    Methodological Approach to Measure the Quality of Life of the Region’s Population

    The article is devoted to the urgent problem of the regional development, i.e. to the development of methodological tools to evaluate the quality of life of the population in the region. The article considers the concept of “quality of life”, and the terms related thereto; and substantiate the author’s position with respect to the concept. The existing domestic and foreign approaches to evaluate the quality of life of the population were analyzed, and the application of the comprehensive approach was reasoned within this study. The criteria for evaluation of the quality of life of the population were distinguished. The authors proposed the methodological approach that considers not only objective indicators of the quality of life presented in the statistical reports of the Russian Federal State Statistics Service, but also employs subjective evaluations of the local population enabling more appropriate evaluation of the quality of life in the region. The methodological tools of the research include mathematical methods of statistical data processing and online survey of the population about the level of satisfaction with various aspects of their life. The methodological tools were tested using the example of the Sverdlovsk Region that is characterized both by the steady improvement of statistical indicators of the quality of life and by low satisfaction of population with certain aspects of the quality of life, which generally decreases the integrated indicator of the quality of life despite positive dynamics of social and economic development of the region and vigorous social policy of the regional authorities. The proposed methodology was used in the evaluation of the quality of life of the Sverdlovsk Region population as part of the development of the Concept of comprehensive regional program “New quality of life of Ural residents” (Decree of the Governor of the Sverdlovsk Region No. 45-UG dated January 29, 2014 “On the Concept of the life quality improvement for the Sverdlovsk Region population before 2030 year — “New quality of life of Ural residents”).The article has been prepared with the support of the grant of the Russian Foundation for Basic Research (RFBR) No. 15-06-09169 “Development of methodical measurement tools and evaluation of the impact of social, economic, medical and demographic factors on mortality rates of working-age population”

    Spin-transfer mechanism of ferromagnetism in polymerized fullerenes: AbinitioAb initio calculations

    A mechanism of the high temperature ferromagnetism in polymerized fullerenes is suggested. It is assumed that some of the C60_{60} molecules in the crystal become magnetically active due to spin and charge transfer from the paramagnetic impurities (atoms or groups), such as hydrogen, fluorine, hydroxyl group OH, amino group NH2_2, or methyl group CH3_3, dispersed in the fullerene matrix. The exchange interaction between the spins localized on the magnetically active fullerenes is evaluated using \textit{ab initio} calculations. The nearest neighbour and next nearest neighbour exchange interaction is found to be in the range 0.1÷0.30.1\div 0.3 eV, that is, high enough to account for the room temperature ferromagnetism.Comment: typos corrected, 8 pages, 3 figures, LaTe

    The integration of the accounting system for implementing world class manufacturing (WCM) principles

    This article covers relevant issues of the development of accounting information system using the principles of integrated information space under implementation of WCM management technology. High-class internationally acknowledged business affects the key approaches to implementing social, ecological and business-processes as well as information space of economic actors. Principles underlying WCM are constant improvement and elimination of waste. In this situation, the studies oriented toward the development of theoretic and methodological projects and applications for integrating accounting systems of the economic actors into one system become especially relevant. Analysis of theoretical and methodological approaches to solving this problem demonstrated that currently the issues of formation and development of the accounting system remain open. Current model of accounting system in the Russian Federation faces contradictions between new requirements and limited possibilities of the methods of traditional accounting and, consequently, the existence of qualitative, quantitative and structural changes in the development of the accounting system. Today in Russian companies there is a great number of types of accounting with a well-defined functional segment: operational, financial, managerial, statistical, fiscal as well as accounting principles IFRS/GAAP. This separation causes obstacles in the management information system and in transition to the principles WCM, creation of several duplicative uncoordinated large data of internal reporting: in parent company and its subsidiaries, head office and structural divisions of the company etc. The aim of the study is to develop methodological and methodical approaches to forming an integrated accounting system using unproductive costs and loss as an example.peer-reviewe

    Surface photometry of new nearby dwarf galaxies

    We present CCD surface photometry of 16 nearby dwarf galaxies, many of which were only recently discovered. Our sample comprises both isolated galaxies and galaxies that are members of nearby galaxy groups. The observations were obtained in the Johnson B and V bands (and in some cases in Kron-Cousins I). We derive surface brightness profiles, total magnitudes, and integrated colors. For the 11 galaxies in our sample with distance estimates the absolute B magnitudes lie in the range of -10>Mb>-13. The central surface brightness ranges from 22.5 to 27.0 mag/sq.arcsec. Most of the dwarf galaxies show exponential light profiles with or without a central light depression. Integrated radial color gradients, where present, appear to indicate a more centrally concentrated younger population and a more extended older population.Comment: accepted by A&

    Human U4/U6.U5 and U4atac/U6atac.U5 tri-snRNPs exhibit similar protein compositions

    In the U12-dependent spliceosome, the U4atac/U6atac snRNP represents the functional analogue of the major U4/U6 snRNP. Little information is available presently regarding the protein composition of the former snRNP and its association with other snRNPs. In this report we show that human U4atac/U6atac di- snRNPs associate with U5 snRNPs to form a 25S U4atac/U6atac.U5 trimeric particle. Comparative analysis of minor and major tri- snRNPs by using immunoprecipitation experiments revealed that their protein compositions are very similar, if not identical. Not only U5-specific proteins but, surprisingly, all tested U4/U6- and major tri-snRNP-specific proteins were detected in the minor tri-snRNP complex. Significantly, the major tri- snRNP-specific proteins 65K and 110K, which are required for integration of the major tri-snRNP into the U2-dependent spliceosome, were among those proteins detected in the minor tri-snRNP, raising an interesting question as to how the specificity of addition of tri-snRNP to the corresponding spliceosome is maintained. Moreover, immunodepletion studies demonstrated that the U4/U6-specific 61K protein, which is involved in the formation of major tri-snRNPs, is essential for the association of the U4atac/U6atac di-snRNP with U5 to form the U4atac/U6atac.U5 tri-snRNP. Subsequent immunoprecipitation studies demonstrated that those proteins detected in the minor tri-snRNP complex are also incorporated into U12-dependent spliceosomes. This remarkable conservation of polypeptides between minor and major spliceosomes, coupled with the absence of significant sequence similarity between the functionally analogous snRNAs, supports an evolutionary model in which most major and minor spliceosomal proteins, but not snRNAs, are derived from a common ancestor
