    Enhancing Grasslands Education With Decision Support Tools

    We have successfully used Decision Support Tools (DST) relevant to the management of grazing enterprises to enhance problem solving skills of undergraduates in Australia. Tools such as GrassGroâ„¢ (Moore et al., 1997) and GrazFeedâ„¢ (Freer et al., 1997) are accessed from a central server by authorised users at many widely dispersed Universities across Australia using remote access to thin-client technology via an Internet portal. This has been supplemented with training for lecturers. Experience in developing appropriate teaching and learning materials and the reliable delivery of simulation software to many clients has enhanced learning outcomes at tertiary level. We are also trialling the use of DST to other learning sectors

    A Policy Maker’s Guide to Designing Payments for Ecosystem Services

    Over the past five years, there has been increasing interest around the globe in payment schemes for the provision of ecosystem services, such as water purification, carbon sequestration, flood control, etc. Written for an Asian Development Bank project in China, this report provides a user-friendly guide to designing payments for the provision of ecosystem services. Part I explains the different types of ecosystem services, different ways of assessing their value, and why they are traditionally under-protected by law and policy. This is followed by an analysis of when payments for services are a preferable approach to other policy instruments. Part II explains the design issues underlying payments for services. These include identification of the service as well as potential buyers and sellers, the level of service needed, payment timing, payment type, and risk allocation. Part II contains a detailed analysis of the different types of payment mechanisms, ranging from general subsidy and certification to mitigation and offset payments. Part III explores the challenges to designing a payment scheme. These include the ability to monitor service provision, secure property rights, perverse incentives, supporting institutions, and poverty alleviation

    Purchasing From Minority Small Businesses

    This article employs a transaction costs framework to analyze the problems of Minority Business Enterprise (MBE) purchasing programs. The results from field surveys of small minority firms and corporate purchasing personnel indicate that program participants face differences in transaction costs and in their preferences of ways to overcome these costs. In the majority of situations, minority firms face higher transaction costs than do their corporate purchasing counterparts. The article offers recommendations for improving the performance of MBE purchasing programs, and the policy implications for these programs are discussed

    Two new detectors are currently under construction at the Homestake Gold Mine a 140-ton Large Area Scintillation Detector (LASD) with an upper surface area of 130 square meters, a geometry factor (for an isotropic flux) of 1200 square meters, sr, and a depth of 4200 m.w.e.; and a surface air shower array consisting of 100 scintillator elements, each 3 square meters, spanning an area of approximately square kilometers. Underground, half of the LASD is currently running and collecting muon data; on the surface, the first section of the air shower array will begin operation in the spring of 1985.     The Value Orientations of Minority and Non-Minority Small Business Owners

    This study examines value orientations of minority and non-minority small business owners and contrasts their perceived similarity with corporate customers. Six categories of organizational values, including the values of collectivism, duty, rationality, novelty, materialism, and power are examined. Analyses of a sample of 252 small business firms Indicate that minority owners differ from non-minority owners in their value orientations; and are significantly different from non-minority owners in the degree to which they perceive organizational value similarity with customers. However, the levels of perceived value similarity with corporate customers did not vary among the minority groups (i.e. blacks, Hispanics, Asians, and Native Americans). An implication is that value orientation may be an important component in the process of aligning the minority business firm with its environment. Further, a value system may be guiding the behavior of the minority small business owners against the overwhelming odds of racial/ethnic dissimilarities

    Direct Detection of Products from the Pyrolysis of 2-Phenethyl Phenyl Ether

    The pyrolysis of 2-phenethyl phenyl ether (PPE, C_6H_5C_2H_4OC_6H_5) in a hyperthermal nozzle (300-1350 °C) was studied to determine the importance of concerted and homolytic unimolecular decomposition pathways. Short residence times (<100 μs) and low concentrations in this reactor allowed the direct detection of the initial reaction products from thermolysis. Reactants, radicals, and most products were detected with photoionization (10.5 eV) time-of-flight mass spectrometry (PIMS). Detection of phenoxy radical, cyclopentadienyl radical, benzyl radical, and benzene suggest the formation of product by the homolytic scission of the C_6H_5C_2H_4-OC_6H_5 and C_6H_5CH_2-CH_2OC_6H_5 bonds. The detection of phenol and styrene suggests decomposition by a concerted reaction mechanism. Phenyl ethyl ether (PEE, C_6H_5OC_2H_5) pyrolysis was also studied using PIMS and using cryogenic matrix-isolated infrared spectroscopy (matrix-IR). The results for PEE also indicate the presence of both homolytic bond breaking and concerted decomposition reactions. Quantum mechanical calculations using CBS-QB3 were conducted, and the results were used with transition state theory (TST) to estimate the rate constants for the different reaction pathways. The results are consistent with the experimental measurements and suggest that the concerted retro-ene and Maccoll reactions are dominant at low temperatures (below 1000 °C), whereas the contribution of the C_6H_5C_2H_4-OC_6H_5 homolytic bond scission reaction increases at higher temperatures (above 1000 °C)

