    Improving the System of Mandatory Requirements to Business under the Digital Transformation of Economy

    Objective: to elaborate scientifically substantiated proposals for improving the system of mandatory requirements in the sphere of business and other economic activity under formation of digital economy, taking into account the foreign experience of eliminating barriers for business and the available practice of legislation optimization in this sphere.Methods: the research methodological basis consists of traditional general and specific methods of scientific cognition: dialectical, formal-logical, historical-comparative, systematic, terminological, general logic methods (analysis, synthesis, generalization, induction, deduction, etc.), as well as special methods: historical-legal, formal-legal, and method of comparative jurisprudence.Results: the author investigated and systematized theoretical approaches and experience of improving the system of mandatory requirements in foreign countries and the Russian Federation; the possibilities of introducing the most successful innovative legal instruments and practices to improve the regulation of economic relations were considered. The role of a retrospective assessment of the regulatory impact of existing regulatory legal acts containing mandatory requirements in addressing issues of reducing burdensome rules and ensuring legal stability in the context of digital transformation of the economy was determined. The international experience of implementing the regulatory guillotine mechanism was considered; its essence, purpose, tasks, basic principles, and algorithm of operation were revealed. The issues of establishing and evaluating the application of the requirements for business contained in regulatory legal acts were analyzed.Scientific novelty: the author’s comprehensive analysis of existing scientific developments on improving the system of mandatory requirements for business; systematization of scientific and theoretical approaches to the selection of innovative legal instruments to eliminate excessive legal regulation of economic relations; generalization of successful foreign practices in the implementation of “regulatory guillotine” measures.Practical significance: recommendations were developed for effective reduction of burdensome requirements that negatively affect the development of business in the context of digital transformation of the economy. Conditions were determined for the implementation of a full-fledged regulatory impact assessment procedure and the successful implementation of regulatory reforms. The results of the study can be used in standard-setting activities and in the educational process when elaborating educational programs in Economics and Law

    An investigation of standard thermodynamic quantities as determined via models of nuclear multifragmentation

    Both simple and sophisticated models are frequently used in an attempt to understand how real nuclei breakup when subjected to large excitation energies, a process known as nuclear multifragmentation. Many of these models assume equilibriumthermodynamics and produce results often interpreted as evidence of a phase transition. This work examines one class of models and employs standard thermodynamical procedure to explore the possible existence and nature of a phase transition.     A novel approach to Isoscaling: the role of the order parameter m = (N-Z)/A

    Isoscaling is derived within a recently proposed modified Fisher model where the free energy near the critical point is described by the Landau O(m^6) theory. In this model m = (N-Z)/A is the order parameter, a consequence of (one of) the symmetries of the nuclear Hamiltonian. Within this framework we show that isoscaling depends mainly on this order parameter through the 'external (conjugate) field' H. The external field is just given by the difference in chemical potentials of the neutrons and protons of the two sources. To distinguish from previously employed isoscaling relationships, this approach is dubbed: m - scaling. We discuss the relationship between this framework and the standard isoscaling formalism and point out some substantial differences in interpretation of experimental results which might result. These should be investigated further both theoretically and experimentally.Comment: 14 pages, 5 figure

    Noncoronary Cardiac Abnormalities Are Associated With Coronary Artery Dilation and With Laboratory Inflammatory Markers in Acute Kawasaki Disease

