    Analysis the Impact of Literature on the Formation of the Russian Federation State Civil Servant Image in Mass Media

    The main features of the XXI century Russian society have been formed due to social and psychological changes, which led to a global transformation of the state system. Modern world faces the problem of developing a new policy of state power that will be based on the principles of consensus (reconciliation of all contentious and conflicting issues in the process of developing a solution that is reached through discussion and consultation), society and open partnership. The reason for this global upheaval is that the pace of change in the relationship between the state (government) and society itself depends on the open-ended policy that is now key. The image of a civil servant is similar to a construction that can be replaced, strengthened, re-mounted, modified, etc., and most importantly, that it needs serious work. The perception of the image exists and changes not only in the consciousness of people, but also in the unconscious sphere (emotional). In order to create a positive image of a civil servant, they need to be governed. To manage it, one needs to know the basic idea of what and in what sequence should occur, and at what stage intermediate results should appear. According to the authors, the solution to the problem of studying the acting factors that make the positive image of civil servants of modern Russia, the identification of the most effective ways, forms and principles of its positive transformation, as well as the analysis of the constituents of the employee of state structures are relevant. The most important in the work of representatives of public authorities is the nature of their public relations. If public servants do not evoke citizens' feelings of trust, justice and other positive psychological and social reactions, then feedback (from the population to state bodies) will be ineffective. Since the operation of the system of state power is the result of the functioning of the whole state as a whole, it is important that the work of state bodies used the maximum opportunities with the least cost. This scheme ensures effective management and positive results. El mundo moderno enfrenta el problema de desarrollar una nueva política de poder estatal que se basará en los principios de consenso (conciliación de todos los temas conflictivos y conflictivos en el proceso de desarrollar una solución que se alcance a través de la discusión y consulta), la sociedad y la asociación abierta.     The purpose of the study is the diagnosis of practice and the introduction of new legal norms and digital technologies of municipal administration; life quality improvement and sustainable socio-economic development provision in all municipalities of vast Russia. The article analyzes the necessary changes in the Constitution of the Russian Federation (1993), which should ensure life quality increase and accelerated socio-economic development of municipalities. These include: the changes in the powers and functions of local governments; strengthening the responsibility of local administrations for social performance results. A search is underway for the optimal coordination of the functions and powers of federal, regional and municipal governments on a new constitutional basis. The scientific basis of municipal administration is being developed - the theory of municipal service as the managerial core of local self-government is proposed. The scientific methodology of the state and municipal services is correlated. New parameters of social responsibility of local government officials are defined. The possibilities of digital technologies are being studied to increase the effectiveness of municipal governance. The article proposes to conduct systemic digitalization of state and municipal government actively. New digital technologies are considered as a necessary scientific and informational basis to increase the effectiveness of local management. In the article, each of the proposed trends for municipal governance improvement is considered from the perspective of the possible interaction problem study between the authorities and citizens; the conflicts between authorities at various levels. They studied the danger of the destructive consequences of existing performance indicators, local management methods and technique conservation.     Gerenciamento de projetos no comércio de livros na Rússia: barreiras e perspectivas de desenvolvimento

