    Educational effectiveness and improvement in developing societies. Some experiences from the Primary Education Quality Improvement Project in Indonesia

    The improvement of education in developing societies might benefit from theory and research on educational effectiveness. ... The research evidence points at the importance of factors at the classroom level and the relatively small possibilities that the school and the above school level have to influence those factors at the classroom level. This is illustrated by the evaluation of the primary education quality improvement project in Indonesia, a project that aimed at the improvement of education through teacher professional development, provision of textbooks, community participation and management of schools. The results tend to support the general feeling about educational effectiveness. Conclusions stress the importance of the development of knowledge by (inter)national consultants, the content of the intervention - educational effectiveness and improvement and the adaptation of the knowledge to national and local circumstances - and procedural and technical knowledge how to design, implement and evaluate educational interventions.     The measurement of productivity change (or difference) is usually based on models that make use of strong assumptions such as competitive behaviour and constant returns to scale. This survey discusses the basics of productivity measurement and shows that one can dispense with most if not all the usual, neoclassical assumptions. By virtue of its structural features, the measurement model is applicable to individual establishments and aggregates such as industries, sectors, or economies.

    A large-deviations analysis of the GI/GI/1 SRPT queue

    We consider a GI/GI/1 queue with the shortest remaining processing time discipline (SRPT) and light-tailed service times. Our interest is focused on the tail behavior of the sojourn-time distribution. We obtain a general expression for its large-deviations decay rate. The value of this decay rate critically depends on whether there is mass in the endpoint of the service-time distribution or not. An auxiliary priority queue, for which we obtain some new results, plays an important role in our analysis. We apply our SRPT-results to compare SRPT with FIFO from a large-deviations point of view.Comment: 22 page

    Economics of Change in Market Structure, Conduct, and Performance The Baking Industry 1947-1958

    Baking is one of the largest industries in the United States. Its sales, which exceed 4billionannually,rankitthirdamongthefoodprocessingindustries,andthirteenthamongallmanufacturingindustries.Bakeryproductsaccountfornearly4 billion annually, rank it third among the food processing industries, and thirteenth among all manufacturing industries. Bakery products account for nearly 1 out of every $10 spent by American consumers for food. Almost half of the domestic consumption of wheat flour is in the form of bread, rolls, cake, pie, doughnuts, sweet goods, and other perishable bakery products. While this study encompasses the perishable bakery products industry as defined by the U.S. Census Bureau, it focuses primarily on wholesale markets for white bread. Since World War II, important changes have occurred in the bread baking industry. A decline in the per capita demand for bread products coupled with changes in technology and costs has affected the relationships between baking companies, their market behavior, and the resulting level of efficiency and price performance. In an industrial economy, the farming, milling, baking, retailing, and consuming functions are integrally related. Changes in the organization and practices in one may induce changes in others. The baking industry occupies a strategic position in this process, and as a result, consumers, farmers, millers, and retailers, as well as bakers themselves, have a vital interest in the way the baking industry performs. Changes in market structure and firm behavior in the baking industry have been the subject of study and concern by several interested individuals and groups. The U.S. Department of Agriculture has followed with increased concern the widening of the market margin and the declining farmer share of consumer bread prices. The Senate Agricultural Committee has completed a study of average cost and returns of bakery operations.The Federal Trade Commission has followed the pricing practices of many baking companies with frequent cease and desist orders. I\u3e The Justice Department, through periodic prosecutions, has kept baking firms aware of the limitation imposed by the antitrust laws. The Senate Subcommittee on Antitrust and Monopoly has studied the impact of discriminatory pricing by large baking companies on small independent bakers.7 The industry has encouraged economic study of the historic development of baking and changes in market organization and practices.s Most recently, the F.T.C. studied buyer concentration and the integration of retail grocery organizations into baking and other food processing industries

    Technological catch-up and strategic technology partnering in developing countries

    This paper examines the trends in strategic technology partnering (STP) by firms from developing countries over the period 1980-94. The evidence shows that a small group of countries, namely the Asian NICs and Eastern Europe dominate STP activity. We also examine differences in organisational modes and how these have evolved over time, suggesting an increasing similarity between the NICs and Triad firms. Although it has been argued that these trends demonstrate the technological and economic falling behind of most developing countries, we suggest that it may also represent fundamental differences in the economic structure of these countries and the normal process of structural upgrading with development.research and development ;

    First-order logic learning in artificial neural networks

    Artificial Neural Networks have previously been applied in neuro-symbolic learning to learn ground logic program rules. However, there are few results of learning relations using neuro-symbolic learning. This paper presents the system PAN, which can learn relations. The inputs to PAN are one or more atoms, representing the conditions of a logic rule, and the output is the conclusion of the rule. The symbolic inputs may include functional terms of arbitrary depth and arity, and the output may include terms constructed from the input functors. Symbolic inputs are encoded as an integer using an invertible encoding function, which is used in reverse to extract the output terms. The main advance of this system is a convention to allow construction of Artificial Neural Networks able to learn rules with the same power of expression as first order definite clauses.     Integrating all-optical switching with spintronics

    All-optical switching (AOS) of magnetic materials describes the reversal of the magnetization using short (femtosecond) laser pulses, and has been observed in a variety of materials. In the past decade it received extensive attention due to its high potential for fast and energy-efficient data writing in future spintronic memory applications. Unfortunately, the AOS mechanism in the ferromagnetic multilayers commonly used in spintronics needs multiple pulses for the magnetization reversal, losing its speed and energy efficiency. Here, we experimentally demonstrate `on-the-fly' single-pulse AOS in combination with spin Hall effect (SHE) driven motion of magnetic domains in Pt/Co/Gd synthetic-ferrimagnetic racetracks. Moreover, using field-driven-SHE-assisted domain wall (DW) motion measurements, both the SHE efficiency in the racetrack is determined and the chirality of the optically written DW's is verified. Our experiments demonstrate that Pt/Co/Gd racetracks facilitate both single-pulse AOS as well as efficient SHE induced domain wall motion, which might ultimately pave the way towards integrated photonic memory devices

    Dynamic Steerable Blocks in Deep Residual Networks

    Filters in convolutional networks are typically parameterized in a pixel basis, that does not take prior knowledge about the visual world into account. We investigate the generalized notion of frames designed with image properties in mind, as alternatives to this parametrization. We show that frame-based ResNets and Densenets can improve performance on Cifar-10+ consistently, while having additional pleasant properties like steerability. By exploiting these transformation properties explicitly, we arrive at dynamic steerable blocks. They are an extension of residual blocks, that are able to seamlessly transform filters under pre-defined transformations, conditioned on the input at training and inference time. Dynamic steerable blocks learn the degree of invariance from data and locally adapt filters, allowing them to apply a different geometrical variant of the same filter to each location of the feature map. When evaluated on the Berkeley Segmentation contour detection dataset, our approach outperforms all competing approaches that do not utilize pre-training.
