RESEARCH OF FACTORS AFFECTING THE DYNAMICS OF DEMOGRAPHIC PROCESSES IN TRANSBAIKAL TERRITORY
The processes of natural and mechanical movement of the population observed in the Transbaikal Territory in the past two decades testify to the extremely negative trends in the formation of the demographic potential of the region. Among these trends the following ones should be primarily named: low birth rate, high mortality rate, especially among men of working age, steady decrease in the proportion of rural population in the total population of the region, which is very unfavorable effect on reproduction (fertility in rural areas up to 1,3-1,4 times higher than in urban areas). The share of persons of retirement age increases. Negative changes occur in the family institution: increasing desire for small families. The attitude related to marriage and marital status changes: the stability of married unions decrease. The out-migration enhances, which entails, even natural growth, decline in population. These circumstances do not meet the economic and geopolitical interests. For investigation the factors affecting reproductive behavior in the Transbaikal Territory, the taxonomic method of multivariate analysis and the correlation analysis have been applied. Six groups of factors have been formed, which include: a healthy way of life, education, economic factors, habitat, social and domestic factors, social stability and moral-psychological factors. Results indicated that the greatest impact on the birth rate by factors: "Early childhood education" (r = 0,87); Β«Spiritual and moral educationΒ» (r = 0,76), Β«Housing AffordabilityΒ» (r = -0,7) (for describing factor chosen as destabilizing indicators such as the proportion of families standing on the account, as in need of accommodation, the percentage of families, who have expressed a desire to participate in the sub-program "Housing for young families", but didn't get help), "Safety and the level of crime" (r = -0,52); "Material well-being" (r = -0,45). In 2013 the Russian Government approved the State Program of Russian Federation "Socio-economic development of the Far East and the Baikal region". Implementation of the program can be successful only on condition of the normalization of demographic trends and social conditions
Profession-oriented foreign language communicative competence forming: modern teaching technologies and methods
The present article deals with the problem of future Russian Customs Academy graduates' foreign language profession oriented communicative competence forming. The context approach is considered as one of the means to teach profession oriented communication. Size fractionation of trace elements in the surface water and groundwater of the Ganjiang River and Xiushui River basins, China
The research of trace element behaviour and size fractionation is significant to understand the processes in the water-rock system. Moreover, the aqueous speciation of trace elements is strongly related to their distribution and toxicity. In this research, trace elements behaviour and their size fractionation are investigated in the natural water (the surface water and shallow groundwater) of the Ganjiang River and Xiushui River basins. Trace element concentrations were measured by ICP-MS. The authors estimated the size fractionation of the trace elements between suspended forms (>0.45 [mu]m) and dissolved fractions, which included truly dissolved (1 kDa) and colloidal particles (0.45 [mu]m-1 kDa)), after filtration through a 0.45 [mu]m acetate cellulose membrane filter. The distinct features of the trace element size fractionation were identified. The present article deals with the study of the principles of legal zoning through their disclosure in judicial practice. The topic is underdeveloped. The purpose of the study is to identify the role of judicial practice in the legal regulation of urban zoning, as well as the impact on law enforcement and lawmaking activities in this area. The authors propose to use a classification of principles of legal zoning by level of their action (general legal principles, principles of sectoral legislation and special principles) and revealing their content through the analysis of judicial practice materials. In addition to general scientific methods, the comparative legal, formal legal and interpretation methods made it possible to achieve better results. The analysis was conducted with respect to judicial acts adopted by the Supreme Court of the Russian Federation, as well as judicial acts of courts of general jurisdiction and arbitration courts of cassation and appeal instances. More than 150 judicial acts in several catego-ries were examined in total:β Challenging general plan and land use rules as a legal act;β Challenging the refusal to grant permission for permitted use or challenging the granted permission for permitted use;β Challenging the refusal to grant permission to deviate from the maximum parameters of permitted construction, reconstruction of the object of construction or challenging the permission to deviate from the maximum parameters of permitted construction.According to the results of the study it is possible to identify several ways of working with the principles of legal zoning:β direct quotation and application, if it is a principle of sectoral legislation, which is enshrined, for example, in the Urban Planning Code of the Russian Federation;β disclosure of content without precise formulation, for example, the principle of protection of previously arisen rights of right holders of land plots when changing legal zoning, which is not directly mentioned in judicial acts, but is disclosed through references to current legislation;β the formation of new principles not enshrined in the current legal acts, such as the principle of primacy of the master plan or the principle of belonging of a land plot only to one territorial zone. Approaches and legal provisions, broadcasted by judicial practice, are reflected in the law enforcement and law-making activities of local self-government bodies. The authors draw attention to the fact that local self-governing bodies assess and take into account the emerging judicial practice in different ways. Program-targeted regulation of the regional consumer market
