Difficult economic situation in the country requires the government decision urgently measures aimed at improving the efficient use of available financial and material resources, including through the development of domestic production of medicines and increasing the share of the cost of their acquisition in the implementation of government programs. The study of purchases of medicines by health care organizations in Moscow Region over the past 3 years (2012 – 9 mo

Given the shortage of funds, the most common response from the authorities responsible for funding, or a desire to direct cuts in funding, or to the greatest possible diffi culty obtaining funding medical organizations involved in the implementation of the program of state guarantees the provision of free medical care to citizens. However, the desired result can be obtained without the use of quarantine measures

One of the legislative innovations aimed to reduce irregularities in public procurement, is the emergence of new actors — an «expert» and «expert organization», i.e. people with special knowledge, experience, expertise in the field of science, technology, art or craft required for the examination, as well as for auditing. Th is work is devoted to the possibility of carrying out an independent examination of drugs procurement for health care organizations is fixed

The use of different methods for analyzing the procurement of drugs for state needs made it possible to reveal the excessive range of drugs included in state contracts, as well as the low efficiency of the use of funds

According to the authors of the Federal Law of 05.04.2013 №44 -FZ «On the contract system in the procurement of goods, works and services for state and municipal needs» new rules of organization and control in procurement should be accompanied by a reduction of waste and the risk of corruption schemes by increasing the «transparency» of the bidding procedure. Performed work showed that before the implementation of the law imposed on hopes still far away, in any case, in terms of drug procurement

analysis of drug products assortment acquirable by healthcare organizations for medical treatment in hospital settings was conducted. Numerous violations of active law were detected and creation of drug assistance medical care standards was suggested as a financial spending optimization tool based on acquisition of drug products with proven clinical efficiency and minimal treatment cycle cost.

Nuclear dependence of the transverse-single-spin asymmetry for forward neutron production in polarized pp++AA collisions at sNN=200\sqrt{s_{_{NN}}}=200 GeV

During 2015 the Relativistic Heavy Ion Collider (RHIC) provided collisions of transversely polarized protons with Au and Al nuclei for the first time, enabling the exploration of transverse-single-spin asymmetries with heavy nuclei. Large single-spin asymmetries in very forward neutron production have been previously observed in transversely polarized pp++pp collisions at RHIC, and the existing theoretical framework that was successful in describing the single-spin asymmetry in pp++pp collisions predicts only a moderate atomic-mass-number (AA) dependence. In contrast, the asymmetries observed at RHIC in pp++AA collisions showed a surprisingly strong AA dependence in inclusive forward neutron production. The observed asymmetry in pp++Al collisions is much smaller, while the asymmetry in pp++Au collisions is a factor of three larger in absolute value and of opposite sign. The interplay of different neutron production mechanisms is discussed as a possible explanation of the observed AA dependence.Comment: 315 authors, 8 pages, 4 figures, 1 table. v2 is version accepted for publication in Phys. Multiplicity dependence of jet-like two-particle correlations in p-Pb collisions at sNN\sqrt{s_{NN}} = 5.02 TeV

Two-particle angular correlations between unidentified charged trigger and associated particles are measured by the ALICE detector in p-Pb collisions at a nucleon-nucleon centre-of-mass energy of 5.02 TeV. The transverse-momentum range 0.7 <pT,assoc<pT,trig< < p_{\rm{T}, assoc} < p_{\rm{T}, trig} < 5.0 GeV/cc is examined, to include correlations induced by jets originating from low momen\-tum-transfer scatterings (minijets). The correlations expressed as associated yield per trigger particle are obtained in the pseudorapidity range η<0.9|\eta|<0.9. The near-side long-range pseudorapidity correlations observed in high-multiplicity p-Pb collisions are subtracted from both near-side short-range and away-side correlations in order to remove the non-jet-like components. The yields in the jet-like peaks are found to be invariant with event multiplicity with the exception of events with low multiplicity. This invariance is consistent with the particles being produced via the incoherent fragmentation of multiple parton--parton scatterings, while the yield related to the previously observed ridge structures is not jet-related. The number of uncorrelated sources of particle production is found to increase linearly with multiplicity, suggesting no saturation of the number of multi-parton interactions even in the highest multiplicity p-Pb collisions. Further, the number scales in the intermediate multiplicity region with the number of binary nucleon-nucleon collisions estimated with a Glauber Monte-Carlo simulation.Comment: 23 pages, 6 captioned figures, 1 table, authors from page 17, published version, figures at http://aliceinfo.cern.ch/ArtSubmission/node/161
