2001, p. 12) The Ticket to Work Program will be phased in nationally over a three-year period beginning in January, 2002, with beneficiaries in 13 states: Arizona, Colorado, Delaware, Florida, Illinois, Iowa, Massachusetts, New York, Oklahoma, Oregon, South Carolina, Vermont and Wisconsin. The remaining states will be included by January, 2004

    Tujuan dilakukannya penelitian ini adalah untuk mengetahui bagaimana tugas dan kewenangan Badan Penyelesaian Sengketa Konsumen serta bagaimana penyelesaian sengketa antara konsumen dan pelaku USAha. Penelitian ini merupakan penelitian normative dan dapat disimpulkan, bahwa: 1. Penyelesaian sengketa di luar pengadilan tidak menghilangkan tanggungjawab pidana sebagaimana diatur dalam Undang-undang. Apabila telah dipilih upaya penyelesaian sengketa konsumen di luar pengadilan, gugatan melalui pengadilan hanya dapat ditempuh apabila upaya tersebut dinyatakan tidak berhasil oleh salah satu pihak atau oleh para pihak yang bersengketa dan gugatan diajukan kepada peradilan umum. Penyelesaian sengketa konsumen di luar pengadilan diselenggarakan untuk mencapai kesepakatan mengenai bentuk dan besarnya ganti rugi dan/atau mengenai tindakan tertentu untuk menjamin tidak akan terjadi kembali atau tidak akan terulang kembali kerugian yang diderita oleh konsumen. 2. Tugas dan wewenang badan penyelesaian sengketa konsumen dilakukan melalui mediasi, arbitrase atau konsiliasi; konsultasi perlindungan konsumen; pengawasan terhadap pencantuman klausula baku; melaporkan kepada penyidik umum apabila terjadi pelanggaran undang-undang konsumen; menerima pengaduan baik tertulis maupun tidak tertulis, dari konsumen; melakukan penelitian dan pemeriksaan sengketa perlindungan konsumen. Putusan majelis Badan Penyelesaian Sengketa Konsumen dimintakan penetapan eksekusinya kepada Pengadilan Negeri di tempat konsumen yang dirugikan

    An experimental and theoretical evaluation of increased thermal diffusivity phase change devices

    This study was to experimentally evaluate and mathematically model the performance of phase change thermal control devices containing high thermal conductivity metal matrices. Three aluminum honeycomb filters were evaluated at five different heat flux levels using n-oct-adecane as the test material. The system was mathematically modeled by approximating the partial differential equations with a three-dimensional implicit alternating direction technique. The mathematical model predicts the system quite well. All of the phase change times are predicted. The heating of solid phase is predicted exactly while there is some variation between theoretical and experimental results in the liquid phase. This variation in the liquid phase could be accounted for by the fact that there are some heat losses in the cell and there could be some convection in the experimental system

    Menarchial Age of Secondary School Girls in Urban and Rural Areas of Rivers State, Nigeria

    The menarchial age of 859 secondary school girls consisting of 508 from urban and 351 from rural area of Rivers State, Nigeria were determined, using questionnaires and interview method. Data collation revealed that 69.2% (243) of the rural population were menstruating, while 70.1% (356) of the urban population were menstruating. Mean ages of menarche were 13.19±1.32 years and 14.22±1.47 years for urban and rural areas respectively .A statistically significant lower mean menarchial age was observed in urban area girls, compared to their rural counterparts. Girls from families of high socio-economic class has significantly lower mean menarchial age in both urban and rural area. The mean age of menarche was significantly higher in girls involved in vigorous sporting activity in rural areas compared to their non-sporting counterparts. Urban school girls attain menarche earlier than those in rural area. High socio-economic class and vigorous sporting activity can be predisposing factors to low and high age of menarche respectively. There is need for redefinition of high socio-economic class in Nigeria
