    Identification of new cataclysmic variables in the 1RXS and USNO-B1.0 catalogs

    As a result of applying the original optical variability search method on publicly available data, we have found eight new cataclysmic variables and two possible Optically Violent Variable quasars among the previously unidentified X-ray sources in the ROSAT catalog. We describe the search method and present the characteristics of the newly identified variable stars. The obtained results demonstrate the large potential of the concept of Virtual Observatory for identifying new objects of astrophysical interest.Comment: 16 pages, 11 figures, 2 tables; submitted to Astronomy Letter

    LC nanocomposites: induced optical singularities, managed nano/micro structure, and electrical conductivity

    Microstructure, phase transitions, electrical conductivity, and optical and electrooptical properties of multiwalled carbon nanotubes (NTs), dispersed in the cholesteric liquid crystal (cholesteryl oleyl carbonate, COC), nematic 5CB and their mixtures, were studied in the temperature range between 255 K and 363 K. The relative concentration X=COC/(COC+5CB)was varied within 0.0-1.0. The concentration CpC_p of NTs was varied within 0.01-5% wt. The value of X affected agglomeration and stability of NTs inside COC+5CB. High-quality dispersion, exfoliation, and stabilization of the NTs were observed in COC solvent ("good" solvent). From the other side, the aggregation of NTs was very pronounced in nematic 5CB solvent ("bad" solvent). The dispersing quality of solvent influenced the percolation concentration CpC_p, corresponding to transition between the low conductive and high conductive states: e.g., percolation was observed at Cp=1C_p=1% and Cp=0.1C_p=0.1% for pure COC and 5CB, respectively. The effects of thermal pre-history on the heating-cooling hysteretic behavior of electrical conductivity were studied. The mechanism of dispersion of NTs in COC+5CB mixtures is discussed. Utilization of the mixtures of "good" and "bad" solvents allowed fine regulation of the dispersion, stability and electrical conductivity of LC+NTs composites. The mixtures of COC and 5CB were found to be promising for application as functional media with controllable useful chiral and electrophysical properties.Comment: 10 pages, 9 figure

Annually, the number and depth of humanity's global problems is only increasing. It is proved that all global problems are interconnected and form the so-called “global syndrome”. Finding out about the global problems of humanity will help you better understand the future prospects for the development of world and individual businesses. It is determined that the world business is now in the third wave of development namely “prosumer economics”; changing views on the effectiveness of the enterprise; reorientation and transformation of mass production enterprises to small-scale or flexible production under the order of a specific consumer; transform large corporations, reorienting themselves into business structures; transition of the world business to the active use of information technologies. These trends indicate a change in the modern sustainable account a new stage of the evolutionary development of world business and modern global trends in the formation of business structures. The prerequisites for the formation of business structures are generalized. The main prerequisites for the formation of renew business structures in the context of modern globalized space are the following: permanent changes in the external and internal economic conditions of an enterprise, caused by instability of socio-economic processes in the national economy, to which it must constantly adapt;the modern enterprise must reach the mega level, becoming a subject of international relations, joining the pegonal and economic and economic associations and transnational corporations, international corporations; by increasing the convergence process as a long-term goal of convergence between countries or regions, due to the impact of globalization and the rise in investment potential, the speed of experience and technology; implementation of new ways of organizing production and marketing of products due to the rapid development of new technologies, global processes of globalization and integration; formation of a single system of international planning and distribution of material goods, the formation of a joint world-wide government in context to transformation (or merger) into a complex integrated business structure

    Comparative legal analysis of mediation in Russia and the EU

    The purpose of this article is to identify the specifics of mediation procedures, review them as extrajudicial method of conflict resolution. As the methodological basis of the research we use the synergistic, phenomenological and dialectical analysis techniques to examine the main aspects of the mediation as well as identify its principal features. As a result of the study, the authors concluded that in Russia it is necessary to take into account the international experience of mediation, legislation to support the mediation process and in some cases give it forceful character, to develop cooperation with the courts and notaries with the mediators.peer-reviewe

    Changes in acute hospital costs after employing clinical facilitators to improve stroke care in Victoria, Australia

    BackgroundHospital costs for stroke are increasing and variability in care quality creates inefficiencies. In 2007, the Victorian Government (Australia) employed clinical facilitators for three years in eight public hospitals to improve stroke care. Literature on the cost implications of such roles is rare. We report changes in the costs of acute stroke care following implementation of this program.MethodsObservational controlled before-and-after cohort design. Standardised hospital costing data were compared pre-program (financial year 2006-07) and post-program (2010-11) for all admitted episodes of stroke or transient ischaemic attack (TIA) using ICD-10 discharge codes. Costs in Australian dollars (AUD) were adjusted to a common year 2010. Generalised linear regression models were used for adjusted comparisons.ResultsA 20% increase in stroke and TIA episodes was observed: 2624 pre-program (age>75years: 53%) and 3142 post-program (age>75years: 51%); largely explained by more TIA admissions (up from 785 to 1072).     Peculiarities of inventory in public sector of economy of Ukraine

    The peculiarity of the activities of public sector institutions of the Ukrainian economy is that they are forced to form and use their resources within the approved budget of revenues and expenditures. That is why it is important to monitor the condition and preservation of the property of such institutions. The purpose of the study is to identify ways to improve the stage of preparation for the inventory and its documentation by developing and approving an internal regulation on the inventory of public sector institutions. During the study of the essence of the concept of "institutions of the public sector of the economy", the principles and features of the inventory were used methods of scientific analysis, synthesis, scientific abstraction, the method of theoretical and logical generalization. One of the methods of control over the proper storage and use of the resource base of public sector institutions is inventory. The purpose of the study is to examine ways to improve the process of preparation and documentation of inventory in public sector institutions of the Ukrainian economy. General scientific and specific methods of scientific research were used in studying the issue. The issue of conducting an inventory and qualitative reflection of its results always remains relevant. According to our study, the emphasis was on recommendations for public sector institutions to develop and implement internal regulations on inventory of assets and liabilities, which will greatly simplify their current work not only before the preparation of annual financial statements but throughout the financial year
