    Pemendagri No. 19 Tahun 2016 tentang Pedoman Teknis Pengelolaan Barang Milik Daerah diharapkan pemerintah daerah agar segera menyusun dan menerapkan sistem penatausahaan untuk pembukuan, inventarisasi dan melaporkan sistem milik daerah dengan menghasilkan neraca daerah dan laporan realisasi anggaran, dan menjadi dasar untuk Badan Pengelola Keuangan dan Barang Milik Daerah Kabupaten Minahasa Utara. Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui penerapan pengelolaan barang milik daerah pada Badan Pengelola Keuangan dan Barang Milik Daerah Kabupaten Minahasa Utara, apakah telah sesuai dengan Permendagri Nomor 19 Tahun 2016. Jenis penelitian dalam studi ini adalah Penelitian deskriptif. Hasil penelitian menyimpulkan bahwa Pengadaan, Penggunaan, Pemeliharaan, Pemindahtanganan, Penghapusan dan Pengendalian dan Pengawasan Barang Milik Daerah (BMD) pada (BPK-BMD) Kabupaten Minahasa Utara telah sesuai dengan Permendagri Nomor 19 Tahun 2016. (BPK-BMD) Kabupaten Minahasa Utara, pada tahun anggaran 2017 dan selanjutnya, dalam menjalankan prosedur Pengadaan, Penggunaan, Pemeliharaan, Pemindahtanganan, Penghapusan dan Pengendalian dan Pengawasan barang, tetap berpedoman pada Permendagri Nomor 19 Tahun 2016 dan pengguna barang tetap mempertahankan prosedur pemerintah mulai dari perencanaan hingga pelaporan

    Dimensions of marketplace exclusion: representations, resistances and responses

This positioning paper explains and develops the concept of marketplace exclusion, which has received little attention to date in the field of marketing and consumer research. Essentially the concept refers to the mechanisms through which certain individuals and communities are barred from the resources and opportunities provided by the market. Participation in the market and the accompanying rights and responsibilities that allow individuals to act as legitimate consumers is essential for social cohesion and social relations. However, one consequence of consumer culture has been a shift away from values of community and citizenship towards those of materialism and competition. Marketplace exclusion encompasses big questions of poverty, sexism and racism to individual consequences such as isolation and alienation. The paper examines various causes and types of exclusion and discusses key research questions and methodological issues in studying this topic. Finally, it introduces the papers included in this special issue of CMC

    Repatriation rates in Filipino seafarers: a five-year study of 6,759 cases

    Background: Studies on medical repatriation of seafarers due to illnesses and injuries have been limited. The aim of the study was to describe the epidemiology of medical repatriation among Filipino seafarers. Materials and methods: We performed a retrospective analysis of records from January 2010 to December 2014 of medical repatriations of Filipino seafarers from the claims and legal departments of different manning agencies in Manila, Philippines. Results: We analysed data from a total of 6,759 medical repatriation cases in a 5-year period, representing 174 shipping companies and 2,256 vessels. The total number of seafarers deployed from the manning agencies where we obtained data was 388,963 with the rate of medical repatriations calculated at 1.7%. We used the 10th revision of the International Statistical Classification of Diseases and Related Health Problems (ICD-10) to determine the most common causes of repatriation. We found that these were injuries (trauma), musculoskeletal disorders, gastrointestinal problems, and genitourinary illnesses. We also conducted an analysis of the most common clinical problems per organ system. Conclusions: Filipinos represent the most numerous group of seafarers in the world. Profiling their health issues may help in optimising current protocols, implementing health surveillance programs, and formulating health policies for seafaring personnel. In addition, our study results may help physicians performing pre-employment medical examinations to identify and manage conditions that are at a high risk of medical repatriation

    Shape coexistence at the proton drip-line: First identification of excited states in 180Pb

    Excited states in the extremely neutron-deficient nucleus, 180Pb, have been identified for the first time using the JUROGAM II array in conjunction with the RITU recoil separator at the Accelerator Laboratory of the University of Jyvaskyla. This study lies at the limit of what is presently achievable with in-beam spectroscopy, with an estimated cross-section of only 10 nb for the 92Mo(90Zr,2n)180Pb reaction. A continuation of the trend observed in 182Pb and 184Pb is seen, where the prolate minimum continues to rise beyond the N=104 mid-shell with respect to the spherical ground state. Beyond mean-field calculations are in reasonable correspondence with the trends deduced from experiment.Comment: 5 pages, 4 figures, submitted to Phys.Rev.

