    Does Adoption of Climate Smart Agriculture (CSA) Technologies Reduce Household Vulnerability to Poverty?

    Climate variability is one of the limiting factors to increasing per capita income and food production among smallholder farmers in Africa. This study investigated if the adoption of climate smart agriculture (CSA) technologies reduce household vulnerability to poverty by differentiating crop yields and income between adopters and non-adopters. This study used a mixed methods approach; both qualitative and quantitative techniques. A multi-stage stratified random sampling was applied, with 619 respondents interviewed in the districts of Nsanje and Balaka in southern Malawi during 2014-2015 cropping season. There was an increment of 26%, 37%, 9% and 26% in maize yield by farmers who adopted portfolio diversification, soil and water conservation, soil fertility improvement and irrigation and water harvesting technologies respectively. About 42% of the adopters had food throughout the year compared to 26% non-adopters. Adopters had 47%, 42%, 60% and 36% more in their crop revenues from portfolio diversification, soil and water conservation, soil fertility improvement and irrigation & water harvesting respectively, than their non-adopters counterparts. The study confirms the importance of agriculture technology adoption for increased household revenue and the need to take steps to reinforce existing adoption strategies.     Stress-testing development pathways under a changing climate: water-energy-food security in the lake Malawi-Shire river system

    Malawi depends on Lake Malawi outflows into the Shire River for its water, energy and food (WEF) security. We explore future WEF security risks under the combined impacts of climate change and ambitious development pathways for water use expansion. We drive a bespoke water resources model developed with stakeholder inputs, with 29 bias-corrected climate model projections, alongside stakeholder elicited development pathways, and examine impacts on stakeholder-elicited WEF sector performance metrics. Using scenario analysis, we stress-test the system, explore uncertainties, assess trade-offs between satisfying WEF metrics, and explore whether planned regulation of outflows could help satisfy metrics. While uncertainty from potential future rainfall change generates a wide range of outcomes (including no lake outflow and higher frequency of major downstream floods), we find that potential irrigation expansion in the Lake Malawi catchments could enhance the risk of very low lake levels and risk to Shire River hydropower and irrigation infrastructure performance. Improved regulation of lake outflows through the upgraded barrage does offer some risk mitigation, but trade-offs emerge between lake level management and downstream WEF sector requirements. These results highlight the need to balance Malawi's socio-economic development ambitions across sectors and within a lake-river system, alongside enhanced climate resilience.     Farming systems and Conservation Agriculture: Technology, structures and agency in Malawi

    Conservation Agriculture (CA) is advocated as an agricultural innovation that will improve smallholder famer resilience to future climate change. Under the conditions presented by the El Niño event of 2015/16, the implementation of CA was examined in southern Malawi at household, district and national institutional levels. Agricultural system constraints experienced by farming households are identified, and in response the technologies, structures and agency associated with CA are evaluated. The most significant constraints were linked to household health, with associated labour and monetary impacts, in addition to the availability of external inputs of fertiliser and improved seed varieties. Our findings show that such constraints are not adequately addressed through current agricultural system support structures, with the institutions surrounding CA (in both Government extension services and NGO agricultural projects) focusing attention predominantly at field level practice, rather than on broader system constraints such as education and health support systems. Limited capacity within local institutions undermines long term efforts to implement new technologies such as CA. It is vitally important that the flexibility of farmers to adapt new technologies in a locally-appropriate manner is not closed down through national and institutional aims to build consensus around narrow technical definitions of a climate-smart technology such as CA. To enable farmers to fully utilise CA programmes, interventions must take a more holistic, cross-sectoral approach, understanding and adapting to address locally experienced constraints. Building capacity within households to adopt new agricultural practices is critical, and integrating healthcare support into agricultural policy is a vital step towards increasing smallholder resilience to future climate change

    Lack of Cross-Sector and Cross-Level Policy Coherence and Consistency Limits Urban Green Infrastructure Implementation in Malawi

