    Extended Definition of Capacity in Airport Systems

    Nowadays the main airports throughout the world are suffering because their capacity are getting close to saturation due to the air traffic which is still increasing besides the economic crisis and oil prices. In addition, the forecasts predict an increase in air traffic of at least 3.6% until 2020. This situation makes very important to come up with solutions to alleviate capacity congestions in the main airports throughout the world. Capacity has been perceived traditionally as the factor to be addressed in airport systems and it is faced through a technical perspective. In this paper we propose to change the mind-set and view capacity of airport systems taking other factors than pure technical ones. The discussion is illustrated with the example of Schiphol Airport

    No more conflicts: the development of a generic airport model in a sequence-optimization framework

    International audienceComponents of the airport airside such as runways, taxiways and aprons, have a significant impact in the total capacity of the airport system, where capacity is usually considered as maximum number of air traffic movements or number of passengers accommodated in a given period of time. Operations on the airside impact in the propagation of delay and consequently in the perceived level of service by passengers the terminal buildings. This paper put the focus on the airside operations at airports. A methodology for modelling operations on the ground and the successive optimization is proposed. The methodology presented in this paper is generic enough in the sense that it can be applied to any airport.     Cost-effectiveness of timely versus delayed primary total hip replacement in Germany: A social health insurance perspective

    Without clinical guideline on the optimal timing for primary total hip replacement (THR), patients often receive the operation with delay. Delaying THR may negatively affect long-term health-related quality of life, but its economic effects are unclear. We evaluated the costs and health benefits of timely primary THR for functionally independent adult patients with end-stage osteoarthritis (OA) compared to non-surgical therapy followed by THR after progression to functional dependence (delayed THR), and non-surgical therapy alone (Medical Therapy), from a German Social Health Insurance (SHI) perspective. Data from hip arthroplasty registers and a systematic review of the published literature were used to populate a tunnel-state modified Markov lifetime model of OA treatment in Germany. A 5% annual discount rate was applied to costs (2013 prices) and health outcomes (Quality Adjusted Life Years, QALY). The expected future average cost of timely THR, delayed THR and medical therapy in women at age 55 were €27,474, €27,083 and €28,263, and QALYs were 20.7, 16.7, and 10.3, respectively. QALY differences were entirely due to health-related quality of life differences. The discounted cost per QALY gained by timely over delayed (median delay of 11 years) THR was €1270 and €1338 in women treated at age 55 and age 65, respectively, and slightly higher than this for men. Timely THR is cost-effective, generating large quality of life benefits for patients at low additional cost to the SHI. With declining healthcare budgets, research is needed to identify the characteristics of those able to benefit the most from timely THR

    Stated preferences for anti-malarial drug characteristics in Zomba, a malaria endemic area of Malawi

This study sought to measure the strength of preference for adult antimalarial drug treatment attributes of heads of urban, rural and peri-urban households in a resource-limited malaria-endemic area of sub-Saharan Africa. METHODS: Discrete choice experiments were conducted with 508 heads of household interviewed face-to-face for a household population survey of health-seeking behavior in Zomba District, Malawi. The interviews were held in Chichewa and the choice experiment questions were presented with cartoon aids. The anti-malarial drug attributes included in the stated preference experiment were: speed of fever resolution, side effects (pruritus) risk, protection (duration of prophylactic effect), price, duration of treatment course and recommendation by a health professional. Sixteen treatment profiles from a fractional factorial design by orthogonal array were paired into choice scenarios, and scenarios were randomly assigned to participants so that each participant was presented with a series of eight pairwise choice scenarios. Respondents had the option to state indifference between the two profiles or decline to choose. Data were analysed in a mixed logit model, with normally distributed coefficients for all six attributes. RESULTS: The sex ratio was balanced in urban areas, whereas 63% of participants in rural areas were male. The proportion of individuals with no education was considerably higher in the rural group (25%) than in the urban (5%) and peri-urban (6%) groups. All attributes investigated had the expected influence, and traded-off in most respondents' choices. There were heterogeneous effects of price, pruritus risk, treatment recommendation by a professional, and duration of prophylaxis across respondents, only partly explained by their differences in education, household per capita expenditure, sex and age. Individuals' demand elasticity (simulated median, inter-quartile range) was highest (most responsive) to speed of symptom resolution (0.88, 0.80-0.89) and pruritus risk (0.25, 0.08-0.62). CONCLUSIONS: Most adult antimalarial users are willing to use treatments without recommendation from health professional, and may be influenced by price. Future studies should investigate the magnitude of differences in price and treatment attribute sensitivity between adult anti-malarial drug users in rural, peri-urban and urban areas in order to determine optimal price subsidies

    Meet you at the crossroads: the simulation analysis of an airport for identifying potential problems

    The aeronautical industry is still under expansion in spite of the problems it is facing due to the increase in oil prices, limited capacity, and novel regulations. For this reason, it is necessary to have tools that help during the process of an expansion project, or during planning phases of new aeronautical infrastructures. For the particular case of a new airport project there are many variables to consider in order to minimize the risk of high costs or even serious problems during the operation of a new airport. The article presents a methodology that combines two simulation approaches that complement each other applied to the problem of the development of a new airport in The Netherlands. The use of the methodology gives light to the future problems that might be faced by the managers of the airport. One model focuses in the operative of the airport from a high-level angle taking into account the configurations that might be in place once the airport is under operation. The second model put focus in other technical aspects of the operation for challenging the feasibility of the proposed configurations and for identifying other issues that cannot be perceived with the first model. With the use of the methodology different problems and performance indicators can be foreseen and act in consequence.     Tackling Uncertainty for the Development of Efficient Decision Support System in Air Traffic Management

    International audienceAirport capacity has become a constraint in the air transportation networks, due to the growth of air traffic demand and the lack of resources able to accommodate this demand. This paper presents the algorithmic implementations of a decision support system for making a more efficient use of the airspace and ground capacity. The system would be able to provide support for air traffic controllers in handling large amount of flights while reducing to a minimum the potential conflicts. In this framework, airspace together with ground airport operations are considered. Conflicts are defined as separation minima violation between aircraft for what concerns airspace and runways, and as capacity overloads for taxiway network and terminals. The methodology proposed in this work consists of an iterative approach that couples optimization and simulation to find solutions that are resilient to perturbations due to the uncertainty present in different phases of the arrival and departure process. An optimization model was employed to find a (sub)optimal solution while a discrete event-based simulation model evaluated the objective function. By coupling simulation with optimization, we generate more robust solutions resilient to variability in the operations, this is supported by a case study of Paris Charles de Gaulle Airport

In order to deal with uncertainty at different levels, it is necessary to have relevant tools during an expansion project or during the planning phases of new infrastructure. This article presents a methodology that combines simulation approaches with different description levels that complement each other when applied to the development of a new airport. The methodology is illustrated with an example that uses two models for an expansion project of an airport in The Netherlands. One model focuses on the operation of the airport from a high-level position, while the second focuses on other technical aspects of the operation that challenge the feasibility of the proposed configuration of the apron. The results show that by applying the methodology, analytical power is enhanced and the risk of making the wrong decisions is reduced. We identified the limitations that the future facility will have and the impact of the physical characteristics of the traffic that will operate in the airport.
