    A study of high-lift airfoils at high Reynolds numbers in the Langley low-turbulence pressure tunnel

    An experimental study was conducted in the Langley Low Turbulence Pressure Tunnel to determine the effects of Reynolds number and Mach number on the two-dimensional aerodynamic performance of two supercritical type airfoils, one equipped with a conventional flap system and the other with an advanced high lift flap system. The conventional flap system consisted of a leading edge slat and a double slotted, trailing edge flap with a small chord vane and a large chord aft flap. The advanced flap system consisted of a leading edge slat and a double slotted, trailing edge flap with a large chord vane and a small chord aft flap. Both models were tested with all elements nested to form the cruise airfoil and with the leading edge slat and with a single or double slotted, trailing edge flap deflected to form the high lift airfoils. The experimental tests were conducted through a Reynolds number range from 2.8 to 20.9 x 1,000,000 and a Mach number range from 0.10 to 0.35. Lift and pitching moment data were obtained. Summaries of the test results obtained are presented and comparisons are made between the observed aerodynamic performance trends for both models. The results showing the effect of leading edge frost and glaze ice formation is given

    Assessment of alternative strategies for sludge disposal into deep ocean basins off Southern California

    The general framework of engineering alternatives for regional ocean sludge disposal is well described in a report by Raksit, and will not be repeated here. The various ocean disposal alternatives are less costly than all land-disposal and incineration/pyrolysis systems studied. Even though ocean sludge disposal is currently contrary to both state and federal regulations, it is hoped that this study will advance our scientific and engineering knowledge of the behavior and effects of sludge discharge in deep water, in case the regulatory policy is reexamined in the future. With this report we hope we have demonstrated the potential and difficulties of some new modeling techniques for predicting the effects of sludge discharge in the ocean. In the future. we believe it will be possible to formulate policy of ocean sludge discharges with much better case-by-case predictions of impacts for comparison with other alternatives (such as land disposal). not only for the Los Angeles/Orange County areas, but for all coastal urban areas

    TREATY ON THE EXECUTION OF PENAL SENTENCES--Federal Court is not Precluded from Using Mexican Conviction as Evidence of Prior Conduct in Enhancing Subsequent Sentence, United States v. Fleishman, 684 F.2d1329 (9th Cir. 1982). The instant decision examines for the first time two significant issues surrounding the repatriation of United States prisoners from Mexico under TEPS: the legality of prisoner challenges to the collateral effects of a Mexican conviction and the use of a Mexican conviction to enhance a subsequent sentence. By refusing to extend the Rosado holding to preclude collateral effects challenges, the instant court wisely recognized the importance of preserving prisoner access to the United States federal courts, at least in the absence of the compelling diplomatic and humanitarian considerations confronting the Rosado court. ================== DEPORTATION--Aliens in Deportation Proceedings have Liberty or Property Right to Seek Political Asylum which is protected by Due Process, Haitian Refugee Center v. Smith, 676 F.2d 1023 (5th Cir. 1982) Over time, the balance between the Government\u27s power to regulate the entry of aliens and the due process rights accorded those aliens has increasingly shifted in favor of due process. Historically, Congress sought to protect alien rights under United States immigration law through the passage of the INA, the adoption of the Protocol, and most recently with the incorporation of the 1980 Refugee Act into the INA. Despite these indications from Congress, however, the INS and its regulations have lagged behind the legislature in the recognition of these increased due process rights, and this divergence has caused inconsistencies between the two government branches. The courts thus have been forced to decide which of the conflicting laws or regulations apply and the extent to which they create due process rights

    A PROBIT MODEL ANALYSIS OF FACTORS AFFECTING CONSUMPTION OF FRESH SWEET CORN IN MAJOR U.S. MARKETS

    In an effort to more effectively utilize its resources to promote fresh sweet corn, the Fresh Supersweet Corn Council contracted with the Florida Agricultural Market Research Center (FAMRC) of the University of Florida to conduct a comprehensive consumer survey. The consumer survey was designed to investigate consumer preferences, attitudes, and behavior regarding the purchase and consumption of fresh sweet corn. A total of 1,031 consumer telephone interviews were conducted in Dallas, Atlanta, Chicago, Boston and Philadelphia between September 7 and November 3, 2001. Respondents' revealed very limited consumption in the winter, spring, and fall seasons and consumers' perceptions that sweet corn is not available in these seasons.     Using schedulers to test probabilistic distributed systems