    The quality, quantity and accessibility of urban greenspaces and green infrastructure offer multiple benefits for city dwellers, the environment and urban sustainability. Green infrastructure provides a wide range of environmental, social, cultural, climate change adaptation, and mitigation benefits. However, for green infrastructure to do so, it needs to be integrated into national policy and city-planning strategies in ways that recognize its value and importance. Consequently, consistency and coherence between policy sectors and levels is essential. The more prominent urban green infrastructure is in national level policy, the easier it will be to ensure coherence and consistency between sectors and levels, as well as avoid national and local initiatives hindering each other's effectiveness. Integrating urban green infrastructure into planning processes should be a priority for all cities, but even more so for those in sub-Saharan Africa, which are undergoing rapid expansion. Here we focus on Malawi, one of the most rapidly urbanizing countries in sub-Saharan Africa. We collated and reviewed national-level and city-level policies and strategies, ranging from housing to transport to biodiversity, in order to determine, based on vertical and horizontal integration processes, whether urban greenspaces and green infrastructure have been incorporated into planning and management priorities. We found little evidence that urban greenspaces and green infrastructure are incorporated into national-level decision-making processes. In contrast, promoting and enhancing urban greenspace and green infrastructure was a priority in planning and strategy documents produced by the Lilongwe and Mzuzu City Councils. Better institutional coordination and policy coherence across national level sectors that affect urban greenspaces and green infrastructure is required if their multiple benefits are to be realized

    Educating sanitation professionals: moving from STEM to specialist training in higher education in Malawi

    Achieving the United Nations Sustainable Development Goals (SDGs) requires effective changes in multiple sectors including education, economics, and health. Malawi faces challenges in attaining the SDGs in general, and specifically in the sanitation sector. This paper aims to describe the existing landscape within public universities in Malawi to build a framework for training a cadre of locally trained experts. This is achieved by reviewing science, technology, engineering, and mathematics (STEM) degree programmes and assessing the extent of inclusion of sanitation education. The historical compartmentalization of academic programmes has resulted in few programmes to build on. Deliberate investment is needed to build from the current STEM higher education landscape to an effective framework for training sanitation experts, especially female experts. For low-income countries such as Malawi, a cadre of ~17,600 locally trained sanitation experts may be needed, for which the current higher education landscape is not sufficient. Using the Centre of Excellence in Water and Sanitation at Mzuzu University in Malawi as a case study, this paper provides a model of sanitation education in low-income countries that: 1) provides an effective complementary contribution to delivering sanitation education; 2) links to overall SDGs, national policy, university goals, and localized needs; and 3) engages students, faculty, and communities in local research

    Evolution of national climate adaptation agendas in Malawi, Tanzania and Zambia: the role of national leadership and international donors

    In this paper, we use an inductive approach and longitudinal analysis to explore political influences on the emergence and evolution of climate change adaptation policy and planning at national level, as well as the institutions within which it is embedded, for three countries in sub-Saharan Africa (Malawi, Tanzania and Zambia). Data collection involved quantitative and qualitative methods applied over a 6-year period from 2012 to 2017. This included a survey of 103 government staff (20 in Malawi, 29 in Tanzania and 54 in Zambia) and 242 interviews (106 in Malawi, 86 in Tanzania and 50 in Zambia) with a wide range of stakeholders, many of whom were interviewed multiple times over the study period, together with content analysis of relevant policy and programme documents. Whilst the climate adaptation agenda emerged in all three countries around 2007–2009, associated with multilateral funding initiatives, the rate and nature of progress has varied—until roughly 2015 when, for different reasons, momentum slowed. We find differences between the countries in terms of specifics of how they operated, but roles of two factors in common emerge in the evolution of the climate change adaptation agendas: national leadership and allied political priorities, and the role of additional funding provided by donors. These influences lead to changes in the policy and institutional frameworks for addressing climate change, as well as in the emphasis placed on climate change adaptation. By examining the different ways through which ideas, power and resources converge and by learning from the specific configurations in the country examples, we identify opportunities to address existing barriers to action and thus present implications that enable more effective adaptation planning in other countries. We show that more socially just and inclusive national climate adaptation planning requires a critical approach to understanding these configurations of power and politics

    Re-balancing climate services to inform climate-resilient planning: a conceptual framework and illustrations from sub-Saharan Africa

