Mainstreaming gender equality in Europe. A critical frame analysis approach

This article analyzes implementation problems in gender mainstreaming as accentuated by a multi-level setting and assumes that one of the major factors affecting implementation problems is a discursive one. Against this backdrop a methodological approach is presented to study such divergences in policy frames on gender equality. Based upon recent literature, the article first outlines the necessity for a comparative methodology to analyze (gender equality) policy frames, and identifies some major problems in the construction of such methodology. The article then presents and explains Critical Frame Analysis as a promising methodological approach for studying and comparing the framing of gender inequality as a policy problem across Europe in a systematic way. Critical Frame Analysis builds upon social movement theory, gender theory and policy theory. This article can be considered to be an introduction to the special issue, as all articles refer to Critical Frame Analysis methodology as it has been used in the MAGEEQ research project

Trans* Politics: Current Challenges and Contestations Regarding Bodies, Recognition, and Trans* Organising

This thematic issue analyses trans* politics, and the problems and policies articulated by societal, political and legal actors in national and international contexts in Europe and Latin America. Trans* issues are at the heart of politics concerning sex and gender, because the sex binary ordering is producing the categories, identities, and related social relationships around which gender inequalities are constructed. Scholarship on trans* politics promises to bring more fundamental knowledge about how the gender binary organisation of our societies is (dis)functional, and is therefore relevant and beneficial for all gender and politics scholarship. Contestations around trans* issues continue developing, between state and non-state actors, transgender people and medical professionals, and also among and between social movements. This thematic issue is our contribution to dimensions of trans* politics that revolve around the issue of sexed and gendered bodies (the making and unmaking of “deviant” bodies, non-binary language about bodies, and voice given in bodily re/assignments), the limits of recognition (undermining of trans* agency, persistent binary thinking, and disconnect with material dimensions of gender justice), and the potential of trans* movements (processes and practices through which political claims are generated in the movement, a more forward looking and pro-active perspective on the possibility of alliances between the feminist and the trans* projects, and between the trans* project and the disability project, and alliances of movement actors with institutional power holders such as international courts)

La ‘interseccionalidad’ del género con otras desigualdades en la política de la Unión Europea

Este artículo explora la normativa y maquinaria institucional acerca del género y la antidiscriminación en laUnión Europea (UE) y, en menor medida, la postura de la sociedad civil europea en relación con el tratamientode la interseccionalidad del género con otras desigualdades. Su objetivo es investigar si la institucionalizaciónactual de la interseccionalidad en la UE puede incluir desarrollos positivos en el tratamiento dedesigualdades anteriormente desatendidas. El artículo concluye que el marco normativo de la UE está meramenteyuxtaponiendo distintas desigualdades en lugar de tratar las intersecciones existentes, y no está concediendola misma importancia a las distintas desigualdades. Bridging rhetoric and practice: new perspectives on barriers to gendered change

Contains fulltext : 167537.pdf (publisher's version ) (Open Access)This article presents a new methodology, Gender Knowledge Contestation Analysis, and uses it to examine the processes under way when transformative gender equality policies, such as gender mainstreaming are implemented. Drawing on data gathered in the European Commission, the findings show the processes linking high-level rhetorical policy statements, strategic policies, and daily working practices. This analysis enables exploration of the mechanisms through which indifference to and nonawareness of gendered policy problems are collectively constituted and methods through which they can be challenged. Interrogating violence against women and state violence policy: Gendered intersectionalities and the quality of policy in The Netherlands, Sweden and the Uk

This article builds on feminist scholarship on intersectionality to address violence against women, and state policy thereon. It takes up the challenge of analysing the complex, situated and spatial relationship between theorizing on violence against women and state policy on such violence. Drawing on extensive comparative European data, it explores the relations of gender and intersectionality, conceptualized as gendered intersectionalities, by examining how multiple inequalities are made visible and invisible in state policy and debates in the Netherlands, Sweden and the UK. Attention is paid to different forms of gendered intersectionalities in policy, for example, tendencies to degender violence against women. A key aim of the article is to investigate how comparative analysis can be a starting point for assessing if, how and to what extent the inclusion of multiple inequalities could increase the quality of policy, for both reducing and stopping violence, and assisting those subject to violence
