    Hedley Bull argued that for a state to be classed as a great power it must be in the first rank in terms of military strength but also recognised by others to have, and conceived by its own leaders and peoples to have, certain special rights and duties. Adopting this approach, this article argues that Britain's great power credentials are far stronger than commonly appreciated and that, while the term is no longer in vogue, within government the idea that Britain is a great power remains an influential factor in determining British foreign and defence policy

    The University of Arkansas Division of Agriculture received a grant from the National Research Initiative (NRI), CSREES USDA. The purpose was to help small- and medium-sized farmers and entrepreneurs enhance the viability of their farms through the establishment of vineyards, on-farm wineries, and production of value-added products from grapes and grape by-products. This publication looks at efforts by the UA Grape and Wine Research Program to enhance the profitability of muscadine grapes. Included are discussions of research designed to develop the market potential of muscadines as fresh fruit and as value-added products such as juice, wine, sweet spreads, vinegar, and dried products. The skin and seeds of muscadines have traditionally been considered waste; however, recent research has shown that they contain nutraceutical components. Reports are included of research to quantify these nutraceuticals and to develop products containing them

    In the large N limit, we show that the Local Potential Approximation to the flow equation for the Legendre effective action, is in effect no longer an approximation, but exact - in a sense, and under conditions, that we determine precisely. We explain why the same is not true for the Polchinski or Wilson flow equations and, by deriving an exact relation between the Polchinski and Legendre effective potentials (that holds for all N), we find the correct large N limit of these flow equations. We also show that all forms (and all parts) of the renormalization group are exactly soluble in the large N limit, choosing as an example, D dimensional O(N) invariant N-component scalar field theory.Comment: 13 pages, uses harvmac; Added: one page with further clarification of the main results, discussion of earlier work, and new references.     From 'peace by dictation' to international organisation: great power responsibility and the creation of the United Nations

    This article examines the attitudes of US, British, and Soviet policy-makers as they planned for the forthcoming peace during the Second World War. It charts how they moved from planning a ‘peace by dictation' of the great powers, to planning one which would be based on a model of collective security involving all members of the United Nations alliance. The latter plan would reflect both the great powers' special responsibilities for maintaining international peace and security and the stake which lesser powers had in such a venture. In addressing these historical developments the article employs two concepts familiar to International Relations scholarship, namely concert and hierarchy. It shows how the understandings which the principal post-war planners had of these concepts - and crucially of their inter-relationship - changed over time and the consequences of these changes. The article makes two core claims: firstly, that as post-war planning progressed, the attitudes of the Big Three towards the acceptable nature of the great power-lesser power hierarchy changed radically; and secondly, that the structure and nature of today's United Nations Organisation is in significant part a consequence of these changes

    Since the UN’s 2005 adoption of the Responsibility to Protect (R2P) the five permanent members (P5) of the organisation’s Security Council have been burdened with a special dual responsibility, entailing a special responsibility to maintain international peace and security, and a special responsibility to assist those imperilled by the mass atrocity crimes of their home state. The tensions which can arise within this dual responsibility is a largely under-explored aspect of the R2P literature. But consideration of it helps explain why, despite differing views over how best to balance individual and state rights, at times accentuated by clashing interests, the P5 have nevertheless found common R2P ground, most particularly in their largely concerted opposition to the idea of a ‘responsibility not to veto’ R2P-related resolutions within the Council

    In this paper I argue that a “use-based” approach to narrative and narrative arguments provides the kind of conceptual architecture necessary for developing a much-needed intersectional analysis of arguers’ identities, their arguments, and the contexts that inform their positions. Without such an approach, we risk coming away with an understanding of narrative argument that, at best, fails to capture its dynamism, or, worse yet, risks being conditioned on methodologically ethnocentric grounds

    Development of a Low-Cost Robotics Platform that Facilitates the Enhancement of Microcomputer Structures and Interfacing Learning Objectives

    Robotics has become a common educational tool to teach basic concepts in mathematics, science, engineering, technology, world affairs, and much more. Programs such as For Inspiration and Recognition of Science and Technology (FIRST) robotics are demonstrating that the recipe for student inspiration and learning involves robotics, problem solving, teamwork, and friendly competition. The successes of FIRST robotics programs and results from universities that have integrated robotics platforms into their curriculum provide evidence that infusing robotics platforms and curriculum into engineering departments better their capabilities and increase attractiveness to current and future students. This effort details the design and development of a low-cost robotics platform and seamless set of supporting curriculum. The platform and seamless curriculum set is implemented in the West Virginia University\u27s Lane Department of Computer Science and Electrical Engineering (LCSEE) microcomputer structures and interfacing laboratory, an undergraduate computer engineering course. The results provide detailed information on the robotics platform as well as detailed information on the seamless set of modules that make up the curriculum. The results demonstrate that a subset of students become significantly more motivated and are more willing to work additional hours to improve upon their design as compared to traditional laboratory sessions. These results are significant and demonstrate that robotics and seamless curriculum sets provide a solid platform to introduce computer engineering concepts that inspire and motivate students

    The tribological and wear properties of carbon-graphite composites

    A range of carbon-graphites with differing properties has been evaluated for wear resistance. These include carbons with a high degree of graphitic order (natural and synthetic graphite), those with little or no such order (pitch bonded cokes, glassy carbons) and impregnated grades. Testing has been carried out using abrasive wear, dry sliding wear, particle erosion, slurry erosion, cavitation erosion and the corresponding wear rates have been related to the bulk properties of the different materials. In all tests; hardness, elastic modulus, porosity and the presence of fillers were found to influence the wear rates of the various grades. Maximum wear rates were consistently observed with the softer, more porous unfilled carbons
