Este trabajo explica el uso de las formas de colaboración privada en la gestión pública sanitaria y, en especial, de la concesión, y analiza su admisibilidad legal y constitucionalThe last reforms of the ways of management of health public services, especially those carried out recently in the Autonomous Community of Madrid, have activated an intense debate about the possibility of using ways of managing with private cooperation to carry out functions related to health public services in a context of economic crisis. This paper explains the ways of private cooperation in the public health manage, specially, the concession. Also, the paper analyzes the constitutional and legal admission of this ways of manag

Holographic dark energy linearly interacting with dark matter

We investigate a spatially flat Friedmann-Robertson-Walker (FRW) cosmological model with cold dark matter coupled to a modified holographic Ricci dark energy through a general interaction term linear in the energy densities of dark matter and dark energy, the total energy density and its derivative. Using the statistical method of χ2\chi^2-function for the Hubble data, we obtain H0=73.6H_0=73.6km/sMpc, ωs=0.842\omega_s=-0.842 for the asymptotic equation of state and zacc=0.89 z_{acc}= 0.89 . The estimated values of Ωc0\Omega_{c0} which fulfill the current observational bounds corresponds to a dark energy density varying in the range 0.25R < \ro_x < 0.27R.Comment: March 2012. 6 pp., 6 figures.

Economic effects of road accessibility in the Pyrenees: user perspective

At present, Spain faces one of the key moments in planning the future design of the infrastructure network. As a consequence of the critical role played by haulage in intra-European trade, the most important investments are those that guarantee that road haulage traffic can move freely at the borders. That is why it is necessary to make serious evaluations of the economic and social profitability of these investments. Normally the most significant social benefit of investment projects in transport infrastructure is time saving, which in turn changes traffic intensity. In this article we analyse the changes in the user excess caused by public investment in transport infrastructure planned by the Spanish government and which will be located on the border between Spain and France. In particular, we study the increase in network user surplus for HGV traffic in the Spanish and French border zones in the Pyrenees.Intra-European trade, time saving, user surplus, gravitational model

A new composite indicator to assess and monitor performance and drawbacks of the implementation of Aichi Biodiversity Targets

This paper proposes a new composite indicator for the assessment of the implementation of Aichi Targets (ATCI) following a benchmarking approach simultaneously considering performance and drawbacks. ATCI is based on 37 indicators related to the 5 Aichi Strategic Goals and its aggregated scores and ranks are calculated using three BoD-DEA models to integrate performance and drawback scores for Targets. ATCI was applied to 21 European countries and its scores were mapped and classified into four groups according to their location in performancedrawbacks space: S1) Caution, S2) Excellence, S3) Fragility and S4) Catching up. Countries in S1 and S3 are recommended to mitigate drawbacks to facilitate the implementation of the Aichi Targets. Results showed that 52% of the countries (Italy, Hungary, Greece, Czechia, Belgium, Poland, Portugal, Spain, Latvia, Slovenia and Slovakia) should pay urgent attention to the Aichi Targets since they show the highest limitations. Based on limitations, two country profiles were identified: countries with high economic development, high population density and corresponding impacts on biodiversity, and countries of medium/low economic development, weak governance and few drawbacks related to human impacts on the environment. These impacts, however, can be aggravated if their economic situation improves and institutional constraints are not addressed

IOBSERVER: species recognition via computer vision

    Get PDF
This paper is about the design of an automated computer vision system that is able to recognize the species of fish individuals that are classified into a fishing vessel and produces a report file with that information. This system is called iObserver and it is a part of project Life-iSEAS (Life program).A very first version of the system has been tested at the oceanographic vessel “Miguel Oliver”. At the time of writing a more advanced prototype is being tested onboard other oceanographic vessel: “Vizconde de Eza”. We will describe the hardware design and the algorithms used by the computer vision software.Peer Reviewe
