    Impact of Social Spending and Inter-Regional Migration on Employment Rates in Russian Regions

    Relevance. The employment level in Russia plays a crucial role in the social and economic development of regions. The federal policy of Russia is geared towards bolstering regional employment through targeted social spending and fostering balanced inter-regional migration. Analyzing the contribution of these policies to employment outcomes offers insights for shaping effective regional strategies across the Russian Federation's entities.Research Objective. This study aims to uncover the key relationships and assess the impact of inter-regional migration and social policy spending on employment dynamics in Russian regions.Methods and Data. Our research is based on a dataset encompassing 83 Russian regions spanning from 2000 to 2021. The study relies on the data sourced from the Treasury of the Russian Federation, the Ministry of Finance, and the Federal State Statistics Service. To model these dynamics, we employ simultaneous quantile regression with bootstrapped standard error.Results. Inter-regional migration tends to exert a negative influence on regional employment rates in most cases. Public spending on social policy, on the other hand, contributes to employment gains in regions with relatively healthier employment rates, while exhibiting less efficacy in regions dealing with more significant employment challenges. Western regions, characterized by more favorable employment situations and higher economic development, tend to be more attractive to migrants.Conclusion. Current trends in inter-regional migration demonstrate diminished effectiveness in stimulating regional employment. Social policies generally boost employment in most regions, although there's still potential for improvement in areas with job disparities. Based on our findings, we propose several policy implications for both federal and regional governments to enhance employment policies in Russia

    Remote Patient Management (RPM) systems are expected to be increasingly important for chronic disease management as they facilitate monitoring vital signs of patients at their home, alerting the care givers in case of worsening. They also provide patients with educational content. RPM systems collect a lot of (different types of) data about patients, providing an opportunity for personalizing information services. In our recent work we highlighted the importance of using available information for personalization and presented a possible next generation RPM system that enables personalization of educational content and its delivery to patients. We introduced a generic methodology for personalization and emphasized the role of knowledge discovery (KDD). In this paper we focus on the necessity of the second-order adaptation mechanisms in the RPM systems to address the challenge of continuous on-line (re)learning of actionable patterns from the patient data

    Spelling Norms of the Yakut language and Speech Practice of Ulus (District) Newspapers

    The aim of the study is to identify and typologize the violations of orthographic norms in the Yakut language in the materials of ulus (district) newspapers. In order to achieve this goal, the following tasks are envisaged: 1) selection of ulus (district) Yakut-language newspapers for monitoring; 2) orthographic review of newspaper materials; 3) evaluation of the frequency of use and forms of spelling (In Russian script / fonetized form) of borrowed words in ulus (district) newspapers; 4) analysis of typical violations of Yakut orthography rules in ulus (district) newspapers. The scientific novelty of the research lies in the fact that it describes typical violations and deviations from orthographic norms of the Yakut language in the materials of ulus (district) newspapers. Particular attention is paid to the spelling of words borrowed from the Russian language. During the analysis we have come to the conclusion that in ulus (district) newspapers the spelling in phonetic form of many widely used borrowed words, whose bases were previously transmitted in the media materials in their original form, has become firmly established

    On Project of School Spelling Dictionary of Yakut Language

    The project of “School spelling dictionary of the Yakut language” for secondary school students is considered. The relevance of the study is linked with the approval in 2015 in the Republic of Sakha (Yakutia) of new spelling and punctuation rules of the Yakut language, which in turn is determined by the decrease in the prestige of literacy in the eyes of young speakers of the Yakut language. It is noted that in the same year, taking into account the innovations, “Spelling dictionary of the Yakut language” was reissued, on the basis of which the school version of the spelling dictionary is developed. It is indicated that the need for the introduction of the latter is due to the school tasks of studying spelling, a large spelling dictionary being beyond them. The author substantiates the necessity of compiling a dictionary focused on the student, describes its concept and objectives, features of content and structure. The features of inclusion in the school dictionary of various lexical units, including obsolete words, dialect words, some terms, homonyms, proper names, are shown. The author demonstrates the system of marks accepted in the dictionary and the conditions for inclusion of a meaning in the dictionary entry. It is noted that the words borrowed from the Russian language are represented in the new dictionary phonetically, differently than it was accepted by tradition in the Soviet period

    On Spelling Adaptation of Initial Consonants in Russian Borrowings in Yakut Language

    The article is devoted to the problem of spelling adaptation of the words borrowed from the Russian language in the Yakut language. The aim of the research is to analyze the peculiarities of the Russian consonants transmission in the beginning of borrowed words by means of the Yakut language. The study is based on the material extracted from modern lexicographic sources: published volumes of “The Big Explanatory Dictionary of the Yakut Language” and “Spelling Dictionary of the Yakut Language.” The theoretical basis for the study are the methodological provisions of N. D. Dyachkovskiy on the description of the system of Yakut language consonants. The main methods of work are the continuous sampling method, lexicographic analysis method, descriptive method. The results of the analysis of spelling changes of Russisms that have undergone phonetic development are presented. It is shown that at the stage of adaptation, the stems of borrowings can maintain the original spelling or undergo various transformations in accordance with the principles of writing, prevailing in the theory and practice of Yakut writing. The author explains that the changes are determined by the difference in the phonetic systems of the Russian and Yakut languages. The obtained results can be used in the practice of compiling “The One-Volume Explanatory Dictionary of the Yakut Language.
