Related variety and regional growth in Spain

This paper investigates whether related variety, among other types of spatial externalities, affected regional growth in Spain at the NUTS 3 level during the period 1995-2007. We found evidence that related variety matters for growth across regions, especially when measured with the assistance of the Porter's cluster classification and the proximity index proposed by Hidalgo et al.. That is, Spanish provinces with a range of industries that are technologically related tend to show higher economic growth rates, controlling for the usual suspects. The emergence of new industries at the regional level in Spain. A proximity approach based on product-relatedness

How do regions diversify over time? Inspired by recent studies, we argue that regions diversify into industries that make use of capabilities in which regions are specialized. As the spread of capabilities occurs through mechanisms that have a strong regional bias, we expect that capabilities available at the regional level play a larger role than capabilities available at the country level for the development of new industries. To test this, we analyze the emergence of new industries in 50 Spanish regions at the NUTS 3 level in the period 1988-2008. We calculate the capability-distance between new export products and existing export products in Spanish regions, and provide econometric evidence that regions tend to diversify into new industries that use similar capabilities as existing industries in these regions. We show that proximity to the regional industrial structure plays a much larger role in the emergence of new industries in regions than proximity to the national industrial structure. Economic governance in the Basque country: balancing continuity and novelty

From the theoretical perspective of experimental governance and in the context of increasing asymmetric decentralization experienced worldwide, this article analyses the current system of economic governance of the Basque Autonomous Community (BAC) and the challenges for the near future. The article first deals with the distribution of powers and coordination mechanisms between the BAC, the Spanish State and the European Union, on the one hand, and within the BAC, between the Basque government, the three provincial councils and the municipalities; and then, examines the governance of RIS3 transformative strategies from 2013 onwards. The Basque case shows an adequate balance between continuity and novelty, both in the public policies and in the system and mechanisms of governance and coordination. However, the BAC should urgently address two big challenges: the weakness of non-technological innovation and the full incorporation of key agents, particularly universities and cities, to the governance house

La innovación tecnológica en las empresas de las comunidades autónomas del País Vasco y Navarra

El estudio se centra en el análisis de la innovación tecnológica en las empresas de las Comunidades Autónomas del País Vasco y Navarra. Para ello, tras observar el reciente desarrollo de las teorías estructural y evolutiva del cambio tecnológico en el que se ha basado el análisis(Sección 1), se ha utilizado la fecha del cuestionario conseguido por el equipo de investigación enriqueciendo los resultados (Sección 2). De esta manera, primero se ha determinado el perfil estructural y competitividad de las empresas; después, se analiza el origen del uso de la tecnología, el desarrollo de actividades innovadoras, los resultados conseguidos y la forma de distribución; por último, se ha estudiado el papel que juegan los centros y la política tecnológicos. La investigación finaliza con la descripción de la metodología utilizada.The study focus on the analysis of the technological innovation of firms in Bas-que Country and Navarra. For that purpose, after showing the recent developtment of structural and evolutive theories of technological change where we base our research (section 1), we used the data of the questionaire accomplished by the research team for reaching the results (section 2). Thus, first we determine the structural profile and competitive position of these firms; afterwards, we analyze the source of the technology used, the innovative activities developped, the results accomplished and it.s way of appropiation; finally, we study the role that technological centres and technological politics play in that. La Academia de Ciencias Exactas, Físicas y Naturales de Madrid participó, a instancias de la Asociación Internacional de Academias y de la Royal Society de Londres, en una de las grandes empresas documentales de principios de este siglo: el International Catalogue of Scientzfic Literature (1 904- 192 l). José Rodnguez Carracido (1856-1928), bibliotecario y académico de dicho liceo, fue el encargado de suministrar a Londres la información bibliográfica sobre científicos españoles. La falta de apoyo político contribuyó a que nuestra participación fuera problemática. Sobre la experiencia adquirida, la Academia de Ciencias de Madrid, a través de Leonardo Torres Quevedo (1852-1936), quiso exportar el modelo organizativo británico al mundo hispanoamericano y creó la Unión Internacional Hispano-Americana de Bibliografía y Tecnología Científicas (191O), un instituto, de documentación que también fracasó por falta de apoyo de los gobernantes españoles. La única materialización del mismo fue el Vocabulario Tecnológico, del que se acaba de publicar una segunda edición

Los centros tecnológicos y el sistema regional de la innovación : el caso del País Vasco

Este trabajo tiene por objeto el estudio del papel desempeñado por las infraestructuras de provisión de tecnología de alto valor añadido en el sistema de innovación de vasco. Para ello, tras precisar el concepto y los componentes de las infraestructuras de provisión de tecnología de alto valor añadido, el trabajo mostrará, en un segundo apartado, el destacado lugar que presentan tales infraestructuras en el sistema regional de innovación del País Vasco en comparación con otros países. En un tercer apartado expondremos el papel jugado por el Gobierno Vasco a este respecto. Finanlmente, en un cuarto apartado, analizaremos las características de los centros tecnológicos vascos y en qué medida ellas sse asemejan o difieen de las que poseen organizaciones semejantes de otros países

Internacionalismo y Ciencia : las bases sociocientíficas del movimiento documental europeo

Continuando con una productiva línea de investigación sobre la historia de la documentación científica, proponemos en el presente trabajo ufia novedosa aproximación al estudio del movimiento documental europeo de finales del siglo pasado y comienzos de la presente centuria, integrado en el fenómeno del internacionalismo científico y su correlato en la estandarización de unidades, pesos y medidas en las diferentes ciencias. Abordamos, de esta forma, los problemas derivados de la comunicación científica ligados a otros aspectos que aparentemente guardan poca relación con la documentación. Nos referimos a las pugnas entre nacionalismo y colonialismo, los encuentros y desencuentros entre política científica e intereses corporativos de asociaciones no científicas, las políticas educativas de nivel superior, la profesionalización de las ciencias y los intereses económicos en juego como consecuencia de la aplicación de concretos modelos documentales