    Making climate-resilient planning and adaptation decisions is, in part, contingent on the use of climate information. Growing attention has been paid to the “usability gap” and the need to make information both useful and useable to decision-makers. Less attention has, however, been paid to the factors that determine whether, once created, useful and useable information is then actually used. In this Perspectives piece, we outline a framework that puts together the pieces necessary to close the “usability gap” – highlighting not only what is required to make information useful and useable, but also what is required to ensure that useful and useable information is actually used. Creating useful information is subject to understanding and being able to deliver metrics that address identified needs in a range of decision-making contexts. Creating useable information is contingent upon having legitimate and credible information that is visualised and communicated in ways that are accessible and understandable. Further use of such information requires supportive institutions, appropriate policy frameworks, capacity of individuals and agency to make decisions. The framework further highlights traditionally under-recognized barriers that prevent effective use of the growing availability of useful and useable climate information in decision-making. Whilst this is not enough in itself to effect information use, we argue that greater focus on these barriers can re-balance the activities promoted through climate services and increase the likelihood of successful use. We illustrate the framework with case examples of co-producing climate information for the tea and water sectors in sub-Saharan Africa

    Lake Malawi’s threshold behaviour: A stakeholder-informed model to simulate sensitivity to climate change

    Over 90% of Malawi’s electricity generation and irrigation depend on Lake Malawi outflows into the Shire River. Recent lake level declines have raised concerns over future climate change impacts, including the risk of no outflows if the Lake Malawi Outflow Threshold (LMOT) is passed. Addressing calls for model co-production, we iteratively engage stakeholders in data collection, and eliciting local system insights and management priorities, to inform the development of a Water Evaluation And Planning (WEAP) model for the Lake Malawi Shire River Basin. We use a simple model setup and manual calibration to allow for data sparsity and limited documentation of historical management decisions. The model satisfactorily captures limited observed streamflow patterns of Lake Malawi tributaries and lake level variations for the period 1960–2009, however, small errors in lake level simulation significantly affect simulation of monthly outflows. The riparian countries, Malawi, Tanzania and Mozambique contribute approximately 55%, 41% and 4% respectively to lake inflows (1960–2009 average). Forced with 29 bias-corrected global climate model projections (2021–2050) and assuming no change in current operating rules of key infrastructure, the WEAP model simulates wide-ranging changes. These include much higher lake levels that would cause downstream floods, and much lower lake levels, including 11 projections that fall below the LMOT. Both outcomes would have major implications for downstream hydropower and irrigation. Future water management plans require identification and evaluation of strategies that can address multi-year shifts in lake levels and the uncertainty inherent in future climate and hydrological model outputs

    Engagement in agriculture protects against food insecurity and malnutrition in peri-urban Nepal

    BACKGROUND: Urbanization is occurring rapidly in many low- and middle-income countries, which may affect households’ livelihoods, diet, and food security and nutritional outcomes. OBJECTIVE: The main objective of our study was to explore whether agricultural activity amongst a peri-urban population in Nepal was associated with better or worse food household security, household and maternal dietary diversity, and nutritional outcomes for children and women. METHODS: A cross-sectional survey administered to 344 mother-child pairs in Bhaktapur district, Nepal, including data on household agricultural practices, livestock ownership, food security, dietary diversity and expenditures, anthropometric measurements of children (aged 5–6 years old), maternal body mass index (BMI), and maternal anemia. Multivariable adjusted and unadjusted odds ratios (AOR and OR respectively) were calculated using logistic regression. RESULTS: Our findings suggest that in this sample, cultivation of land was associated with a lower odds of child stunting (AOR 0.55, 95% CI 0.33,0.93) and household food insecurity (AOR 0.33, 95% CI 0.18, 0.63), but not low (or high) maternal BMI or anemia. Livestock ownership (mostly chickens) was associated with lower of food insecurity (AOR 0.34, 95% CI 0.16, 0.73) but not with nutrition outcomes. Women in farming households were significantly more likely to eat green leafy vegetables than women in non-farming households, and children living in households that grew vegetables had a lower odds of stunting than children in households that cultivated land but did not grow vegetables (AOR 0.49, 95% CI 0.25, 0.98). CONCLUSIONS: Our study suggests that households involved in cultivation of land in peri-urban Bhaktapur had lower odds of children's stunting and of food insecurity than non-cultivating households – and that vegetable consumption is higher among those households.
