    Air temperature patterns in upper Zêzere Valley (Serr a da Estrela, Portugal). The influence of topogr aphy and meteorology – A networkof air temperature data loggers was installed in the Serra da Estrela with the objective of studying the main air temperature patterns. Data was collected at 2-hour intervals during 2000. A k-means analysis was used to classify the air temperatures and 4 typesof patterns were identified. Patterns 1 and 4 that occurred in 34% of the records show cold air accumulation on valley floors. In Patterns 2 and 3 air temperature decreases with altitude (66 %). The control effect of the geographic and meteorological factors on the 4 temperature patterns was evaluated using one-way ANOVA. The results show that patterns 2 and 3 are related to unstable atmospheric conditions, with high wind speed and air humidity, and more intense vertical movement of the air (negative omega). On the contrary, the other two patterns are related to more stable atmospheric conditions (1 and 4). The more significant variables from the ANOVA were chosen for the discriminant function analysis. The results model correctly 74% of the cases. The first function (71%) discriminates nocturnal from diurnal events and the second (41%), the atmospheric stability. The results evidence the effect of the morphology in the air temperatures and similar results are to be expected in mountains with comparable topographical and climate conditions. Knowledge of the shadow effect induced by the valleys and its repercussions on the maintenance of the cold air pool in the morning in N-S oriented valleys (pattern 4) is especially significant for planning and environmental impact assessment studies

    EXAMINATION OF QUALITATIVE METHODOLOGY USEFULNESS IN ASSESSING MANAGEMENT EFFECTIVENESS OF PROTECTED AREAS: A CASE STUDY OF MEXICO

    Parks and Protected Areas (PAs) are an important approach for conservation of cultural and natural diversity worldwide (Bruner 2001; McNeely 1994; Rao & Geisler 1990). Their long term success depends on effective management in relation to the goals set forth for the PA. Measuring this can be complex and challenging and has been done in a variety of ways in order to better get at the answer of how to measure management effectiveness. The purpose of this research was to develop and test qualitative methodology designed to explore management effectiveness using all six elements from the WCPA framework (Hockings et al. 2000), by interviewing experts from a region of interest. Qualitative data has been collected to measure management effectiveness, but not used as an analysis strategy. We were interested in its usefulness for both. Our setting for this research was the Federal PAs of Mexico due to the stated combined goals of managing for conservation of biodiversity and sustainable development. We interviewed a total of eight experts from Mexico whose work is about conservation in Mexico. Experts make decisions based on compiled knowledge (Anderson 1983) and are able to integrate Functional, Structural and Behavioral elements into analyses and representations of complex systems, making the methodology able to assess individual areas as well as systems of PAs. The proposed methodology proves to be useful as a complementary tool to the current management effectiveness systems. It provides an in depth understanding, a larger context, and answers the how and why, other management effectiveness systems have not been able to reach, therefore, helping the discipline of conservation to be more efficient and effective, by providing a better chance for well informed management decision making, and resource allocation

    Values Assigned to National Parks by Hispanics in the United States: Castillo de San Marcos and Fort Matanzas NM and Great Smoky Mountains NP

    The integrity of Parks and Protected Areas (PPA) depends on management that acknowledges their position as part of the socio-cultural context and demonstrates awareness and attention to ethnic and racial dimensions of the communities adjacent to these areas. The Unites States National Park Service has dedicated resources and effort to determine ways to keep units in the national park service relevant in a changing world. The fastest growing and second largest demographic in the Unites States is the Latino or Hispanic population. Very little has been published about this rapidly growing population of Latin Americans residing in the United States and the values they assign to PPA, or specifically units of the National Park Service. This research explored values most appreciated by members of Hispanic communities (n=27) living adjacent to two units of the National Park Service in the Southeast region of the United States (Castillo de San Marcos and Fort Matanzas National Monument, FL and Great Smoky Mountains National Park, TN and NC). Findings indicate strong connections to the restorative components and experiences in these parks and protected areas when taken as a whole. A case study approach was used to build an in depth understanding of the relationships of the Hispanic residents (n=20) with the Castillo de San Marcos and Fort Matanzas National Monument, FL, and compare these with the with the management perspectives from park staff interviews (24) with the purpose of providing a more holistic perspective of one park management system that has a high percentage of Hispanic park visitors annually. Findings identified key values of this community related to the important roles of parks for conservation and preservation of representative and unique cultural, historical, and natural components of the area, as well as values related to access to educational, recreational, restorative, and spiritual experiences. Park\u27s professionals generally view Hispanic visitors as having high knowledge of history, but feel that language barriers limit opportunities for connecting through interpretation and education. Results from this study are useful for management to understand Hispanic stakeholders\u27 valuation of their PPA as compared with staff views in an effort to design strategies that can target common areas between different cultural groups, reaching a wider audience. Understanding the appreciation of PPA as restorative environments may provide factors of appreciation independent of race or ethnicity and may allow management to improve services that facilitate restoration and use these topics to design communication and outreach strategies that can potentially increase relevance and political support for conservation for a diversity of users and stakeholders

