Introduction: urban crises, policing crises: mirror images? (c. 1700–1900): cities in flux and changes to policing

They explore the connections between the rhythms of urban change and the changes in the institutions responsible for policing the city. This introduction defines ‘urban crisis’ as a brief paroxysm and a way of describing rapid urban change that is considered problematic especially in terms of social control. It examines three sets of issues to highlight the relationships between policing powers and urban dynamics: first, how the police managed to handle unforeseen, traumatic events in emergency situations; second, how the police forces tried to legitimize their status through their understanding and control of urban dynamics; and third, how the police used the discourse of urban crisis they helped to produce, as a tool for their own ends

L’écriture du chaos. Les « mémoires » de Jean-Charles-Pierre Lenoir (1732-1807) ou le monde perdu d’un ancien lieutenant général de police

Le « volcan de la Révolution » pousse l’ancien lieutenant général de police Lenoir à prendre la plume. Il veut « couper court » aux critiques des révolutionnaires à son encontre, réfléchir aux causes de la Révolution et défendre l’œuvre accomplie depuis 1667 par les magistrats de police. Partant du modèle administratif du « mémoire » ou traité sur la police, les traumatismes personnels infléchissent le projet initial. La contradiction entre un écrit politico-administratif et un texte hanté par la tentation littéraire du « mémorialiste », l’appel refoulé du for privé, constituent l’une des clefs de l’échec de Lenoir. Son texte demeure inachevé en 1807, entaché de remords et de variantes. Loin de constituer une source secondaire, les « mémoires » de Lenoir dans leur complexité, illustrent la déchirure et le chaos, la vision du monde en train de se défaire d’un administrateur éclairé, resté partisan des cadres de la société d’Ancien Régime.The « volcano of the Revolution » prompted the former lieutenant general of the police, Lenoir, to take up his pen. His aim was to stifle criticisms of the revolutionaries on his behalf, reflect on the causes of the Revolution itself, and defend the work accomplished since 1667 by the magistrats of police. To this end, Lenoir adopted the model of an « administrative mémoire » or a treatise on the police. Yet his personal traumas thwarted this initial project. The contradictions between his efforts to compose a politico-administrative text, and at the same time, a work of more literary inspiration constitute one of the major clues to Lenoir’s ultimate failure. Indeed, his text remained unfinished in 1807, a project suffused with remorse, a compilation of different versions. Far from being a secondary source, the « memoires » of Lenoir in their complexity dramatize rupture and chaos, proffering a vision of a world coming apart, seen through the eyes of an enlightened administrator, who remained a partisan of the structures of Old Regime society

Réformer les polices urbaines au siècle des Lumières : le révélateur de la mobilité

Après 1750, l’intensification des mouvements de population dans le royaume de France pousse à réorganiser et à transformer les dispositifs visant à mieux encadrer la mobilité des personnes. Le contrôle renforcé de la mobilité s’inscrit dans un mouvement général de réforme des polices urbaines, destiné à modifier les principes et les méthodes du contrôle social. Cet essai vise à brosser, à partir de travaux récents, le portrait des mutations des pratiques policières au cours du XVIIIe siècle, en tenant compte des disparités régionales et socio-institutionnelles. Il entend contribuer à une réflexion rénovée et ouverte à l’échelle européenne sur les transformations précoces des conceptions et des pratiques policières.After 1750, the intensification of people’s migrations within the Kingdom of France caused the reorganization and the transformations of administrative devices aiming at officering men and women. The reinforcement of mobility’s control took place within the framework of a global reform of urban polices whose objective was to modify the principles and methods of social control. This essay, building upon recent material, offers a description of the mutations of police practices during the XVIIIth century. It tries to take into account the regional and socio-institutional disparities of the european space. I hope to contribute, with this paper, to a renewed examination at a European level, of the early transformation of the police conceptions and practices

Pátio cercado por árvores de espinho e outras frutas, sem ordem e sem simetria: O quintal em vilas e arraiais de Minas Gerais (séculos XVIII e XIX)

This article analyses urban and rural backyards in Minas Gerais, in the late18th and early 19th centuries. Sources include probate records, foreign travelers accounts, administrative documents and iconography. These spaces are interpreted as a part of material culture, as provisioning grounds, and places of sociability and family intimacy. The connections of yards within households and the surrounding streetscapes are examined, revealing that they can be viewed as instruments of balance in the overall urban landscape.O texto objetiva analisar os quintais urbanos e rurais em Minas Gerais, ao final do século XVIII e início do século XIX. Interpreta evidências documentais de inventários post mortem, narrativas de viajantes estrangeiros, documentos administrativos e iconográficos, interpretando esses espaços, na perspectiva da cultura material, como lugares de abastecimento alimentar, sociabilidades e da intimidade familiar. Considera a ligação dos quintais com a casa e as ruas e os vê como espaços de equilibrio da paisagem urbana

La bibliothèque parisienne du lieutenant général de police Lenoir (1732-1807)~: entre loisir lettré et instrument de gouvernement

Cet article étudie la bibliothèque du lieutenant général de police Lenoir à travers l'exploitation du catalogue réalisé par l'imprimeur Valade en~1782. Insérée dans les traditions de lecture des grands serviteurs de l'État du xviiie~siècle, la collection de Lenoir manifeste sa curiosité intellectuelle à l'égard des nouveautés littéraires, politiques et philosophiques, son appétence pour les sciences, ses intérêts pratiques liés à l'exercice de sa magistrature. Répartie entre l'hôtel de police et le dépôt de la Bastille, cette bibliothèque acquiert un statut hybride, à mi-chemin entre l'équipement nécessaire au fonctionnement de l'administration de la police et le loisir personnel. Au-delà de la dimension privative de la bibliothèque de Lenoir, on doit envisager son intégration au sein d'un système policier d'information et de compilation des connaissances plus étendu, fondement indispensable d'un art de bien gouverner
