    Final Technical Report 108604: Strengthening Cyber Policy Research Centers in the Gobal South (Latin America and the Caribbean)

    In January 2018, IDRC awarded Centro de Investigación y Docencia Económicas A.C. (CIDE) funding to create the cyber policy center Centro Latam Digital (CLD). The Center’s objective is to generate rigorous, evidence-based research to provide policymakers in Latin America with the capacity to design and implement inclusive policies that best respond to a new generation of technologies within the regional context. After two years since its creation, CLD plays a critical role in shaping evidence-based digital policy in support of human rights, democracy, social inclusion and economic development at the local, national and regional levels. The specific objectives of this grant were to: - support the cyber policy center in the generation of knowledge in key areas of cyber policy such as innovation, cybersecurity and digital rights to consolidate its role as an innovative thought leader at the national and regional levels; - support the development of capacities of the cyber policy center in cyber policy issue areas in which there is limited knowledge; and - strengthen the advocacy role of the cyber policy center in national, regional and global debates on cyber policy

    'Stuff it': Respectability and the voice of resistance in letter to brezhnev

    Exploring Letter to Brezhnev through concepts of respectability as feminine cultural capital this article suggests that the film’s affective impulse stems from its representation of a female, working class experience under Thatcherism. This experience is articulated through two structures of feeling derived from the intersecting conventions of social realism, and the consumerist and romantic tropes of the ‘woman’s film’. Through this intersection the daily abjection of women through degrading work or unemployment is traced, whilst being counterpointed to the escapist pleasures of a ‘night out’ constituted through the spatial and aesthetic shifts of the narrative, and the feminisation of the ‘jack the lad’ staple of British screen culture. In this way, Letter to Brezhnev exposes the centrality of respectability to women’s social mobility, or lack of it, thus offering a powerful critique of Thatcherite ideologies and women’s position as primary consumers within them. The article also offers a corrective to existing scholarship that has focussed on cinematic representations of a crisis of masculinity under Thatcherism to the neglect of its corrosive impact on feminine respectability

    The Cockayne Syndrome Natural History (CoSyNH) study:clinical findings in 102 individuals and recommendations for care

    Purpose: Cockayne syndrome (CS) is a rare, autosomal-recessive disorder characterized by microcephaly, impaired postnatal growth, and premature pathological aging. It has historically been considered a DNA repair disorder; fibroblasts from classic patients often exhibit impaired transcription-coupled nucleotide excision repair. Previous studies have largely been restricted to case reports and small series, and no guidelines for care have been established. Methods: One hundred two study participants were identified through a network of collaborating clinicians and the Amy and Friends CS support groups. Families with a diagnosis of CS could also self-recruit. Comprehensive clinical information for analysis was obtained directly from families and their clinicians. Results and Conclusion: We present the most complete evaluation of Cockayne syndrome to date, including detailed information on the prevalence and onset of clinical features, achievement of neurodevelopmental milestones, and patient management. We confirm that the most valuable prognostic factor in CS is the presence of early cataracts. Using this evidence, we have created simple guidelines for the care of individuals with CS. We aim to assist clinicians in the recognition, diagnosis, and management of this condition and to enable families to understand what problems they may encounter as CS progresses

    Hydrogen deuterium exchange mass spectrometry (HDX-MS) is a powerful biophysical technique being increasingly applied to a wide variety of problems. As the HDX-MS community continues to grow, adoption of best practices in data collection, analysis, presentation and interpretation will greatly enhance the accessibility of this technique to nonspecialists. Here we provide recommendations arising from community discussions emerging out of the first International Conference on Hydrogen-Exchange Mass Spectrometry (IC-HDX; 2017). It is meant to represent both a consensus viewpoint and an opportunity to stimulate further additions and refinements as the field advances

    The Woman at the Keyhole

    The title of this book takes as its point of reference those early, primitive films in which mostly men, but occasionally women, peek through keyholes, offering bold demonstrations of the voyeuristic pleasure that has been central to virtually every contemporary theory of cinema. When we imagine a "woman" and a "keyhole," it is usually a woman on the other side of the keyhole, as the proverbial object of the look, that comes to mind. In this work the author is not necessarily reversing the conventional image, but rather asking what happens when women are situated on both sides of the keyhole. The question is not only who or what is on either side of the keyhole, but also what lies between them, what constitutes the threshold that makes representation possible. In all of the films discussed, the threshold between subject and object, between inside and outside, between virtually all opposing pairs, is a central figure for the reinvention of cinematic narrative.
