    PROSES PENYUSUNAN ANGGARAN DAERAH, STUDI KASUS PADA PEMERINTAH KABUPATEN BANGGAI PROVINSI SULAWESI TENGAH Oleh Nirwanto Urusi ABSTRAK Proses Penyusunan Anggaran Daerah, Studi Kasus Pada Pemerintah Kabupaten Banggai adalah penelitian kualitatif. Penelitian ini bertujuan untuk mempelajari secara mendalam bagaimana proses penyusunan anggaran daerah yang terjadi di lingkungan kabupaten banggai provinsi sulawesi tengah. Secara lebih spesifik tujuan penelitian adalah (1) menggambarkan dan menjelaskan konsep dan praktek proses penyusunan anggaran ditinjau dari aspek perencanaan, (2) menggambarkan dan menjelaskan tata cara mengenai musyawarah pembangunan daerah atau disingkat menjadi MUSRENBANG, (3) menggambarkan dan menjelaskan berbagai kendala dan hambatan dalam proses penyusunan anggaran daerah. Penelitian dilakukan dengan wawancara secara mendalam dan dengan cara pengamatan langsung pada proses penyusunan anggaran. Alasan pemilihan kasus adalah bahwa jika Proses Penyusunan anggaran Daerah, benar-benar dapat diterapkan pada unit penelitian, maka akan dicapai transparansi, akuntabilitas dan juga efektifitas tugas-tugas pemerintahan dan pembangunan di daerah. Hasil penelitian ini menunjukkan bahwa Proses Penyusunan Anggaran Daerah di Pemerintah Kabupaten Banggai telah sesuai dengan Prosedur dan undang-undang yang berlaku akan tetapi kwalitasnya masih belum optimal. Hal ini disebabkan oleh sikap apatis masyarakat terhadap kesungguhan pemerintah dalam mengakomodasi aspirasi mereka. Untuk itu harus dilakukan pengembangan terutama berkaitan dengan sumber daya manusia yang ada melalui pelaksanakan diklat dan sosialisasi lebih lanjut tentang penerapan proses anggaran daerah dalam penyusunan APBD, selain itu juga perlu diadakan sosialisasi untuk menggerakkan partisipasi masyarakat Kabupaten Banggai, Dengan demikian diharapkan penyusunan APBD untuk tahun yang akan datang dapat disempurnakan dengan baik yang didukung seluruh komponen Masyarakat, Aparatur pemerintah dan sumber daya yang dimiliki Kabupaten Banggai Kata – Kata Kunci : Proses Penyusunan Anggaran Daera

    The research was conducted at ex-rice field farm in countryside of Klerek, district of Junrejo, Batu. The research took place in rainy season from October until December 2005. Research location resided at height 800 m above sea level. To understand the distribution of purple blotch disease at each observation time, data was obtained from the amount of leaf infection at every crop clump of sample from each experiment plot. The result of the research showed that at age 49 and 52 days after planting, patogen distributed randomly. At the time of early observation 49 days after planting, the distribution of disease followed theory distribution, that is, poisson distribution ( P= 0,57). Hereinafter, at age 52 and 55 days, pathogen disseminate aggregately, by increasing age until age 61 days after planting, the distribution of patogen reverse to have random character. The development of disease in the early observation was linear and at age 58-61 days after planting, it started in form of curvilinier Key words: Alternaria porri, bawang merah, distribusi, laju infeks

    Critical thinking (CT) skill is one of the important skills for 21st century. According to Vdovina (2013) Critical thinking is associated with thinking quality and, if sufficiently developed, provides learners with a more skilful way of communicating with other people, acquiring new knowledge, and dealing with ideas, beliefs, and attitudes. According to Fahim and Aghaalikhani (2014), by utilizing critical thinking skills, students can use the intellectual tools that critical thinking offers – concepts and principles that enable them to analyse, assess, and improve thinking. They will be able to work diligently to develop the intellectual virtues of intellectual integrity, intellectual humility, intellectual civility, intellectual empathy, intellectual sense of justice and confidence in reason. Fahim and Aghaalikhani (2014) further state that in order to maximize the teaching of critical thinking, critical thinking should be integrated in the process of English Language Teaching (ELT), specifically, in reading skill. Since the teachers are those who are responsible for making the students successful in the classroom, they need to know critical thinking skill. Therefore, this paper aims at sharing ideas about the designs of questions in enhancing critical thinking using Bloom’s taxonomy and Socratic questions (Paul’s taxonomy of Socratic questions)

    THE INTERPLAY OF TEACHERS’ BELIEFS, ATTITUDES, AND THE IMPLEMENTATION OF DIFFERENTIATED INSTRUCTION IN INDONESIAN EFL CONTEXTS

    The aims of this study were to examine the relationship between teachers’ beliefs and attitudes about differentiation and the implementation of this approach in English as Foreign Language (EFL) classrooms in Indonesia. The study also aimed to examine the impact of these practices on student engagement and motivation. A total of 100 teachers from several different schools participated in the study which were scattered from the major islands in Indonesia, and the data were collected using a self-report questionnaire that was administered online by provided with link. Correlations analysis were conducted to examine the relationships between the variables. The results showed that teachers’ beliefs and attitudes about differentiation had a strong positive correlation with the implementation of this approach in their classrooms (r = 0.75, p 0.001). in addition, professional development in differentiation was positively correlated with teachers’ beliefs and attitudes about this approach (r = 0.65, p 0.001). The results also indicated a strong positive relationship between teachers’ beliefs and attitudes about differentiation and student achievement in EFL classrooms (r = 0.80, p 0.001). These findings suggest that teachers’ beliefs and attitudes about differentiation play a significant role in their implementation of this approach in the classroom, and that differentiated instruction has the potential to improve student achievement and engagement in EFL classroom in Indonesia. However, further research with a larger and more diverse sample is needed to fully understand these relationships in the Indonesian context

    The study is intended to describe the methods of defining terms found in the theses of the English Foreign Language (EFL) students of IAIN Palangka Raya. The method to be used is a mixed method, qualitative and quantitative. Quantitative approach was used to identify, describe the frequencies, and classify the methods of defining terms. In interpreting and explaining the types of method to be used, the writer used qualitative approach. In qualitative approach, data were described in the form of words and explanation. The findings show that there were two methods of defining terms, dictionary approach and athoritative reference
