    Hybrid routing technique for a fault-tolerant, integrated information network

    The evolutionary growth of the space station and the diverse activities onboard are expected to require a hierarchy of integrated, local area networks capable of supporting data, voice, and video communications. In addition, fault-tolerant network operation is necessary to protect communications between critical systems attached to the net and to relieve the valuable human resources onboard the space station of time-critical data system repair tasks. A key issue for the design of the fault-tolerant, integrated network is the development of a robust routing algorithm which dynamically selects the optimum communication paths through the net. A routing technique is described that adapts to topological changes in the network to support fault-tolerant operation and system evolvability

    Investigation of a high speed data handling system for use with multispectral aircraft scanners

    A buffer memory data handling technique for use with multispectral aircraft scanners is presented which allows digital data generated at high data rates to be recorded on magnetic tape. A digital memory is used to temporarily store the data for subsequent recording at slower rates during the passive time of the scan line, thereby increasing the maximum data rate recording capability over real-time recording. Three possible implementations are described and the maximum data rate capability is defined in terms of the speed capability of the key hardware components. The maximum data rates can be used to define the maximum ground resolution achievable by a multispectral aircraft scanner using conventional data handling techniques

    A design approach to real-time formatting of high speed multispectral image data

    A design approach to formatting multispectral image data in real time at very high data rates is presented for future onboard processing applications. The approach employs a microprocessor-based alternating buffer memory configuration whose formatting function is completely programmable. Data are read from an output buffer in the desired format by applying the proper sequence of addresses to the buffer via a lookup table memory. Sensor data can be processed using this approach at rates limited by the buffer memory access time and the buffer switching process delay time. This design offers flexible high speed data processing and benefits from continuing increases in the performance of digital memories

    Optical and holographic storage properties of F3, Cu, and Mg-doped lithium niobate

    Several samples of iron, copper, and magnesium doped lithium niobate were tested to determine their storage properties which would be applicable to an optical data storage system and an integrated optics data preprocessor which makes use of holographic storage techniques. The parameters of interest were the diffraction efficiency, write power, write time, erase time, erase energy, and write sensitivity. Results of these parameters are presented. It was found that iron doped lithium niobate samples yielded the best results in all parameters except for a few percent higher diffraction efficiency in copper doped samples. The magnesium doped samples were extremely insensitive and are not recommended for use in holographic optical data storage and processing systems

    Does Female Representation on boards of Directors Associate with Increased Transparency and Ethical Behavior?

    This study examined the association between corporate transparency and ethical orientation of Fortune 500 companies and the number of females represented on the board of directors from 2010 annual report data. My basis for this judgment was whether or not the firm was listed on either (both) Ethisphere Magazine’s 2010 “World’s Most Corporate Citizens List”. My results indicate that, as the number of women directors increased, the probability of a corporation appearing on these lists increases. I also found that a “critical mass” of women directors was indicated by the data for Ethisphere Magazine’s but not Corporate Responsibility Magazine’s list. Finally, while being on one of these lists did not increase corporate return data in a statistically significant sense, it did dramatically reduce the level of negative returns

Greater awareness of the social and political uses of human bodies should guide our research and theory

    Extraordinary Punishment: Conditions of Confinement and Compassionate Release

    People experience severe forms of harm while incarcerated, including medical neglect, prolonged solitary confinement, sexual and physical violence, and a host of other ills. But civil rights litigation under the Eighth Amendment—the most common vehicle through which people seek to redress these harms—presents significant practical and doctrinal barriers to incarcerated plaintiffs. Most notably, the Eighth Amendment’s “deliberate indifference” standard asks not whether a person has been harmed, but instead requires plaintiffs to demonstrate a criminally reckless mental state on the part of prison officials. Further, Eighth Amendment remedies are limited to damages or injunctions, which may not adequately redress a specific harm that a person is suffering. For these reasons, the Eighth Amendment has often fallen far short of providing litigants adequate relief. At the same time, once a person is sentenced, the original sentencing judge generally has no control over whether a harm suffered in prison is remedied. However, since the passage of the First Step Act of 2018, people incarcerated in the federal system have a new vehicle for getting these kinds of claims into court: federal compassionate release. Compassionate release motions are heard by the original sentencing judge, who has the authority to reduce a person’s sentence if they can demonstrate, among other things, “extraordinary and compelling” reasons (ECRs) that warrant relief. In November of 2023, the U.S. Sentencing Commission amended the Federal Sentencing Guidelines and drastically expanded the ECR definition to include claims based on the types of harms that have been traditionally litigated under the Eighth Amendment. These changes represent a watershed reform to federal sentencing law and give district courts enormous discretion to reexamine federal sentences. Given the challenge of redressing harms under the Eighth Amendment, this Article argues that the expansion of compassionate release ECRs to encompass harmful conditions of confinement makes doctrinal sense and allows for a more appropriate remedy to harms done in prison than traditional civil remedies
