Does the timing of labour earnings taxation encroaches upon capital income
taxation and individual risk-taking investment decisions, i.e. portfolio
selection? This paper presents the results of a laboratory experiment that is,
contrary to previous approaches, not restricted to the analysis of capital
income taxation (fully taxable vs. tax-exempt investment earnings) and
individual risktaking, but adds other dimensions of taxation, i.e. deferral or
immediate labour earnings taxation. Empirical findings support the view that
tax framing effects affect tax burden visibility, changing individuals´ risk-
taking propensity substantially. A tax system applying deferral taxation of
labour earnings turns out to be more attractive to taxpayers with regard to
risk-taking investment than immediate labour taxation with tax-exempt earnings
from investment
Evidence from Germany
This paper provides new empirical insights on the elasticity of taxable income
to the net-oftax rate. Using a panel of German income tax return data, we
followed taxpayers from 2001 to 2006 to analyze the effects of the German tax
reforms of 2004 and 2005. Implementing a dynamic model as proposed by Holmlund
and Söderström (2011), we are able to disentangle short-term and long-term
responsiveness. These estimates allow us to distinguish between different
dimensions of behavioral changes: short-term income reactions in contrast to
‘real’ changes in (reporting) behavior. We compare our results with recent
German estimates from the established approach by Gruber and Saez (2002)
applied by Gottfried and Witzcak (2009). Following Chetty`s (2009) theoretical
considerations, we use multiple (tax code related) income concepts and
alternative sample choices. We provide several robustness and validity
analyses of the most common income concept, i.e. taxable income excluding
capital. Our preferred specification yields (very) high short-term yet small
long-term elasticites. The latter range from 0 to 0.16, implying none or only
modest persistent behavioral changes to marginal tax rate cuts
fiscal incentives and crowding out
Governmental activities in welfare states influence private charitable giving
predominantly in two ways: (1) government spending on the provision of public
goods may cause crowding out of private charitable contributions; and (2) tax
incentives may boost private charitable giving. For a rich sample of German
income tax returns, we estimate elasticities of charitable giving regarding
tax incentives, income and governmental spending. Using censored quantile
regression, we are able to derive results for different points of the
underlying distribution of charitable giving. Assuming a world with impure
altruism (Andreoni 1990), we find evidence for impurely altruistic giving
behaviour. Taking crowding out into account, tax deductibility of charitable
giving suffices to foster private giving to offset foregone tax revenues
Análisis cualitativo del rendimiento energético de edificios residenciales de vivienda social
El objetivo de este estudio ha sido determinar el grado de confort dentro de los tipos de edificios escogidos y la relación entre dicha condición de confort (por tanto, de salud) y tres parámetros: las condiciones climáticas locales, las propiedades térmicas del edificio y las condiciones definidas para el confort en sí mismas. En este trabajo se han recogido y analizado los datos obtenidos de medidas de temperatura y humedad relativa en los edificios por monitorización. El análisis realizado permite: comparar los criterios establecidos por entes como la OMS, ASHRAE y el CTE como límites útiles para medir el confort; apreciar la notablemente mayor falta de confort en general en invierno frente al verano, en la región estudiada del País Vasco; y observar cómo las propiedades térmicas de un edificio pueden superar al factor clima en las condiciones de confort en el edificio. Die Ursachen des massiven Ausbaus der Kernenergie
Im Jahre 1976 waren insgesamt 169 Kernkraftwerke (Abb. l) (1) mit einer installierten Leistung von insgesamt 82.000 MW in der ganzen Welt in Betrieb. Sie lieferten jeweils durchschnittlich 10 % des nationalen Bedarfs an elektrischer Energie (2). Hiervon entfallen 67 auf Nordamerika, 57 auf Westeuropa, 28 auf Osteuropa, einschließlich der UdSSR, und 17 auf Asien. In der Bundesrepublik waren bis dahin 13Kernkraftwerke (KKW) in Betrieb. Nach den noch im Jahre 1974 gültigen Daten sollte die Gesamtleistung der KKWs in der ganzen Welt bis zum Jahre 2000 auf ca. 2.000.000 MW, d. h. also um das 24-fache, gesteigert werden (3). Ausgehend von der gegenwärtig durchschnittlichen Leistung eines KKWs von 485 MW, hätten bis zu diesem Datum weitere 3.953 KKWs in der Welt gebaut und auch in Betrieb genommen werden müssen. Bei einer Leistung des KKWs vom Typ Biblis mit 1.300 MW wären immerhin rd. 1.370 neue KKWs erforderlich

Sustainable energy strategy for Iran
The book shows that the implementation of a sustainable energy strategy in Iran provides the opportunity for further economic and social development. In this context, the aim of the book is to provide some of the analyses needed to rethink the country’s energy strategy and to grasp the chances. The authors hope to make a contribution to the emerging and rapidly growing discussion on better energy alternatives and the respective opportunities for investment, innovation and modernization. The work presented in the book should provide ideas for such opportunities and create a vision of how this could contribute towards developing a more sustainable, efficient and prosperous future energy system for Iran. The book is based on long-term academic cooperation between Iranian researchers from several universities and the Iranian Energy Association and German researchers from the Wuppertal Institute, Büro Ö-quadrat and the University of Osnabrück. The book in hand is an important result of the collaboration. So its publication lends itself to taking stock of these twelve years of continued cooperation
