    Essays In The Economics Of Human Capital

    This dissertation deals with two different aspects of human capital accumulation: early childhood development and tertiary education. Specifically, it analyzes the role that public policies or changes in regulations affect incentives of agents in a way that ends up affecting the aggregate endowment of human capital in an economy. The first chapter is related to early childhood development. Recent literature has shown that skills shaped during childhood have long lasting consequences later in life. This fact has promoted a large number of programs aimed at stimulating the skill formation process for children in disadvantage. However, little is known about how cost-effective are these policies. In this chapter I evaluate the cost-effectiveness of three alternative policies aimed at improving the living standards of families in disadvantage: cash transfers, childcare subsidies, and subsidies for child investments. I find that subsidies promoting child investments are much more productive than the other two alternatives. In the second chapter, co-authored with David Zarruk, we analyze the consequences that subsidized loans for higher education have on the quality of education offered by colleges in the context of a developing country. We find that subsidized student loan policies lead to a widening gap in the quality of services provided by higher education institutions. This happens because the demand for elite institutions unambiguously increases when individuals can borrow. This does not happen in non-elite institutions, since relaxing borrowing constraints makes some individuals move from non-elite to elite institutions. The higher increase in demand for elite institutions allows them to increase prices and investment per student. If investment and average student ability are complementary inputs in the quality production function, elite universities also increase their acceptance cut-offs. In this new equilibrium, the differentiation of the product offered by colleges increases, where elite universities provide higher quality education to high-ability students and non-elite universities offer lower quality to less-able students. We calibrate the model to Colombia, which implemented massive student loan policies during the last decade and experienced an increase in the gap of quality of education provided by elite and non-elite universities. We show that the increase in the quality gap can be a by-product of the subsidized loan policies. Such results show that, when analyzed in a general equilibrium setting, subsidized loan policies can have negative effects in equilibrium

Orientadora: Prof. Dra Léia Aparecida VeigaÉ comum professores no ensino básico associarem a concepção de erro ao fracasso escolar e, por sua vez, menos comum a associação do erro escolar a ideia de diagnostico para o/a docente trabalhar com o estudante ou de erro como uma hipótese que contribuirá no avanço do aprendizado do/as estudante. Os/as estudantes por sua vez acabam por assimilar a ideia de erro como algo ruim, que deve ser combatido e que ocorre na escola quando o sujeito não tem capacidade cognitiva. Levando em consideração a questão do erro escolar, buscou responder a pergunta: nas aulas de geografia, como os estudantes do ensino fundamental II concebem o erro e como eles reagem ao errar? Objetivou-se com esse artigo levantar e discutir as representações sociais sobre erro nas aulas de geografia dos/as estudantes em turmas de 6 º e 9 º anos de uma escola estadual em Foz do Iguaçu/PR em 2019. Trata-se de uma pesquisa de abordagem qualitativa ao passo que se utilizou as representações sociais dos estudantes. Os procedimentos de pesquisa englobaram levantamento bibliográfico e também das representações sociais dos estudantes por meio de desenhos. Verificou-se que ainda é muito forte a ideia de erro como fracasso e de sentimentos negativos entre os estudantes. É importante discutir sobre a concepção de erro seja na formação inicial seja nas formações continuadas, levando os professores refletirem sobre suas práticas e o erro, passando a compreendê-lo como algo positivo e necessário para o/a estudante avançar na construção do seu conhecimento, em que pese nas aulas de geografiaIt is common for teachers in basic education to associate the concept of error with school failure and, in turn, the association of school error with the idea of diagnosis for the teacher to work with the student or of error as less likely to contribute to progress of the student's learning. The students in turn end up assimilating the idea of error as something bad, which must be combated and which occurs at school when the subject has no cognitive capacity. Taking into account the issue of school error, it sought to answer the question: in geography classes, how do elementary school students conceive of error and how do they react when they make mistakes? The objective of this article was to raise and discuss the social representations about error in the geography classes of students in classes of 6th and 9th years of a state school in Foz do Iguaçu / PR in 2019. This is a research qualitative approach while students' social representations were used. The research procedures included a bibliographic survey and also the students' social representations through drawings. It was found that the idea of error as failure and negative feelings among students is still very strong. It is important to discuss the concept of error, whether in initial training or in continuing education, leading teachers to reflect on their practices and error, starting to understand it as something positive and necessary for the student to advance in the construction of their knowledge, in spite of geography classe