    New observations indicate the possible presence of permafrost in North Africa (Djebel Toubkal, High Atlas, Morocco)

    Relict and present-day periglacial features have been reported in the literature for the upper reaches of the High Atlas mountains, which is the highest range in North Africa (Djebel Toubkal – 4167 m a.s.l.). A lobate feature in the Irhzer Ikhibi south at 3800 m a.s.l. has been previously interpreted as an active rock glacier, but no measurements of ground or air temperatures are known to exist for the area. In order to assess the possible presence of permafrost, we analyse data from June 2015 to June 2016 from two air temperature measurement sites at 2370 and 3210 m a.s.l. and from four ground surface temperature (GST) sites at 3220, 3815, 3980 and 4160 m a.s.l. to characterize conditions along an altitudinal gradient along the Oued Ihghyghaye valley to the summit of the Djebel Toubkal. GSTs were collected at 1 h intervals, and the presence of snow cover at the monitoring sites was validated using Landsat 8 and Sentinel-2 imagery. Two field visits allowed for logger installation and collection and for assessing the geomorphological features in the area. The results show that snow plays a major role on the thermal regime of the shallow ground, inducing important spatial variability. The lowest site at 3220 m had a thermal regime characterized by frequent freeze–thaw cycles during the cold season but with few days of snow. When snow settled, the ground surface remained isothermal at 0 ◦C , indicating the absence of permafrost. The highest sites at 3980 and 4160 m a.s.l. showed very frequent freeze–thaw cycles and a small influence of the snow cover on GST, reflecting the lack of snow accumulation due to the wind-exposed settings on a ridge and on the summit plateau. The site located at 3815 m in the Irhzer Ikhibi south valley had a cold, stable thermal regime with GST varying from −4.5 to −6 ◦C from December to March, under a continuous snow cover. The site’s location in a concave setting favours wind-driven snow accumulation and lower incoming solar radiation due to the shading effect of a ridge, inducing the conservation of a thick snow pack. The stable and low GSTs are interpreted as a strong indicator of the probable presence of permafrost at this site, which is an interpretation supported by the presence of lobate and arcuate features in the talus deposits. We present first results and further observations using geophysics, and borehole measurements are foreseen.     Comemorou-se, em 2011, o 100º aniversário do nascimento de Orlando Ribeiro. Depois de uma reestruturação dos agora denominados Grupos de Investigação do Centro de Estudos Geográficos (CEG), o grupo Zephyrus - “Alterações Climáticas e Sistemas Ambientais”, resolveu divulgar dois textos em memória do Professor Orlando Ribeiro, numa colecção que agora se inicia. Directa ou indirectamente, os autores dos textos aqui editados sofreram influência dos trabalhos, das reflexões e da personalidade de Orlando Ribeiro. No entanto, de entre as pessoas do grupo, fui eu quem mais conviveu com Orlando Ribeiro que, embora não tenha sido meu Professor, orientou o meu trabalho de fim de curso sobre a Arrábida e acompanhou-me em numerosas excursões. A relação de amizade com o “Professor Orlando” e com a “Professora Suzana”, que se foi cimentando ao longo dos anos e que ainda hoje perdura com Suzanne Daveau, foi (e continua a ser) fonte de grande enriquecimento pessoal e intelectual para mim. Nestes dois últimos anos, o nosso grupo foi reorganizado. No início de 2013, faleceu o nosso Colega Henrique Andrade, grande Geógrafo e Amigo dedicado, quando eu tinha acabado de me aposentar. Retirei-me também da liderança do núcleo “Clima e Mudanças Ambientais” (CLIMA), depois de mais de 20 anos de serviço de coordenação dos grupos de Geo-Ecologia e, depois, CliMA do CEG; nessa altura, os investigadores seniores do CliMA, Carlos Neto (com preferência por temas de biogeografia e conservação da natureza), Marcelo Fragoso (climatologia sinóptica e histórica) e António Lopes (climatologia urbana e ordenamento do território) decidiram que este ficaria a liderar o grupo, tarefa que cumpriu com eficácia e generosidade.     The process is fundamental in my work. I estimate the path a lot, which goes through the birth of an idea and the final result. The ended work is ready for the sample or the exchange; it contains sensations and tries. The audience knows nothing about it, but the lights and the shadows glimpsing the shape that he will interpret. In these moments I work in a hybrid project which touches photography, video, performance and sound. It is about a personal research into the poetics and the politics of the body, so much as subject / actor but also as territory where things succeed. The mechanisms of creation of sense are part of my interests. This is why my work concentrates on the social construction of the subjects, bound to the systems of sex-gender and the resignification possibilities of the subject related to other bodies and the space.El procés és fonamental en la meva feina. La feina acabada es troba a punt per a ser mostrada o per a l’intercanvi, és un continent de sensacions i assatjos.     20 years of sexual health and responsible procreation law: An evaluation from Tucumán

