    Enhancing the integration of governance in landscape restoration opportunities assessments

    Governance is a crucial factor in the equity, effectiveness and sustainability of forest landscape restoration (FLR). The Restoration Opportunities Assessment Methodology (ROAM) provides a framework for governments, rights-holders and stakeholders to define and prioritise FLR options. This publication presents lessons learned and offers recommendations on governance aspects of the ROAM framework and process. It aims to reinforce the ability of ROAM to inform effective, equitable and sustainable FLR. The analysis uses the IUCN Natural Resource Governance Framework as its primary lens and also takes into account the FLR principles agreed to by the Global Partnership on FLR

    Analysing and Applying Stakeholder Perceptions to Improve Protected Area Governance in Ugandan Conservation Landscapes

    Given the diversity of active institutions and stakeholders in a landscape, and the difficulties in ensuring inclusive decision-making, evaluating landscape governance can help surface and address underlying issues. In the context of two protected area landscapes in Uganda, where landscape approaches are being implemented through a wider project on landscape governance, we analyse stakeholder perceptions of inclusive decision-making and then use this evaluation to stimulate dialogue amongst stakeholder groups in each landscape. We ask, how can capturing, analysing, and collaboratively applying people’s perceptions address inclusive decision-making in landscape governance? We collected and analysed perceptions using SenseMaker®, a software package that enables analysis of micronarratives (stories) from the field based on how respondents classify their own stories, using triads, dyads, stones, and multiple-choice questions. This self-categorisation by the respondent reduces bias in the analysis and allows the micronarrative to be cross-examined in a variety of ways when analysed using Sensemaker. This analysis created an integrated view of the stakeholder’s perceptions about inclusive decision-making in landscape governance. The results show large portions of the respondents feel their voices are neglected, and management of the landscape is poor in Mount Elgon, while in Agoro-Agu, it is the opposite trend. During a community feedback process, reasons for these trends were discussed and solutions proposed. Some of the underlying factors include historical relationships with park authorities and displacement during park creation. To more precisely answer our research question, one could have extended stays in the communities studied in these landscapes, using ethnographic methods including interviews and participant observation; nonetheless, our method, including the feedback process, was an innovative and important way to confront our findings with the informants directly and foster collaborative action. We conclude that understanding people’s perceptions, including through participatory feedback, can significantly inform and improve management decisions, help resolve conflicts, and facilitate dialogue between different stakeholders in the landscape

    Signposts on the road toward transformative governance: how a stronger focus on diverse values can enhance environmental policies

    Transformative change toward sustainability is increasingly recognized as inevitable to avoid the collapse of socioecological systems. However, for a deep and system-wide transformation, governance approaches and policymaking need to be changed too. This paper discusses how a diverse value approach in environmental policymaking could be undertaken to foster transformative governance that can further lead to system-wide transitions. Based on the analysis of different policy options’ transformative potential, we argue that the more diverse values addressed by a policy instrument, the bigger its transformative potential. Weaving values into policy decision-making is possible at several junctures of the policy process, but context-specificities should always be considered, and capacities must be enhanced at all levels, both for public and private actors

    Diverse values of nature for sustainability

    Twenty-five years since foundational publications on valuing ecosystem services for human well-being1,2, addressing the global biodiversity crisis3 still implies confronting barriers to incorporating nature’s diverse values into decision-making. These barriers include powerful interests supported by current norms and legal rules such as property rights, which determine whose values and which values of nature are acted on. A better understanding of how and why nature is (under)valued is more urgent than ever4. Notwithstanding agreements to incorporate nature’s values into actions, including the Kunming-Montreal Global Biodiversity Framework (GBF)5 and the UN Sustainable Development Goals6, predominant environmental and development policies still prioritize a subset of values, particularly those linked to markets, and ignore other ways people relate to and benefit from nature7. Arguably, a ‘values crisis’ underpins the intertwined crises of biodiversity loss and climate change8, pandemic emergence9 and socio-environmental injustices10. On the basis of more than 50,000 scientific publications, policy documents and Indigenous and local knowledge sources, the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) assessed knowledge on nature’s diverse values and valuation methods to gain insights into their role in policymaking and fuller integration into decisions7,11. Applying this evidence, combinations of values-centred approaches are proposed to improve valuation and address barriers to uptake, ultimately leveraging transformative changes towards more just (that is, fair treatment of people and nature, including inter- and intragenerational equity) and sustainable futures

    Assessing the Extent of Historical, Current, and Future Land Use Systems in Uganda

    Sustainable land use systems planning and management requires a wider understanding of the spatial extent and detailed human-ecosystem interactions astride any landscape. This study assessed the extent of historical, current, and future land use systems in Uganda. The specific objectives were to (i) characterize and assess the extent of historical and current land use systems, and (ii) project future land use systems. The land use systems were defined and classified using spatially explicit land use/cover layers for the years 1990 and 2015, while the future prediction (for the year 2040) was determined using land use systems datasets for both years through a Markov chain model. This study reveals a total of 29 classes of land use systems that can be broadly categorized as follows: three of the land use systems are agricultural, five are under bushland, four under forest, five under grasslands, two under impediments, three under wetlands, five under woodland, one under open water and urban settlement respectively. The highest gains in the land amongst the land use systems were experienced in subsistence agricultural land and grasslands protected, while the highest losses were seen in grasslands unprotected and woodland/forest with low livestock densities. By 2040, subsistence agricultural land is likely to increase by about 1% while tropical high forest with livestock activities is expected to decrease by 0.2%, and woodland/forest unprotected by 0.07%. High demand for agricultural and settlement land are mainly responsible for land use systems patchiness. This study envisages more land degradation and disasters such as landslides, floods, droughts, and so forth to occur in the country, causing more deaths and loss of property, if the rate at which land use systems are expanding is not closely monitored and regulated in the near future
