Thermal Waste Conversion as Energy Source – the Polish Legal Context. Selected Issues

The article presents Polish and related EU legal basis for thermal waste conversion (in particular municipal waste and waste of municipal origin) as an energy source. It was hypothesized that at the current stage of systemic development of municipal waste management in Polish legal conditions, thermal waste conversion is an extremely important element which not only allows for achieving quantifiable environmental benefits, but also constitutes a source of energy. However, waste incineration cannot be treated as a fundamental element of closed-loop waste management. Waste incineration plants are and should be treated as an element of complementing the waste system, taking into account energy recovery in the cogeneration system, but also the limitations arising from taxonomy. The unquestionable advantage of this type of installation is the possibility of producing thermal energy and a more beneficial impact on the environment than the combustion of fossil fuels

An Assortment of Evolutionary Computation Techniques (AECT) in gaming

© 2020, Springer-Verlag London Ltd., part of Springer Nature. Real-time strategy (RTS) games differ as they persist in varying scenarios and states. These games enable an integrated correspondence of non-player characters (NPCs) to appear as an autodidact in a dynamic environment, thereby resulting in a combined attack of NPCs on human-controlled character (HCC) with maximal damage. This research aims to empower NPCs with intelligent traits. Therefore, we instigate an assortment of ant colony optimization (ACO) with genetic algorithm (GA)-based approach to first-person shooter (FPS) game, i.e., Zombies Redemption (ZR). Eminent NPCs with best-fit genes are elected to spawn NPCs over generations and game levels as yielded by GA. Moreover, NPCs empower ACO to elect an optimal path with diverse incentives and less likelihood of getting shot. The proposed technique ZR is novel as it integrates ACO and GA in FPS games where NPC will use ACO to exploit and optimize its current strategy. GA will be used to share and explore strategy among NPCs. Moreover, it involves an elaboration of the mechanism of evolution through parameter utilization and updation over the generations. ZR is played by 450 players with varying levels having the evolving traits of NPCs and environmental constraints in order to accumulate experimental results. Problems with the functioning of uninhabited real estates after the entry into force of the Act of 19th July 2019 amending the Act on Maintaining Cleanliness and Order in Municipalities and Certain Other Acts

The article contains a description of the relationship between the consent of the owner of uninhabited real estate and the public law obligations resulting from the submitted declaration concerning the amount of the fee for municipal waste management. The author negatively assesses the legal solutions that give owners of uninhabited real estates the freedom to choose whether they want to be included in the municipal waste management system. Given the massive scale of performance of the service of waste collection and management, the tightness of the system is important, which is not guaranteed by the regulations adopted by the legislator

“Sustainable” creating of waste management regional plans within the scope of local cooperation

Local cooperation is very important in the context of local activity in creating a waste management system and performing tasks (services) determined in the Act to maintain order and cleanliness in municipalities (mainly concerning municipal waste collection and management) within the Polish legal system.
