    Probation, credibility and justice

    This paper explores the difficulties that arise for probation agencies or those that deliver community sanctions in developing and maintaining their credibility in prevailing ‘late-modern’ social conditions. It begins by questioning the limits of the pursuit and promise of ‘public protection’ as a source of credibility, and then proceeds to examine the emergence of an alternative strategy – based principally on reparation and ‘payback’ – in Scotland, arguing that these Scottish developments have much to say to the emerging debates in England and Wales (and elsewhere) about the ‘rehabilitation revolution’ and the proper use of imprisonment. The paper provides a critical account of the development and meaning of the Scottish version of ‘payback’, linking it to some important philosophical and empirical studies that may help to steer the development of payback away from a ‘merely punitive’ drift. In the conclusion, I argue that probation agencies and services need to engage much more deeply and urgently with their roles as justice services, rather than as ‘mere’ crime reduction agencies

    Reexamining evidence-based practice in community corrections: beyond 'a confined view' of what works

    This article aims to reexamine the development and scope of evidence-based practice (EBP) in community corrections by exploring three sets of issues. Firstly, we examine the relationships between the contested purposes of community supervision and their relationships to questions of evidence. Secondly, we explore the range of forms of evidence that might inform the pursuit of one purpose of supervision—the rehabilitation of offenders—making the case for a fuller engagement with “desistance” research in supporting this process. Thirdly, we examine who can and should be involved in conversations about EBP, arguing that both ex/offenders’ and practitioners’ voices need to be respected and heard in this debate

    A ground-based experimental test program to duplicate and study the spacecraft glow phenomenon

    The use of a plasma device, the Advanced Concepts Torus-I, for producing atoms and molecules to study spacecraft glow mechanisms is discussed. A biased metal plate, located in the plasma edge, is used to accelerate and neutralize plasma ions, thus generating a neutral beam with a flux approx. 5 x 10 to the 14th power/sq cm/sec at the end of a drift tube. Our initial experiments are to produce a 10 eV molecular and atomic nitrogen beam directed onto material targets. Photon emission in the spectral range 2000 to 9000 A from excited species formed on the target surface will be investigated

    Can gaze-contingent mirror-feedback from unfamiliar faces alter self-recognition?

    This study focuses on learning of the self, by examining how human observers update internal representations of their own face. For this purpose, we present a novel gaze-contingent paradigm, in which an onscreen face either mimics observers’ own eye-gaze behaviour (in the congruent condition), moves its eyes in different directions to that of the observers (incongruent condition), or remains static and unresponsive (neutral condition). Across three experiments, the mimicry of the onscreen face did not affect observers’ perceptual self-representations. However, this paradigm influenced observers’ reports of their own face. This effect was such that observers felt the onscreen face to be their own and that, if the onscreen gaze had moved on its own accord, observers expected their own eyes to move too. The theoretical implications of these findings are discussed

    Fast pyrolysis of halogenated plastics recovered from waste computers

    The disposal of waste computers is an issue that is gaining increasing interest around the world. In this paper, results from the fast pyrolysis in a fluidized bed reactor of three different waste computer monitor casings composed of mainly acrylonitrile-butadiene-styrene (ABS) copolymer and two different waste computer body casings composed of mostly poly(vinyl chloride) (PVC) type polymers are presented. Preliminary characterization of the waste plastics was investigated using coupled thermogravimetric analysis-Fourier transform infrared spectrometry (TGA-FT-IR). The results showed that the plastics decomposed in two stages. For the ABS-containing monitor casings, aromatic and aliphatic material were released in the first and second stages. The PVC-containing computer body casing samples showed a first-stage evolution of HCl and a second stage evolution of aromatic and aliphatic material and further HCl. In addition, each of the five plastics was fast-pyrolyzed in a laboratory-scale fluidized bed reactor at 500 °C. The fluidized bed pyrolysis led to the conversion of most of the plastics to pyrolysis oil, although the two PVC computer body cases produced large quantities of HCl. The pyrolysis oils were characterized by GC-MS and it was found that they were chemically very heterogeneous and contained a wide range of aliphatic, aromatic, halogenated, oxygenated, and nitrogenated compounds

    One and Two Dimensional Pulsed Electron Paramagnetic Resonance Studies of in vivo Vanadyl Coordination in Rat Kidney

    The biological fate of a chelated vanadium source is investigated by/n vivo spectroscopic methods to elucidate the chemical form in which the metal ion is accumulated. A pulsed electron paramagnetic resonance study of vanadyl ions in kidney tissue, taken from rats previously treated with bis(ethylmaltolato)oxovanadium(IV) (BEOV) in drinking water, is presented. A combined approach using stimulated echo (3-pulse) electron spin echo envelope modulation (ESEEM) and the two dimensional 4-pulse hyperfine sublevel correlation (HYSCORE) spectroscopies has shown that at least some of the VO2+ ions are involved in the coordination with nitrogen-containing ligands. From the experimental spectra, a 4N hyperfine coupling constant of 4.9 MHz and a quadrupole coupling constant of 0.6 + 0.04 MHz were determined, consistent with amine coordination of the vanadyl ions. Study of VO-histidine model complexes allowed for a determination of the percentage of nitrogen-coordinated VO2+ ions in the tissue sample that is found nitrogen-coordinated. By taking into account the bidentate nature of histidine coordination to VO2+ ions, a more accurate determination of this value is reported. The biological fate of chelated versus free (i.e. salts) vanadyl ion sources has been deduced by comparison to earlier reports. In contrast to its superior pharmacological efficacy over VOSO4, BEOV shares a remarkably similar biological fate after uptake into kidney tissue
