The right to energy for all Europeans coalition : A case of green-red mobilization

Get PDF
This paper explores the potential for “environmental” (green) and “social” (red) European NGOs and trade unions to jointly mobilize, pursuing synergies between ecological/environmental and social goals, as well as to drive bottom-up policy change at the European Union level. The main research question is thus the fol-lowing: do European NGOs and trade unions conflict or cooperate on ‘eco-social’ challenges? To answer such question, the research focuses on the case of the ‘Right to Energy for All Europeans’ coalition. The coalition is an advocacy-oriented alliance of European social and green NGOs, as well as trade unions, aimed at eradicating energy poverty in Europe, mostly by exerting influence EU’ institutions concern-ing the “Clean Energy for All Europeans” legislative package. From a methodo-logical point of view, we rely on literature review and qualitative research methods, notably document analysis complemented by several semi-structured interviews with the members of the Coalition. We draw two main conclusions. First, bottom-up coordination is undermined by structural constraints (such as limited resources and compartmentalized policymaking), as well as by interest groups’ commitment to specific and potentially divergent interests. Indeed, coalition-building is always a strategic move and it is more likely to take the form of ad-hoc cooperation, than formalized coordination. Nevertheless, European green and social NGOs and trade unions display a cooperative attitude towards each other. This is coherent with our second finding, according to which these organizations have an incentive to cooperate, since they frequently endorse a ‘just transition’ paradigm. Con-trasting both powerful economic interests and the approach followed by Europe-an institutions, NGOs and trade unions are promoting a vision for Europe where social and environmental goals are harmoniously combined. Green-red alliances can thus be seen as bottom-up actions aimed to effectively mainstream ‘just transi-tion’ into policy demands and political strategies, hence giving their members an incentive to join

Ulnar nerve entrapment neuropathy at the elbow: decisional algorithm and surgical considerations

Summary Introduction We propose our surgical experience and the decisional algorithm we use to select the surgical procedure for the ulnar nerve entrapment at the elbow according to defined parameters. Materials and methods Between 2005 and 2007, 44 patients were operated according to our algorithm that is based both on clinical parameters, classified through the McGowan scale, and on biological ones (the nervous morphology and the amount of scar around the medial epicondyle). Patients were treated through "modified" in situ simple decompression, subcutaneous and sub muscular transpositions. Results After an average follow-up of 13.4 months, function improved by one grade in 70% of patients, two grades in 16% and there was no change in 14%. Moreover 84,8% of patients operated through the modified in situ decompression technique reported an excellent outcome. Conclusion We suggest an algorithm for uniformly treat the patients with cubital tunnel syndrome through a clinical and biological point of view. The modified in situ decompression is a safe and effective treatment for the majority of these patients reducing the risk of redo surgery

towards the enhancement of minor archaeologicalheritage

Get PDF
The research is an analysis of the recording, reconstruction and visualisation of the 3D data of a XVIII century watermill, identified in an emergency archaeological excavation during the construction of the mini-hydroelectric plant on the bank of the Adda river in the municipality of Pizzighettone (Cremona, Lombardy, Italy). The work examines the use and the potentials of modern digital 3D modelling techniques applied to archaeological heritage aimed to increase the research, maintenance and presentation with interactive products. The use of three-dimensional models managed through AR (Augmented Reality) and VR (Virtual Reality) technologies with mobile devices gives several opportunities in the field of study and communication. It also improves on-site exploration of the landscape, enhancing the "minor" archaeological sites, daily subjected to numerous emergency works and facilitating the understanding of heritage sites

Novel LoadProGen procedure for micro-grid design in emerging country scenarios: Application to energy storage sizing

Get PDF
This paper is devoted to describe the development, implementation and application of a novel procedure to properly design the electrification process in rural areas of Emerging Countries (EC). The procedure exploits a bottom-up approach, i.e. target applications are related to micro-grids devoted to satisfy the electrical needs of small communities. The procedure starts from microscopic data (i.e. single electric appliances) to effectively catch the customer needs (i.e. bottom) and it matches them with the available energy sources in the target area. In particular, a tool named LoadProGen developed by the Energy4Growing research group of Politecnico di Milano, is presented: the mathematical approach proposed is detailed and a real field case study relevant to a micro-grid deployed in Tanzania is provided. The tool is based on the gathering of information about the target area, i.e. to get information from interview and field audit, and on a stochastic approach to build up realistic estimation of the electric load profile of the considered uses. The energy needs forecast (cfr. load profile) is then adopted in a second procedure devoted to design a micro-grid capable to properly feed the loads. In this work, for sake of exemplification, this latter is supposed to be a photovoltaic based micro-grid integrated with an electrochemical storage
