    NATO Missile Defense and the European Phased Adaptive Approach: The Implications of Burden-Sharing and the Underappreciated Role of the U.S. Army

    View the Executive SummaryIn 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies\u27 part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington’s decision to cancel Phase 4 of that framework.https://press.armywarcollege.edu/monographs/1515/thumbnail.jp

    CiperCode: A Visual Tagging SDK

    This paper describes the design and implementation of a visual tagging SDK which can be used to create customized tags and tag decoders. Its aim is to extend the usability of visual tags by increasing the efficiency at which the tags are processed and by incorporating encryption. The SDK consists of three core components namely, the Tag Generator module, Image Enhancement module and the Tag decoder module. The efficiency and accuracy of the SDK was evaluated under varying light intensities and the results are presented in this paper

    A Gesture Driven 3D Interface

    3D visualisation systems have a wide variety of applications, particularly as teaching and simulation tools in a broad range of fields. Manipulation of 3D objects using current regular input devices can be tricky and impractical. While various less common interfaces and methods for the manipulation of 3D objects do exist, many of these are expensive and impractical for the common user. We present a camera-based application where the user can use hand gestures to manipulate and translate objects in a 3D visualisation system in real time. We also provide a highly useable gesture vocabulary by conducting a Wizard of Oz usability experiment. We present a way of interacting with 3D objects by means of a simple and intuitively easy to use interface through the use of hand gestures

    Development of Engineered Cementitious Composites with Conductive Inclusions for Use in Self-sensing Applications

    The mechanical and a.c. electrical properties of a new varietal of engineered cementitious composite (ECC) incorporating conductive inclusions are presented. Electrical measurements were undertaken over a wide frequency range while curing and when under uniaxial tensile loading to study the influence of ongoing hydration and multiple microcrack formation on the composite electrical impedance. When presented in Nyquist format, the work shows that conductive inclusions reduce the bulk resistance of the composite while enhancing its polarizability, transforming the classic, single-arc bulk response of typical cement-based materials to a two-arc response. The bulk resistance was shown to increase with time and damage, the former being due to refinement of pore-structure during hydration. Conductive inclusions smaller than the average microcrack width of ECC were shown to improve the sensitivity of the composite to cracking, while those with high aspect ratio resulted in better electrical continuity at low volume fractions

    Melatonin Chimeras Alter Reproductive Development and Photorefractoriness in Siberian Hamsters

    Nightly melatonin (MEL) durations > 8 h provoke gonadal regression and decreases in body mass, whereas signals < 7 h stimulate gonadal and somatic growth in male Siberian hamsters. The authors sought to determine the minimum frequency of short MEL signals sufficient to induce the long-day phenotype in several photoperiodic traits. D,L-propranolol (hereafter propranolol) injections shortened MEL signals on the night of treatment without altering MEL on the subsequent night; this permitted interpolation of short MEL signals at variable frequencies against a background of long MEL signals (chimeras). Hamsters kept in short days (10 h light/day, 10L) were injected with propranolol 6 h after dark onset for 28 consecutive weeks beginning at 30 days of age (Week 0) either every other day or once every 3, 6, or 9 days. Control animals were injected with saline or with propranolol during the light phase or were transferred to long days (16L) at Week 0. Hamsters in 16L underwent rapid gonadal development and increases in body mass and displayed summer pelage color, as did hamsters treated with propranolol every other day. Animals treated with propranolol less frequently than every other day uniformly maintained undeveloped gonads and winter-like body weights, but pelage color becameproportionately darker with increased frequency of propranolol treatments. The onset of spontaneous testicular development in 10L was unaffected by propranolol injections. After termination of injections at Week 28, testicular regression was not observed in most 10L animals that previously had undergone spontaneous testicular development; however, 40% of hamsters that had been injected with propranolol every 3rd night did manifest the winter phenotype after Week 28. In an alternating sequence, short MEL signals completely override long signals and induce the summer phenotype. Threshold frequencies differ for MEL stimulation of long-day pelage and gonadal phenotypes.     Non Abelian Geometrical Tachyon

    We investigate the dynamics of a pair of coincident D5 branes in the background of kk NS5 branes. It has been proposed by Kutasov that the system with a single probing D-brane moving radially in this background is dual to the tachyonic DBI action for a non-BPS Dp brane. We extend this proposal to the non-abelian case and find that the duality still holds provided one promotes the radial direction to a matrix valued field associated with a non-abelian geometric tachyon and a particular parametrization for the transverse scalar fields is chosen. The equations of motion of a pair of coincident D5 branes moving in the NS5 background are determined. Analytic and numerical solutions for the pair are found in certain simplified cases in which the U(2) symmetry is broken to U(1)Ă—U(1)U(1) \times U(1) corresponding to a small transverse separation of the pair. For certain range of parameters these solutions describe periodic motion of the centre of mass of the pair 'bouncing off' a finite sized throat whose minimum size is limited by the D5 branes separation.Comment: 18 pages, 2 figures, PdfLatex: references added.accepted for publication in JHE