Copyright Ā© 2012, British Computer Society.Formal methods are one of the most important approaches to increasing the confidence in the correctness of software systems. A formal specification can be used as an oracle in testing since one can determine whether an observed behaviour is allowed by the specification. This is an important feature of formal testing: behaviours of the system observed in testing are compared with the specification and ideally this comparison is automated. In this paper we study a formal testing framework to deal with systems that interact with their environment at physically distributed interfaces, called ports, and where choices between different possibilities are probabilistically quantified. Building on previous work, we introduce two families of schedulers to resolve nondeterministic choices among different actions of the system. The first type of schedulers, which we call global schedulers, resolves nondeterministic choices by representing the environment as a single global scheduler. The second type, which we call localised schedulers, models the environment as a set of schedulers with there being one scheduler for each port. We formally define the application of schedulers to systems and provide and study different implementation relations in this setting

    Collaboration between Secondary Special Education Teachers and Community Rehabilitation Service Providers: A Focus Group Analysis

    Collaboration by professionals across agencies has been identified as a research-based practice associated with successful post-school outcomes for students with disabilities. Succesful post-school outcomes include community employment, postsecondary education (such as involvement in two- or four-year college programs), and independent living for young adults with disabilities. Vocational rehabilitation counselors, special educators, and community rehabilitation providers (CRPs) must collaborate to increase the probability of successful outcomes, particularly given the advent of Pre-Employment Transition Services (Pre-ETS). Five core areas of Pre-ETS include: (a) job exploration counseling, (b) work-based learning experiences, (c) counseling, (d) workplace readiness training to develop social skills and independent living, and (e) instruction in self-advocacy. The purpose of this study was to gather qualitative data on the current status and future directions of relationships between high school special education teachers and CRPs regarding transition service delivery. In this study, focus groups were used to gather information specific to interagency collaboration. Three primary themes were generated: (a) barriers to effective interagency collaboration, (b) collaboration needs, and (c) recommendations to improve collaboration. Barrier included (a) communication, (b) community, (c) school, and (d) student and family factors. Both special education teachers and CRP professionals offered information regarding needs and recommendations to improve collaboration. Specific recommendations were identified to improve collaboration, such as improving the intake and discovery process by interviewing the special education teacher prior to the Individualized Education Program (IEP) meeting and creating a roles and responsibility chart including methods for communication and follow up, among others

    Cross-country differences in monetary policy transmission

    This paper examines possible explanations for observed differences in the transmission of euro area monetary policy in central bank large-scale macroeconomic models. In particular it considers the extent to which these differences are due to differences in the underlying economies or (possibly unrelated) differences in the modelling strategies adopted for each country. It finds that, against most yardsticks, the cross-country variations in the results are found to be plausible in the sense that they correspond with other evidence or observed characteristics of the economies in question. Nevertheless, the role of differing modelling strategies may also play a role. Important features of the models ā€“for instance in the treatment of expectations or wealthā€“ can have a major bearing on the results that may not necessarily reflect differences in the underlying economies.[resumen de autor

    An Agent-Based Model of Signal Transduction in Bacterial Chemotaxis

    We report the application of agent-based modeling to examine the signal transduction network and receptor arrays for chemotaxis in Escherichia coli, which are responsible for regulating swimming behavior in response to environmental stimuli. Agent-based modeling is a stochastic and bottom-up approach, where individual components of the modeled system are explicitly represented, and bulk properties emerge from their movement and interactions. We present the Chemoscape model: a collection of agents representing both fixed membrane-embedded and mobile cytoplasmic proteins, each governed by a set of rules representing knowledge or hypotheses about their function. When the agents were placed in a simulated cellular space and then allowed to move and interact stochastically, the model exhibited many properties similar to the biological system including adaptation, high signal gain, and wide dynamic range. We found the agent based modeling approach to be both powerful and intuitive for testing hypotheses about biological properties such as self-assembly, the non-linear dynamics that occur through cooperative protein interactions, and non-uniform distributions of proteins in the cell. We applied the model to explore the role of receptor type, geometry and cooperativity in the signal gain and dynamic range of the chemotactic response to environmental stimuli. The model provided substantial qualitative evidence that the dynamic range of chemotactic response can be traced to both the heterogeneity of receptor types present, and the modulation of their cooperativity by their methylation state