The primary strategic tasks for development of the Russian Federation and its regions are the increase of the level and quality of life and increase of the share of the middle class on the basis of modernization and restructuring the economy, the growth of entrepreneurial and innovative activities and competitiveness. For the solution of these problems the development of the consumer market should play an important role, performing important economic and social functions. In the article the results of the study of scientific views of foreign and national scientists on the category "consumer market" are shown from the perspective of the principle of historical and logical unity, theoretical and conceptual approaches to its formation and development are systematized, positive trends in its development are revealed; negative social consequences associated with excessive consumption growth and the formation of a consumer society are proved (violation of the ecological balance, people health aggravation, change of peopleβs attitudes). The necessity of government regulation of the consumer market on all the levels is proved (federal, regional and municipal) based on the prospective vision and its development strategy in the context of globalization, Russia's accession to WTO and the implementation of the sanctions against Russia by the United States, several European and Asian countries. As a methodological approach to solve identified problems on the regional level it is proposed to use the program-targeted regulation of the consumer market, which allows connecting the objectives with the resources and deadlines for their implementation by particular executives. Its use also allows authorities to develop alternative solutions for the tasks on the basis of the justification of priorities in the development of the consumer market and assessment of the risks associated with the implementation of program activities.peer-reviewe

EXACT2: the semantics of biomedical protocols

There is a pressing technological need for the better representation of biomedical protocols to enable other agents (human or machine) to better reproduce results. A framework that ensures that all information required for the replication of experimental protocols is essential to achieve reproducibility. Methods: We have developed the ontology EXACT2 (EXperimental ACTions) that is designed to capture the full semantics of biomedical protocols required for their reproducibility. To construct EXACT2 we manually inspected hundreds of published and commercial biomedical protocols from several areas of biomedicine. After establishing a clear pattern for extracting the required information we utilized text-mining tools to translate the protocols into a machine amenable format. We have verified the utility of EXACT2 through the successful processing of previously βunseenβ (not used for the construction of EXACT2) protocols. Results: The paper reports on a fundamentally new version EXACT2 that supports the semantically-defined representation of biomedical protocols. The ability of EXACT2 to capture the semantics of biomedical procedures was verified through a text mining use case. In this EXACT2 is used as a reference model for text mining tools to identify terms pertinent to experimental actions, and their properties, in biomedical protocols expressed in natural language. An EXACT2-based framework for the translation of biomedical protocols to a machine amenable format is proposed. Conclusions: The EXACT2 ontology is sufficient to record, in a machine processable form, the essential information about biomedical protocols. EXACT2 defines explicit semantics of experimental actions, and can be used by various computer applications. Relationship between left bundle branch block patterns and super-response to cardiac resynchronization therapy in patients with heart failure
Aim. To assess a relationship of left bundle branch block (LBBB) patterns defined by electrocardiography (ECG) and echocardiography with super-response (SR) to cardiac resynchronization therapy (CRT).Material and methods. Sixty patients (mean age, 54,5Β±10,4 years) were examined at baseline and during follow-up (10,6Β±3,6 months). Patients were divided into groups: group I (n=31) β decrease of left ventricular end-systolic volume (ESV) β₯30% (super-responders) and II group (n=29) β decrease of LV ESV <30% (non-super-responders). Three strain-markers of LBBB assessed by tissue Doppler imaging (TDI) and speckle tracking echocardiography (STE) were used: early contraction of basal or midventricular segment in the septal wall and early stretching of basal or midventricular segment in the lateral wall (marker 1); early peak contraction of the septal wall occurred in the first 70% of the systolic ejection phase (marker 2, septal flash (SF)); early stretching wall that showed peak contraction after aortic valve closure (marker 3). The classical LBBB pattern was defined if all three strain-markers were present. The heterogeneous LBBB pattern was defined if two from three strain-markers were present.Results. At baseline, groups did not differ in main clinical characteristics, including QRS width and LBBB assessed by ECG. Mechanical abnormalities were found only in group I: SF (32,3% vs 0,0%; p=0,001) and apical rocking (19,4% vs 0,0%; p=0,024), as well as classic LBBB mechanical pattern (20,8% vs 0,0%; p=0,05). The complex of heterogeneous LBBB mechanical pattern (odds ratio (OR), 7,512; 95% CI, 1,434-39,632; Ρ=0,025), interventricular mechanical delay (OR, 1,037; 95% CI, 1,005-1,071; Ρ=0,017) and longitudinal strain of interventricular septum mid segment (OR, 0,726; 95% CI, 0,540-0,977; Ρ=0,035) had an independent relationship with SR. According to the ROC analysis, the sensitivity and specificity of model in SR prediction were 77,3% and 91,3% (AUC=0,862; p<0,001).Conclusion. SR is associated with both LBBB mechanical patterns assessed by STE and TDI. LBBB defined by ECG did not have significant association with SR to CRT