    ObjectivesWe explored the association of noncoronary cardiac abnormalities with coronary artery dilation and with laboratory inflammatory markers early after Kawasaki disease (KD) diagnosis.BackgroundLeft ventricular (LV) dysfunction, mitral regurgitation (MR), and aortic root dilation occur early after diagnosis; their associations with coronary artery dilation and inflammatory markers have not been well-described.MethodsCentrally interpreted echocardiograms were obtained at KD diagnosis and 1 and 5 weeks after diagnosis on 198 subjects in the National Institutes of Health-sponsored Pediatric Heart Network KD pulsed steroid trial. Regression models were constructed to investigate the relationships among early LV dysfunction, MR, and aortic root dilation with coronary artery dilation and laboratory inflammatory markers.ResultsAt diagnosis, LV systolic dysfunction was present in 20% of subjects and was associated with coronary artery dilation, seen in 29% (p = 0.004). Although LV dysfunction improved rapidly, LV dysfunction at diagnosis predicted greater odds of coronary artery dilation at 1 and 5 weeks after diagnosis (5-week odds ratio: 2.7, 95% confidence interval: 1.2 to 6.3). At diagnosis, MR was present in 27% of subjects and aortic root dilation was present in 8%; each was associated with larger coronary artery size at diagnosis. Left ventricular dysfunction was associated with higher erythrocyte sedimentation rate and, at diagnosis only, lower serum albumin; MR was associated with higher erythrocyte sedimentation rate and lower albumin at all times. Aortic root size had little association with inflammatory markers.ConclusionsNoncoronary cardiac abnormalities are associated with coronary artery dilation and laboratory evidence of inflammation in the first 5 weeks after KD, suggesting a shared inflammatory mechanism.     Statistical signatures of critical behavior in small systems

    The cluster distributions of different systems are examined to search for signatures of a continuous phase transition. In a system known to possess such a phase transition, both sensitive and insensitive signatures are present; while in systems known not to possess such a phase transition, only insensitive signatures are present. It is shown that nuclear multifragmentation results in cluster distributions belonging to the former category, suggesting that the fragments are the result of a continuous phase transition.Comment: 31 pages, two columns with 30 figure

    Selective COX-2 inhibition affects fatty acids, but not COX mRNA expression in patients with FAP

    Familial adenomatous polyposis (FAP) provides a model for sporadic colorectal cancer development. Cyclooxygenase (COX) inhibition may ameliorate polyp development, but rofecoxib was withdrawn due to cardiovascular side effects. Although this selective COX-2 inhibitor, like diet, may alter the fatty acid and eicosanoid pattern, data on the potential alteration in tissues after use, are scarce. The aims were to study if rofecoxib might influence the fatty acid distribution in serum phospholipids and duodenal lesions, mRNA for COX-1 and COX-2 in leucocytes and duodenal lesions, and finally plasma levels of PGE2 in a randomized, double-blind, placebo controlled study (n = 38). Significant reductions were found for essential fatty acid index both in serum phospholipids (P = 0.01, 95% CI = −0.9; −0.1), and in duodenal lesions (P = 0.04, 95 CI % = −0.9; −0.1) after treatment. No treatment effects were found on the COX mRNA expression, or in the plasma PGE2 levels. Dietary AA/EPA ratio was inversely associated with all the indicators of EFA status (all P < 0.01). These findings suggest that the effects of COX chemoprevention should be further investigated in FAP and that dietary needs should be included in the treatment of FAP

    The article presents the results of a comparative study of the effect of adjuvant radiotherapy on the survival to biochemical recurrence (BCR) in patients undergoing radical prostatectomy (RP) of prostate cancer (PCa) depending on preand post-operative prognosis factors. Adjuvant radiation therapy following prostatectomy in a total focal dose of 60 Gy in patients with locally advanced prostate cancer (pT3a-b) or the localized process with positive surgical margins (rT2R1) and highly differentiated adenocarcinoma (Gleason score equal to 6 or less) according to a postoperative morphological examination significantly increases a 5-year survival to BCR by 25.7 % (p = 0.047) compared to observation. Работа посвящена результатам сравнительного исследования по изучению влияния адъювантной лучевой терапии на выживаемость до биохимического рецидива (БхР) у пациентов, перенесших радикальную простатэктомию (РПЭ) по поводу рака предстательной железы (РПЖ), в зависимости от пред- и послеоперационных факторов прогноза. Проведение адъювантной лучевой терапии после РПЭ в суммарной очаговой дозе 60 Гр у пациентов с местно-распространенным РПЖ (pT3a-b) или локализованным процессом после нерадикально хирургического вмешательства (рТ2R1) и высокодифференцированной аденокарциномой (сумма Глисона 6 и менее) по данным послеоперационного морфологического исследования позволяет статистически значимо на 25,7 % повысить 5-летний показатель выживаемости до БхР (р = 0,047) по сравнению с наблюдением.