    The development of book-selling industry is one of the sources for new economy development - knowledge economy. However, in modern Russian conditions of high crisis uncertainty, the book industry experiences serious difficulties, and the Russian book-selling network is declining every year. One of the anti-crisis measures for book-selling companies is the finding of some ways to improve project management at an enterprise. The purpose of the article is to identify the key barriers to the implementation of project management at the enterprises of the book-selling industry in Russia, as well as to determine the prospects of a project management system development in this area. The empirical base consists of study results conducted in 2018 at the enterprises of the Russian modern general-purpose bookstores of the book-selling industry.On the basis of the conducted research, they identified the main problems that Russian book-selling enterprises face when they implement project management: an insufficient formalization of project management processes; the uncertainty of project manager status caused by the lack of real powers; the lack of participant motivation system in project activities based on the results of an employee performance evaluation; low level of communication management and the lack of a clear interaction interface between various functional units and groups, etc. To minimize the likelihood of identified problems during project implementation, a special attention should be paid to the organization of a formalized management system (the creation of project offices), taking into account the interests of all project participants, clearly define the organizational structure and align management procedures, and use recognized methodology - project management standards that will facilitate the formation of a team focused on a particular result.El desarrollo de la industria de la venta de libros es una de las fuentes para el desarrollo de nuevas economías: la economía del conocimiento. Sin embargo, en las condiciones modernas rusas de alta incertidumbre de crisis, la industria del libro experimenta serias dificultades, y la red rusa de venta de libros disminuye cada año. Una de las medidas contra la crisis para las empresas vendedoras de libros es encontrar algunas formas de mejorar la gestión de proyectos en una empresa. El propósito del artículo es identificar las barreras clave para la implementación de la gestión de proyectos en las empresas de la industria de venta de libros en Rusia, así como determinar las perspectivas de desarrollo de un sistema de gestión de proyectos en esta área. La base empírica consiste en resultados de estudios realizados en 2018 en las empresas de las modernas librerías de propósito general rusas de la industria de la venta de libros.Sobre la base de la investigación realizada, identificaron los principales problemas que enfrentan las empresas rusas de venta de libros cuando implementan la gestión de proyectos: una formalización insuficiente de los procesos de gestión de proyectos; la incertidumbre del estatus de gerente de proyecto causada por la falta de poderes reales; la falta de un sistema de motivación de los participantes en las actividades del proyecto basado en los resultados de la nivel de gestión de la comunicación y la falta de una interfaz de interacción clara entre varias unidades funcionales y grupos, etc. Para minimizar la probabilidad de problemas identificados durante la implementación del proyecto, se debe prestar especial atención a la organización de un sistema de gestión formalizado (la creación de las oficinas de proyectos), teniendo en cuenta los intereses de todos los participantes del proyecto, definen claramente la estructura organizativa y alinean los procedimientos de gestión, y utilizan una metodología reconocida: normas de gestión de proyectos que facilitarán la formación de un equipo centrado en un resultado particular.O desenvolvimento da indústria de livros vendidos é uma das fontes para o desenvolvimento da nova economia - a economia do conhecimento. No entanto, nas condições russas modernas de alta incerteza de crise, a indústria de livros experimenta sérias dificuldades, e a rede russa de venda de livros está declinando a cada ano. Uma das medidas anti-crise para as empresas de venda de livros é a descoberta de algumas maneiras de melhorar o gerenciamento de projetos em uma empresa. O objetivo do artigo é identificar as principais barreiras para a implementação do gerenciamento de projetos nas empresas da indústria de vendas de livros na Rússia, bem como determinar as perspectivas de desenvolvimento de um sistema de gerenciamento de projetos nessa área. A base empírica consiste nos resultados do estudo realizado em 2018 nas empresas das modernas livrarias russas de uso geral da indústria de venda de livros.Com base na pesquisa realizada, eles identificaram os principais problemas que as empresas russas de venda de livros enfrentam quando implementam o gerenciamento de projetos: uma formalização insuficiente dos processos de gerenciamento de projetos; a incerteza do status do gerente de projetos causada pela falta de poderes reais; a falta de sistema de motivação dos participantes nas atividades do projeto com base nos resultados de uma avaliação de desempenho do funcionário; baixo nível de gerenciamento de comunicação e falta de uma interface de interação clara entre várias unidades funcionais e grupos, etc. Para minimizar a probabilidade de problemas identificados durante a implementação do projeto, uma atenção especial deve ser dada à organização de um sistema de gestão formalizado (a criação dos escritórios do projeto), levando em conta os interesses de todos os participantes do projeto, definir claramente a estrutura organizacional e alinhar procedimentos de gestão, e usar metodologia reconhecida - padrões de gerenciamento de projetos que facilitarão a formação de uma equipe focada em um resultado particular

    Phospholipse c inhibitor, u73122, stimulates release of hsp-70 stress protein from A431 human carcinoma cells

    BACKGROUND: Accumulating evidences suggest that Hsp 70, the inducible component of Hsp70 family, might release from a living cell. Here we show that a pharmacological inhibitor of phospholipase C activity U73122 caused a 2–4 fold reduction of an intracellular level of Hsp70 in A431 human carcinoma cells. RESULTS: A depletion of Hsp70 under U73122 was a result of the protein release since it was detected in cell culture medium, as was established by immunoprecipitation and precipitation with ATP-agarose. The reduction of Hsp70 level was specifically attributed to the inhibition of PLC, since the non-active inhibitor, U73343, had no effect on Hsp70 level. The PLC-dependent decrease of Hsp70 intracellular level was accompanied by the enhanced sensitivity of A431 cells to the apoptogenic effect of hydrogen peroxide. Here for the first time we demonstrated one of the possibilities for a cell to export Hsp70 in PLC-dependent manner. CONCLUSION: From our data we suggest that phospholipase C inhibition is one of the possible mechanisms of Hsp70 release from cells

    Supply Chain Management Development for Organization of Public Services in the City: The Experience of Moscow

    Abstract- The present article discusses the practical aspects of organizing provision of public services in Moscow by using supply chain strategy. The main difficulties of providing public services in multifunctional centers (MFC) of the capital region are studied, and the main limitations of provision of public services in modern Russian conditions are revealed. Currently, one of the most important tasks of the state is to provide modern, timely and high-quality public services to citizens. In the process of providing public services, the state pays great attention to the development of feedbacks from citizens and uses new ways of providing public services. In Moscow, a “Single portal of state and municipal services (functions)†has been created, which provides electronic access to services. With its help, the applicant can submit an application and other necessary documents, and also learn about the progress of the public service. The result of organization of MFC is that the process of providing public services has become more accessible, convenient and much more comfortable. In recent years, the form of activity of MFC has undergone significant changes, mainly due to the rapidly growing needs of citizens. Most changes occurred in the Moscow Multifunctional Center because of the fast growth in demand for services and desire to improve the quality of services. However, problems of citizens' awareness of the newly created services and the possibilities of obtaining them have still remained unresolved