    La incapacidad para ser auto-suficiente como un indicador de pobreza : Uruguay, 1991-2005

    The usual criteria to measure poverty relies on measuring income. This method has been questioned by Amartya Sen’s capabilities approach. However, there is still no consensus on how to operationalize the capabilities approach. In this paper we use a poverty measure developed by Haveman and Bershadker (1998) that intends to identify the individuals who are incapable of generating on their own the minimim necessary income in order to live a decent life. Thereby, the analysis shifts from current cash income towards self reliance, a measure more consistent with the capabilities approach. We analyze poverty dynamics in Uruguay for the period 1991-2005 and find that the population which is unable to be self-reliant is larger tan the population that is considered poor by the standard measure. Even if both measures show a similar trend, the trend in the percentage of population who cannot be self reliant is smoother suggesting that it resembles more to a measure of structural poverty. During the nineties, more tan 30% of the population was considered poor according to at least one of the two measures (or by both) and this indicator rose up to 45% in 2004. This suggests that a more comprehensive understanding of poverty cannot rely solely on cash income as a welfare indicator.poverty measures, human capital

    iQiyi offers video streaming services, a superfluous good with demand highly dependent on a country’s economic conditions. In order to forecast this demand, a macroeconomic analysis for China was performed. That analysis found that the economic growth exhibited in past years was essential for the success of products such as iQiyi’s. It also found that in 2019 economic conditions and consumer confidence deteriorated, mainly because of the trade war with the U.S. Despite a deal being reached between the two countries, the issues between them are extremely complex and tension should resurface in 2020

    META-AVALIAÇÃO DAS UNIVERSIDADES BRASILEIRAS: O SINAES À LUZ DOS INDICADORES DO JCSEE

    A meta-avaliação é uma maneira de assegurar e comprovar a qualidade da avaliação por meio do acompanhamento, da revisão e do aperfeiçoamento do processo avaliativo. O objetivo geral desta pesquisa é Meta-avaliar o Processo de Avaliação Institucional das Universidades Brasileiras, promovido pelo SINAES, no período de 2004 à 2014. A motivação se deu em virtude do atual Sistema Nacional de Avaliação da Educação Supeiror ter completado uma década de vigência, o que justifica a necessidade e a importância de se realizar uma meta-avaliação. De um total de 158 Universidades, 66 fizeram parte da amostra desta pesquisa, sendo 25 Públicas e 41 Privadas. Os resultados indicaram que as Universidades Privadas foram melhores avaliadas em quase todas as Dimensões Institucionais, além de não terem obtitdo média conceitual abaixo do nível satisfatório de qualidade em nenhuma Dimensão. Apenas na Dimensão 2 – Políticas para Ensino, Pesquisa e Extensão, e na Dimensão 5 – Políticas de Pessoal, as Univesridades Públicas tiveram um desempenho melhor; por outro lado, obtiveram média conceitual insatisfatória na Dimensão 1 – Missão e PDI e na Dimensão 8 – Planejamento e Auto-avaliação. Por fim, para o julgamento do mérito e do valor do Processo de Avaliação Institucional do SINAES, utilizaram-se os Padrões de Avaliação do Joint Committee on Standards for Educational Evaluation, os quais indicaram que, em geral, o Processo atende aos requisitos para os quais foi destinado e satisfaz as necessidades dos stakeholders
