"As Línguas Fazem-nos Ser": superdiversidade e letramento escolar em cenário transfronteiriço

Esta publicação contém uma coletânea de textos produzidos pelos participantes do Seminário Ibero-Americano da Diversidade Linguística, que aconteceu em Foz do Iguaçu, Paraná, de 17 a 20 de novembro de 2014. O evento foi organizado pelo Departamento do Patrimônio Imaterial do Iphan e pela Diretoria de Relações Internacionais do Ministério da Cultura. Contou com a parceria e apoio da Universidade de Integração Latino-Americana (Unila), da Itaipu Binacional e da Secretaria Geral Ibero-americana (Segib) - Produção e Gestão do Conhecimento sobre a Diversidade LinguísticaEste trabalho tem como objetivo refletir sobre o que constitui a pai- sagem linguística do cenário fronteiriço Brasil, Paraguai, Argentina e os entrelaçamentos dessa paisagem com o letramento escolar. Além do mul- tilinguismo próprio desse cenário, dado pela presença do português, espa- nhol e guarani, há outras línguas dos vários grupos imigrantes, como árabes e coreanos na cidade de Foz Iguaçu. No entanto, permanece, no Brasil, uma noção idealística de sermos um país monolíngue em português (BAGNO, 2013; FARACO, 2008), e exames nacionais apontam para índices bastante baixos dos nossos alunos, na Educação Básica. Relocation of refuges - The Lisbon model

This report explores the EU emergency mechanisms in order to respond to the growing influxes of asylum seekers in the Mediterranean between 2014 and 2016. It seeks to explain the causes for the migratory movement, how the movement incorporates the historical European context and the endeavor to create solidarity amongst the member states. Therefore, the policy making process on the EU level, as well as the implementation efforts at the Portuguese level are presented. My internship at the reception center for asylum seekers and refugees led by the city council of Lisbon as well as the NGO Jesuit Refugee Service is then the bridge between the national and the local level. The most significant finding is the fact that the Portuguese government passed on the day-to-day integration work to civil society organizations. This decision is however consistent with expert opinions which argue that civil society might have a bigger influence on the integration of refugees than the state.Este relatório explora como os mecanismos de emergência da UE respondem ao aumento da chegada ao Mediterrâneo de requerentes de asilo entre 2014 e 2016. Procura explicar as causas deste movimento migratório, a forma como ele se incorpora no contexto histórico europeu e o esforço para criar solidariedade entre os Estados membro. Assim, o processo de tomada de decisão ao nível europeu, bem como a implementação de políticas no contexto português serão apresentados. O meu estágio no centro de receção para requerentes de asilo e refugiados da Câmara Municipal de Lisboa e da ONG Serviço Jesuíta aos Refugiados será a ponte entre a abordagem local e nacional. A evidência mais importante é o facto de o governo português ter delegado o trabalho quotidiano de integração destes migrantes a organizações da sociedade civil. Esta medida está, no entanto, de acordo com a opinião dos especialistas que argumentam que a sociedade civil poderá ter uma maior influência na integração dos refugiados em comparação com o Estado

Towards Designing Robo-Advisory to Promote Consensus Efficient Group Decision-Making in New Types of Economic Scenarios

Robo-advisors are a new type of FinTech increasingly used by millennials in place of traditional financial advice. Building on artificial intelligence, robo-advisors provide personalized asset and wealth management services. Their application and study have hitherto focused exclusively on individual advisory regarding asset management. We observe a pressing need to investigate robo- advisors’ application for complex artificial intelligence based recommendation tasks both, in context of group decision-making and in contexts beyond asset management, due to robo-advisors’ potential as a lever for integrating artificial intelligence in the entire decision-making process. Thus, we present a action design research in progress aimed at designing such a robo-advisor. More specifically, this study investigates whether and how robo-advisory promotes consensus-efficient group decision-making in new types of economic scenarios (after-sales). Based on a comprehensive problem formulation, we aim towards deriving a set of meta-requirements and design principles that are embodied in a preliminary prototypical instantiation of a robo-advisor

The Stability-Concentration Relationship in the Brazilian Banking System

In this article the relation between non-performing loans (NPL) of the Brazilian banking system and macroeconomic factors, systemic risk and banking concentration is empirically tested. While evaluating this relation, we use a dynamic specification with fixed effects, using a panel data approach. The empirical results indicate that the banking concentration has a statistically significant impact on NPL, suggesting that more concentrated banking systems may improve financial stability. These results are important for the design of banking regulation policies.

Charge of a quasiparticle in a superconductor

Non-linear charge transport in SIS Josephson junctions has a unique signature in the shuttled charge quantum between the two superconductors. In the zero-bias limit Cooper pairs, each with twice the electron charge, carry the Josephson current. An applied bias $V_{SD}$ leads to multiple Andreev reflections (MAR), which in the limit of weak tunneling probability should lead to integer multiples of the electron charge $ne$ traversing the junction, with $n$ integer larger than $2{\Delta}/eV_{SD}$ and ${\Delta}$ the superconducting order parameter. Exceptionally, just above the gap, $eV_{SD}>2{\Delta}$, with Andreev reflections suppressed, one would expect the current to be carried by partitioned quasiparticles; each with energy dependent charge, being a superposition of an electron and a hole. Employing shot noise measurements in an SIS junction induced in an InAs nanowire (with noise proportional to the partitioned charge), we first observed quantization of the partitioned charge $q=e^*/e=n$, with $n=1-4$; thus reaffirming the validity of our charge interpretation. Concentrating next on the bias region $eV_{SD}{\approx}2{\Delta}$, we found a reproducible and clear dip in the extracted charge to $q{\approx}0.6$, which, after excluding other possibilities, we attribute to the partitioned quasiparticle charge. Such dip is supported by numerical simulations of our SIS structure