    Sorption ability of clays exposed to compression

    The paper discusses the effect of high pressures on adsorption of inorganic ions (KCl), methylene blue and petroleum products (engine oil, transmission fluid, diesel fuel) by samples of montmorillonite and kaolinite. The relationship between the value of the applied pressure (in the range from 0 to 700 MPa), fractional composition, specific surface and the microstructure of mineral particles was revealed. During the study, dynamics of changes in the content of the clay, dust and sand fractions in the clays under study was noted. It is established that an increase in clay compression to 700 MPa leads to a decrease in the content of clay fractions and an increase in the fraction of the dust fraction. Changes in the fractional composition occur more intensively in kaolinite clay than in montmorillonite clay. The pressure intervals were determined according to the intensity of the formation of the fractional composition of clays 0-200 and 200-700 MPa. Adsorption parameters of clays are determined. According to potentiometric measurements, it has been established that the ion-exchange capacity is higher in montmorillonite than in kaolinite with in respect to cations. The magnitude of kaolinite adsorption with respect to methylene blue decreases to a pressure of 200 MPa, which is caused by the content of the clay fraction, does not change significantly at pressures of 200-700 MPa. The adsorption rate of montmorillonite has a general tendency to increase. Adsorption indicators of clays with respect to methylene blue allow predicting the sorption capacity of the studied materials to petroleum products

    A case of chronic tophi gout in morbidly obese patient after laparoscopic adjustable gastric banding

    Currently, increasing attention is being paid to studying the metabolic activity of adipose tissue, a source of biologically active mediators involved in vascular remodeling, immunological and inflammatory reactions. Today obesity is considered not only as independent risk factor of development of chronic noninfectious diseases (such as arterial hypertension, diabetes mellitus types 2, pathology of a cardiovascular system, malignant neoplasms), but also as a significant predictor of metabolic disorders (dyslipidemia, insulin resistance, hyperuricemia), contributes to the early formation of metabolic syndrome and goat. Despite such an obvious problem, the current state of conservative therapy for overweight and obesity remains unsatisfactory. Most of patients, even after successful treatment, have a recurrence of the disease with the restoration of the initial anthropometric indicators or even an increase in body weight. In this regard, currently more widely used surgical methods of correction of obesity. However along with the expected positive effects of treatment bariatric surgery may be accompanied by the development of a number of specific surgical complications and impaired energy metabolism with aggravation of the existing polymorbid pathology. This clinical case demonstrates the association of obesity with the development of metabolic disorders, illustrates the development of severe tophaceous gout in a patient during 2 years after laparoscopic gastric banding. It shows the possible reasons for its debut and reflects the dynamics of the patient’s condition, as well as the nature and characteristics of the course of the joint syndrome in the postoperative period

    Cholinergic Deficit Induced by Central Administration of 192IgG-Saporin Is Associated With Activation of Microglia and Cell Loss in the Dorsal Hippocampus of Rats

    Alzheimer’s disease (AD) is associated with degeneration of cholinergic neurons in the basal forebrain. Administration of the immunotoxin 192IgG-saporin to rats, an animal model of AD, leads to degeneration of cholinergic neurons in the medial septal area. In the present study, cholinergic cell death was induced by intracerebroventricular administration of 192IgG-saporin. One and a half months after injection, we studied the histopathology of the hippocampus and the responses of microglia and astrocytes using immunohistochemistry and neuroglial gene expression. We found that treatment with 192IgG-saporin resulted in neuronal loss in the CA3 field of the hippocampus. Microglial proliferation was observed in the dentate gyrus of the dorsal hippocampus and white matter. Massive proliferation and activation of microglia in the white matter was associated with strong activation of astrocytes. However, the expression of microglial marker genes significantly increased only in the dorsal hippocampus, not the ventral hippocampus. These effects were not related to non-specific action of 192IgG-saporin because of the absence of the Nerve growth factor receptor in the hippocampus. Additionally, 192IgG-saporin treatment also induced a decrease in the expression of genes that are associated with transport functions of brain vascular cells (Slc22a8, Ptprb, Sdpr), again in the dorsal hippocampus but not in the ventral hippocampus. Taken together, our data suggest that cholinergic degeneration in the medial septal area induced by intracerebroventricular administration of 192IgG-saporin results in an increase in the number of microglial cells and neuron degeneration in the dorsal hippocampus