    Ignition and Combustion Characteristics of Pure Bulk Metals: Normal-Gravity Test Results

    An experimental apparatus has been designed for the study of bulk metal ignition under elevated, normal and reduced gravity environments. The present work describes the technical characteristics of the system, the analytical techniques employed, the results obtained from the ignition of a variety of metals subjected to normal gravity conditions and the first results obtained from experiments under elevated gravity. A 1000 W xenon short-arc lamp is used to irradiate the top surface of a cylindrical metal specimen 4 mm in diameter and 4 mm high in a quiescent pure-oxygen environment at 0.1 MPa. Iron, titanium, zirconium, magnesium, zinc, tin, and copper specimens are investigated. All these metals exhibit ignition and combustion behavior varying in strength and speed. Values of ignition temperatures below, above or in the range of the metal melting point are obtained from the temperature records. The emission spectra from the magnesium-oxygen gas-phase reaction reveals the dynamic evolution of the ignition event. Scanning electron microscope and x-ray spectroscopic analysis provide the sequence of oxide formation on the burning of copper samples. Preliminary results on the effect of higher-than-normal gravity levels on the ignition of titanium specimens is presented

    Entry in the ADHD drugs market: Welfare impact of generics and me-toos

    Recent decades have seen a growth in treatments for attention deficit hyperactivity disorder (ADHD) including many branded and generic drugs. In the early 2000's, new drug entry dramatically altered market shares. We estimate a demand system for ADHD drugs and assess the welfare impact of new drugs. We find that entry induced large welfare gains by reducing prices of substitute drugs, and by providing alternative delivery mechanisms for existing molecules. Our results suggest that the success of follow-on patented drugs may come from unanticipated innovations like delivery mechanisms, a factor ignored by proposals to retard new follow-on drug approvals

    Ignition and Combustion of Bulk Metals in a Microgravity Environment

    This annual report summarizes the latest results obtained in a NASA-supported project to investigate the effect of gravity on the ignition and combustion of bulk metals. The experimental arrangement used for this purpose consists of a 1000-W xenon lamp that irradiates the top surface of cylindrical titanium and magnesium specimens, 4 mm in diameter and 4 mm in height, in a quiescent, pure-oxygen environment at 1 atm. Reduced gravity is obtained from the NASA LeRC DC-9 aircraft flying parabolic trajectories. Values of critical and ignition temperatures are obtained from thermocouple records. Qualitative observations and propagation rates are extracted from high-speed cinematography. Emission spectra of gas-phase reactions are obtained with an imaging spectrograph/diode array system. It was found that high applied heating rates and large internal conduction losses generate critical and ignition temperatures that are several hundred degrees above the values obtained from isothermal experiments. Because of high conduction and radiation heat losses, no appreciable effect on ignition temperatures with reduced convection in low gravity is detected. Lower propagation rates of the molten interface on titanium and of ignition waves on magnesium are obtained at reduced gravity. These rates are compared to theoretical results from heat conduction analyses with a diffusion/convection controlled reaction. The close agreement found between experimental and theoretical values indicates the importance of the influence of natural convection-enhanced oxygen transport on combustion rates. Lower oxygen flux and lack of oxide product removal in the absence of convective currents appear to be responsible for longer burning times of magnesium diffusion flames at reduced gravity. The accumulation of condensed oxide particles in the flame front at low gravity produces a previously unreported unsteady explosion phenomenon in bulk magnesium flames. This spherically symmetric explosion phenomenon seems to be driven by increased radiation heat transfer from the flame front to an evaporating metal core covered by a porous, flexible oxide coating. These important results have revealed the significant role of gravity on the burning of metals, and are now being used as the database for future experiments to be conducted with different metals at various pressures, oxygen concentrations and gravity levels

    Bringing out the gimp: fashioning the SM imaginary

    The intention of this article is to investigate the cultural power associated with the gimp and the gimp mask. The gimp is a clothed or costumed SM body, frequently a submissive that often wears a leather or rubber costume that covers and effectuates the entire body including the face. The gimp is also a representation of SM that circulates throughout fashion and film and other forms of popular culture. Since the gimp’s first outing and naming in the film Pulp Fiction it has become the byword for the head-to-toe leather SM look that has been appropriated by a number of designers as way of exploring and exploiting the relationship between fashion, fetishism, and transgression. As a counterpoint to the popular image of SM in fashion and film, this article also explores how the artists Catherine Opie and Robert Mapplethorpe have represented the gimp, not as an index of horror or transgressive style rather as an affirmative image of their own SM communities that, while still intended to shock, is an defiant attempt to rescue or reclaim the gimp from its negative associations