    Cross-validation of a Prediction Equation for Energy Expenditure of an Acute Resistance Exercise Bout

    Previously, our laboratory introduced a regression equation for predicting net kcal consumption of a resistance exercise (RE) bout: Total net kcal = 0.874(height, cm) - 0.596(age, years) - 1.016(fat mass, kg) + 1.638(lean mass, kg) + 2.461(total volume x 10-3) - 110.742 (R2 = 0.773, SEE=28.5 kcal). PURPOSE: The purpose of this study was to validate this regression equation using the same variables as predictors. METHODS: Forty-seven healthy, active subjects (23 men, 24 women, 20-58 yrs, 173.5 ± 10.5 cm, 85.5 ± 19.0 kg, VO2max 36.0 ± 8.4 ml/kg/min) were randomly divided into validation and cross-validation groups (nv = 24, ncv = 23). The validation group’s data was used to develop an equation to predict net kcal consumption, which was applied to the cross-validation group’s data to estimate net kcal consumption. Similarly, a prediction equation was derived from the cross-validation group’s raw data and applied to that of the validation group. The strength of the relationship between each group’s measured and estimated net kcal consumption was assessed via correlational analysis. RESULTS: Multiple linear regression yielded the following estimates of net kcal consumption: validation net kcal = 1.125(height, cm) – 0.662(age, years) – 0.800(fat mass, kg) + 1.344(lean mass, kg) + 2.278(total volume x 10-3) – 144.846 (R2 = 0.751, p \u3c 0.0001, SEE=29.7 kcal); cross-validation net kcal = 0.515(height, cm) - 0.520(age, years) - 1.220(fat mass, kg) + 1.995(lean mass, kg) + 2.620(total volume x 10-3) – 59.988 (R2 = 0.823, p \u3c 0.0001, SEE=29.2 kcal). These equations had a cross-validation coefficient of 0.902 and a double cross-validation coefficient of 0.863. CONCLUSION: The strong relationship between the measured and estimated net kcal consumption of both the cross-validation and validation group lead us to conclude that the regression equation derived by this laboratory is valid for estimating net energy expenditure for a total RE bout

    The HEP.TrkX Project: deep neural networks for HL-LHC online and offline tracking

    Particle track reconstruction in dense environments such as the detectors of the High Luminosity Large Hadron Collider (HL-LHC) is a challenging pattern recognition problem. Traditional tracking algorithms such as the combinatorial Kalman Filter have been used with great success in LHC experiments for years. However, these state-of-the-art techniques are inherently sequential and scale poorly with the expected increases in detector occupancy in the HL-LHC conditions. The HEP.TrkX project is a pilot project with the aim to identify and develop cross-experiment solutions based on machine learning algorithms for track reconstruction. Machine learning algorithms bring a lot of potential to this problem thanks to their capability to model complex non-linear data dependencies, to learn effective representations of high-dimensional data through training, and to parallelize easily on high-throughput architectures such as GPUs. This contribution will describe our initial explorations into this relatively unexplored idea space. We will discuss the use of recurrent (LSTM) and convolutional neural networks to find and fit tracks in toy detector data

    Characteristics and outcome of patients with newly diagnosed advanced or metastatic lung cancer admitted to intensive care units (ICUs)

    BACKGROUND: Although patients with advanced or metastatic lung cancer have poor prognosis, admission to the ICU for management of life-threatening complications has increased over the years. Patients with newly diagnosed lung cancer appear as good candidates for ICU admission, but more robust information to assist decisions is lacking. The aim of our study was to evaluate the prognosis of newly diagnosed unresectable lung cancer patients. METHODS: A retrospective multicentric study analyzed the outcome of patients admitted to the ICU with a newly diagnosed lung cancer (diagnosis within the month) between 2010 and 2013. RESULTS: Out of the 100 patients, 30 had small cell lung cancer (SCLC) and 70 had non-small cell lung cancer. (Thirty patients had already been treated with oncologic treatments.) Mechanical ventilation (MV) was performed for 81 patients. Seventeen patients received emergency chemotherapy during their ICU stay. ICU, hospital, 3- and 6-month mortality were, respectively, 47, 60, 67 and 71%. Hospital mortality was 60% when invasive MV was used alone, 71% when MV and vasopressors were needed and 83% when MV, vasopressors and hemodialysis were required. In multivariate analysis, hospital mortality was associated with metastatic disease (OR 4.22 [1.4-12.4]; p = 0.008), need for invasive MV (OR 4.20 [1.11-16.2]; p = 0.030), while chemotherapy in ICU was associated with survival (OR 0.23, [0.07-0.81]; p = 0.020). CONCLUSION: This study shows that ICU management can be appropriate for selected newly diagnosed patients with advanced lung cancer, and chemotherapy might improve outcome for patients with SCLC admitted for cancer-related complications. Nevertheless, tumors' characteristics, numbers and types of organ dysfunction should be taken into account in the decisional process before admitting these patients in ICU.Peer reviewe