    First observation of excited states in 173Hg

    The neutron-deficient nucleus 173Hg has been studied following fusion-evaporation reactions. The observation of gamma rays decaying from excited states are reported for the first time and a tentative level scheme is proposed. The proposed level scheme is discussed within the context of the systematics of neighbouring neutron-deficient Hg nuclei. In addition to the gamma-ray spectroscopy, the alpha decay of this nucleus has been measured yielding superior precision to earlier measurements.Comment: 5 pages, 4 figure

    Practitioner accounts and knowledge production: an analysis of three marketing discourses

    Responding to repeated calls for marketing academicians to connect with marketing actors, we offer an empirically-sourced discourse analysis of the ways in which managers portray their practices. Focusing on the micro-discourses and narratives that marketing actors draw upon to represent their work we argue that dominant representations of marketing knowledge production present a number of critical concerns for marketing theory and marketing education. We also evidence that the often promoted idea of a need to close the gap between theory - as a dominant discourse - and practice, as a way of doing marketing, is problematic to pursue. We suggest that a more fruitful agenda resides in the development of a range of polyphonic and creative micro-discourses of management, promoting context, difference and individual meaning in marketing knowledge production

    Cul3 regulates cytoskeleton protein homeostasis and cell migration during a critical window of brain development

    De novo loss of function mutations in the ubiquitin ligase-encoding gene Cullin3 (CUL3) lead to autism spectrum disorder (ASD). Here, we used Cul3 mouse models to evaluate the consequences of Cul3 mutations in vivo. Our results show that Cul3 haploinsufficient mice exhibit deficits in motor coordination as well as ASD-relevant social and cognitive impairments. Cul3 mutant brain displays cortical lamination abnormalities due to defective neuronal migration and reduced numbers of excitatory and inhibitory neurons. In line with the observed abnormal columnar organization, Cul3 haploinsufficiency is associated with decreased spontaneous excitatory and inhibitory activity in the cortex. At the molecular level, employing a quantitative proteomic approach, we show that Cul3 regulates cytoskeletal and adhesion protein abundance in mouse embryos. Abnormal regulation of cytoskeletal proteins in Cul3 mutant neuronal cells results in atypical organization of the actin mesh at the cell leading edge, likely causing the observed migration deficits. In contrast to these important functions early in development, Cul3 deficiency appears less relevant at adult stages. In fact, induction of Cul3 haploinsufficiency in adult mice does not result in the behavioral defects observed in constitutive Cul3 haploinsufficient animals. Taken together, our data indicate that Cul3 has a critical role in the regulation of cytoskeletal proteins and neuronal migration and that ASD-associated defects and behavioral abnormalities are primarily due to Cul3 functions at early developmental stages

In mouse, constitutive haploinsufficiency leads to motor coordination deficits as well as ASD-relevant social and cognitive impairments. However, induction of Cul3 haploinsufficiency later in life does not lead to ASD-relevant behaviors, pointing to an important role of Cul3 during a critical developmental window. Here we show that Cul3 is essential to regulate neuronal migration and, therefore, constitutive Cul3 heterozygous mutant mice display cortical lamination abnormalities. At the molecular level, we found that Cul3 controls neuronal migration by tightly regulating the amount of Plastin3 (Pls3), a previously unrecognized player of neural migration. Furthermore, we found that Pls3 cell-autonomously regulates cell migration by regulating actin cytoskeleton organization, and its levels are inversely proportional to neural migration speed. Finally, we provide evidence that cellular phenotypes associated with autism-linked gene haploinsufficiency can be rescued by transcriptional activation of the intact allele in vitro, offering a proof of concept for a potential therapeutic approach for ASDs

    Quasiparticle alignments and alpha-decay fine structure of Pt-175

    Excited states and decay properties of 175 Pt have been investigated using the 92 Mo ( 86 Sr , 2 p n ) fusion-evaporation reaction. The JUROGAM I Îł -ray spectrometer and the GREAT spectrometer were used in conjunction with the gas-filled recoil separator RITU for the measurement of the radiation at the target and focal plane positions, respectively. Two new band structures, assigned to be based on the I π = ( 7 / 2 − ) ground state in 175 Pt, have been established and the known yrast band has been extended up to I π = ( 49 / 2 + ) . Rotational properties of the excited states in 175 Pt have been investigated within the cranked shell-model formalism. The low-frequency changes in the alignments of the positive- and negative-parity bands are interpreted as a sign of proton-pair excitations in the rotating core. Furthermore, the α -decay measurements reveal a candidate for a fourth α -decay branch in 175 Pt, feeding a non-yrast state in 171 Os