    En los espacios subnacionales se concretan las leyes nacionales, mediante políticas públicas y acciones coherentes con el reconocimiento de derechos humanos de Argentina. Sin embargo, los territorios provinciales, como en el caso de Tucumán, siguen impregnados de tensiones y disputas por la aplicación de normativas existentes, especialmente las relacionadas con la sexualidad y la diversidad sexual. Por ello, al haberse cumplido 20 años de la sanción de la primera ley argentina de salud sexual, la ley 25.673 de creación del Programa Nacional de Salud Sexual y Procreación Responsable, se propone un balance de lo sucedido en estos años en Tucumán. En este artículo se analizan de manera crítica los hitos más relevantes de estas dos décadas en materia de sexualidad, política y actores sociales en la provincia, para examinar cómo funciona la implementación de la ley y de las políticas públicas. Este análisis muestra que, en esta provincia, la presencia de los neoconservadurismos y activismos religiosos sigue vigente y es reaccionaria a los avances de derechos sexuales y (no) reproductivos.In subnational spaces, national laws are materialized through public policies and actions in tune with the recognition of human rights in Argentina. However, some provincial territories like Tucumán are still permeated with tensions and disputes over the application of existing regulations, especially those related to sexuality and sexual diversity. For this reason, having completed 20 years of the enactment of the first argentinian law in sexual health, law number 25.673, named Creation of the Sexual Health and Responsible Procreation Program, the propose of this article is a balance of the events in these years in the province of Tucumán. This study critically analyzes the most relevant milestones of these two decades in terms of sexuality, politics and social actors in the province of Tucumán, to examine how the implementation of the law and public policies has been.     The case of Belén and the case of Lucía: two situations of violence in the public health system of Tucumán, Argentina

    El presente artículo procura analizar dos casos paradigmáticos de violencia en el ámbito de la salud sexual y (no) reproductiva en un espacio subnacional como la provincia de Tucumán: el caso de Belén (2014) y el caso de Lucía (2019), desde una perspectiva de derechos humanos y derechos sexuales y (no) reproductivos. Partimos del supuesto de que tener acceso a derechos sexuales, a una vida sexual y reproductiva en plenitud, y libre de violencias de todo tipo es un derecho adquirido por todas las mujeres argentinas. Es responsabilidad del Estado cumplir con el compromiso asumido en tratados internacionales y promover leyes que los efectivicen. Sin embargo, en ambos casos analizados el Estado provincial les falló por medio de sus instituciones de salud, judiciales y su Poder Ejecutivo, pero la movilización y lucha de los movimientos feministas fue fundamental para revertir o frenar las situaciones violentas hacia Lucía y Belén.This article analyzes two paradigmatic cases of violence in the sphere of sexual and (non) reproductive health in a provincial space such as Tucuman: the case of Belen (2014) and the case of Lucia (2019) from a human rights and sexual and (non) reproductive perspective. Based on the premise that the access to sexual rights, to a fullness sexual and reproductive life and a life free of violence of all sorts, these are all rights for all argentinian women. The States have the responsibility to accomplish the commitments acquired in international treaties and to promote laws in correspondence. However, in these cases the provincial State failed through its health and judicial institutions and its Executive Power, but the feminist movement made possible to stop the violence towards Lucía and Belen.Fil: Mora Augier, Carla María.
