    Experimental evaluation of influence of FADs on community structure and fisheries in coastal Kenya

    Fish aggregating devices (FADs) have been widely used by commercial fisheries to increase the catchability of pelagic stocks in the open sea. FADs have the potential to enhance nearshore small-scale fisheries where stocks are often overfished. This study examined changes in catch composition, abundance, catch and effort, and aspects of diversity in Kenya's nearshore coastal fisheries after deployment of anchored fish aggregating devices (AFADs). The study combined both fishery independent and dependent methods in assessing changes in fish assemblages post-deployment. Results showed orders of magnitude increase in length, weight, commercial value, and catch per unit effort (CPUE) of landed catch after deployment of FADs suggesting that FADs had a positive effect on the local fishery. Species richness at FAD sites increased post-deployment (n = 281) compared to pre-deployment values (n = 223). Simultaneous use of several complementary structural indices may be required in order to accurately describe and monitor fish assemblages around the FADs. The findings suggest that AFADs are capable of creating both short and long-term impacts on livelihoods, with the potential to deflect pressure on the overfished nearshore fish stocks. However, more research will be needed on redistribution of fish around FADs, design and placement configuration, and site selection amongst others

    Securing a just space for small-scale fisheries in the blue economy

    The vast developmental opportunities offered by the world\u27s coasts and oceans have attracted the attention of governments, private enterprises, philanthropic organizations, and international conservation organizations. High-profile dialogue and policy decisions on the future of the ocean are informed largely by economic and ecological research. Key insights from the social sciences raise concerns for food and nutrition security, livelihoods and social justice, but these have yet to gain traction with investors and the policy discourse on transforming ocean governance. The largest group of ocean-users - women and men who service, fish and trade from small-scale fisheries (SSF) - argue that they have been marginalized from the dialogue between international environmental and economic actors that is determining strategies for the future of the ocean. Blue Economy or Blue Growth initiatives see the ocean as the new economic frontier and imply an alignment with social objectives and SSF concerns. Deeper analysis reveals fundamental differences in ideologies, priorities and approaches. We argue that SSF are being subtly and overtly squeezed for geographic, political and economic space by larger scale economic and environmental conservation interests, jeopardizing the substantial benefits SSF provide through the livelihoods of millions of women and men, for the food security of around four billion consumers globally, and in the developing world, as a key source of micro-nutrients and protein for over a billion low-income consumers. Here, we bring insights from social science and SSF to explore how ocean governance might better account for social dimensions of fisheries

    Small pelagic fish supply abundant and affordable micronutrients to low- and middle-income countries

    Wild-caught fish provide an irreplaceable source of essential nutrients in food-insecure places. Fishers catch thousands of species, yet the diversity of aquatic foods is often categorized homogeneously as ‘fish’, obscuring an understanding of which species supply affordable, nutritious and abundant food. Here, we use catch, economic and nutrient data on 2,348 species to identify the most affordable and nutritious fish in 39 low- and middle-income countries. We find that a 100 g portion of fish cost between 10 and 30% of the cheapest daily diet, with small pelagic fish (herring, sardine, anchovy) being the cheapest nutritious fish in 72% of countries.     Key players in conservation diffusion: using social network analysis to identify critical injection points

    Identifying the right stakeholders to engage with is fundamental to ensuring conservation information and initiatives diffuse through target populations. Yet this process can be challenging, particularly as practitioners and policy makers grapple with different conservation objectives and a diverse landscape of relevant stakeholders. Here we draw on social network theory and methods to develop guidelines for selecting 'key players' better positioned to successfully implement four distinct conservation objectives: (1) rapid diffusion of conservation information, (2) diffusion between disconnected groups (3) rapid diffusion of complex knowledge or initiatives, or (4) widespread diffusion of conservation information or complex initiatives over a longer time period. Using complete network data among coastal fishers from six villages in Kenya, we apply this approach to select key players for each type of conservation objective. We then draw on key informant interviews from seven resource management and conservation organizations working along the Kenyan coast to investigate whether the socioeconomic attributes of the key players we identified match the ones typically selected to facilitate conservation diffusion (i.e., 'current players'). Our findings show clear discrepancies between current players and key players, highlighting missed opportunities for progressing more effective conservation diffusion. We conclude with specific criteria for selecting key stakeholders to facilitate each distinct conservation objective, thereby helping to mitigate the problem of stakeholder identification in ways that avoid blueprint approaches. These guidelines can also be applied in other research and intervention areas, such as community development studies, participatory research, and community intervention

    Research-engaged decision making and policy reform processes are critical to advancing resilience, adaptation, and transformation in social-ecological systems under stress. Here we propose a new conceptual framework to assess opportunities for research engagement in the policy process, building upon existing understandings of power dynamics and the political economy of policy reform. We retrospectively examine three cases of research engagement in small-scale fisheries policy and decision making, at national level (Myanmar) and at regional level (Pacific Islands region and sub-Saharan Africa), to illustrate application of the framework and highlight different modes of research engagement. We conclude with four principles for designing research to constructively and iteratively engage in policy and institutional reform: (a) nurture multi-stakeholder coalitions for change at different points in the policy cycle, (b) engage a range of forms and spaces of power, (c) embed research communications to support and respond to dialogue, and (d) employ evaluation in a cycle of action, learning, and adaptation. The framework and principles can be used to identify entry points for research engagement and to reflect critically upon the choices that researchers make as actors within complex processes of change
