    Income and consumption smoothing and welfare gains across Pacific Island countries: The role of remittances and foreign aid

    We examine the potential welfare gains and channels of income smoothing for Pacific Island Countries (PICs) and nd that, under full risk sharing overall welfare gains across all PICs (particularly, Kiribati, Palau, and Papua New Guinea) are at desirable levels. However, for Australia, the potential welfare gain from risk sharing is almost similar to the gain it obtains if Australia attains full risk sharing with the rest of the OECD countries or with New Zealand alone. We also break down output using the framework of Sorensen and Yosha (1998) to quantify the extent and channels of risk sharing across PICs. For PICs, income-smoothing channels (net factor income and current transfers) play a significant role in buffering the output shock compared to the performance of those channels on smoothing the output shock for OECD countries. Domestic savings also smooth a fair portion of shocks to output, but the extent is much lower compared to that of OECD countries. Further, we analyze the effect of remittances and foreign aid on income smoothing for the PICs exclud- ing Australia and New Zealand.     The Role of Institutions, Culture, and Wellbeing in Explaining Bilateral Remittance Flows: Evidence Both Cross-Country and Individual-Level Analysis

    This paper explores the determinants of bilateral remittance flows at the country-level; specifically, institutional quality, wellbeing, and culture using a novel dataset published by Ratha and Shaw (2007). Next, we look for support in the German Socio-Economic Panel using individual level regressions which allows us: (i) to control for various individual correlates and fixed effects, and (ii) to analyze remittances sent for different purposes separately. We uncover important relationships with these unique datasets. The country-level results indicate; (i) classical gravity equation variables explain bilateral remittance flows (ii) institutional quality, wellbeing and cultural differences play important role in explaining bilateral remittance flows (iii) financial variables such as exchange rate and interest rate differentials matter as well. Institutional quality matters more for remittance flows between high-income countries and between low-income countries but it does not explain the remittance flows from high-income to low-income countries. Cultural differences become a more dominant factor in explaining the flows between low-income countries. These findings are also supported by the individual level analysis. In addition, German migrants send less money back home when they feel like more German and become home-owners. Countries receive less remittances from Germany when they become happier, their health-care and social-security system improve but receive more with confidence in government, chance of war, and improved political system. These institutional factors only matter for remittances sent for family support. Financial variables such interest rate and exchange rate differentials however, only matter for remittances sent for savings purposes. The results have important policy implications. Institutions matter for remittances but treating whole institutions as one in this framework can be misleading. The role of financial variables, indicators of institutions, and culture depend on the form of remittance and the characteristics of receiving and sending countries.Bilateral cross-country remittance data, individual-level remittance data, institutional quality, wellbeing, gravity equations.

    Compton-like scattering of a scalar particle with N photons and one graviton

    Tree-level scattering amplitudes for a scalar particle coupled to an arbitrary number N of photons and a single graviton are computed. We employ the worldline formalism as the main tool to compute the irreducible part of the amplitude, where all the photons and the graviton are directly attached to the scalar line, then derive a \u201ctree replacement\u201d rule to construct the reducible parts of the amplitude which involve irreducible pure N-photon two-scalar amplitudes where one photon line emits the graviton.     Characterization of a novel zebrafish (Danio rerio) gene, wdr81, associated with cerebellar ataxia, mental retardation and dysequilibrium syndrome (CAMRQ)

    Background: WDR81 (WD repeat-containing protein 81) is associated with cerebellar ataxia, mental retardation and disequilibrium syndrome (CAMRQ2, [MIM 610185]). Human and mouse studies suggest that it might be a gene of importance during neurodevelopment. This study aimed at fully characterizing the structure of the wdr81 transcript, detecting the possible transcript variants and revealing its expression profile in zebrafish, a powerful model organism for studying development and disease. Results: As expected in human and mouse orthologous proteins, zebrafish wdr81 is predicted to possess a BEACH (Beige and Chediak-Higashi) domain, a major facilitator superfamily domain and WD40-repeats, which indicates a conserved function in these species. We observed that zebrafish wdr81 encodes one open reading frame while the transcript has one 5' untranslated region (UTR) and the prediction of the 3' UTR was mainly confirmed along with a detected insertion site in the embryo and adult brain. This insertion site was also found in testis, heart, liver, eye, tail and muscle, however, there was no amplicon in kidney, intestine and gills, which might be the result of possible alternative polyadenylation processes among tissues. The 5 and 18 hpf were critical timepoints of development regarding wdr81 expression. Furthermore, the signal of the RNA probe was stronger in the eye and brain at 18 and 48 hpf, then decreased at 72 hpf. Finally, expression of wdr81 was detected in the adult brain and eye tissues, including but not restricted to photoreceptors of the retina, presumptive Purkinje cells and some neurogenic brains regions. Conclusions: Taken together these data emphasize the importance of this gene during neurodevelopment and a possible role for neuronal proliferation.     Suppression of optical damage at 532 nm in Holmium doped congruent lithium niobate

    Optical damage experiments were carried out in a series of Holmium doped congruent lithium niobate (Ho:cLN) crystals as a function of dopant concentration and laser intensity. The light induced beam distortion was recorded with a camera and a detector under the pseudo-Zscan configuration. At 532 nm, strong suppression of the optical damage was observed for the 0.94 mol. % doped crystal. Increased resistance to optical damage was also observed at 488 nm. The suppression of the optical damage is predominantly attributed to the reduction of the Nb antisites due to the holmium doping

    Engineering the magnetic and magnetocaloric properties of PrVO3 epitaxial oxide thin films by strain effects

    Combining multiple degrees of freedom in strongly-correlated materials such as transition-metal oxides would lead to fascinating magnetic and magnetocaloric features. Herein, the strain effects are used to markedly tailor the magnetic and magnetocaloric properties of PrVO3 thin films. The selection of appropriate thickness and substrate enables us to dramatically decrease the coercive magnetic field from 2.4 T previously observed in sintered PVO3 bulk to 0.05 T for compressive thin films making from the PrVO3 compound a nearly soft magnet. This is associated with a marked enhancement of the magnetic moment and the magnetocaloric effect that reach unusual maximum values of roughly 4.86 uB and 56.8 J/kg K in the magnetic field change of 6 T applied in the sample plane at the cryogenic temperature range (3 K), respectively. This work strongly suggests that taking advantage of different degrees of freedom and the exploitation of multiple instabilities in a nanoscale regime is a promising strategy for unveiling unexpected phases accompanied by a large magnetocaloric effect in oxides.Comment: This paper is accepted for publication in Applied Physics Letter

    Talking with Technology Camp is a one-week, intensive program developed by Children\u27s Hospital Colorado for children who use augmentative and alternative communication devices as their primary means of expressive communication. Each summer, graduate students from the University of Northern Colorado - speech-language pathology program apply for the opportunity to grow their clinical skills alongside speech-language pathologists from Children\u27s Hospital Colorado. During the summer of 2019, 8 graduate students and 2 undergraduate students participated in this program to provide intervention to children with significant communication needs
