    An Arctic Disaster and its Policy Implications

    The purpose of the research reported here is to help the community in Barrow, Alaska, clarify its vulnerability to extreme weather events, and devise better-informed policies for reducing that vulnerability and adapting to climate variability and change. We examine the worst disaster on record there - a storm that struck on 3 October 1963 - from different disciplinary perspectives and in the context of other severe storms. The major policy responses to date have been a beach nourishment program, a feasibility study of additional means of erosion control, and an emergency management plan. Additional possible responses have been identified in the community's cumulative experience of these storms, but have not yet been fully explored or implemented. Meanwhile, given inherent uncertainties, it is clear that sound policies will allow for corrective action if and when expectations based on the best available knowledge and information turn out to be mistaken. It is also clear that the people of Barrow are in the best position to understand the evolving situation and to decide what to do about it.Les travaux de recherche que l'on présente ici ont pour but d'aider la collectivité de Barrow (Alaska) à définir son degré de vulnérabilité à des conditions climatiques extrêmes, et à créer des politiques plus éclairées qui réduiraient cette vulnérabilité et favoriseraient l'adaptation à la variabilité et au changement climatiques. On examine le pire désastre jamais enregistré à cet endroit, soit une tempête qui fit rage le 3 octobre 1963, et ce, sous l'angle de différentes disciplines et dans le contexte d'autres grandes tempêtes. Jusqu'à présent, les politiques majeures d'intervention se sont résumées à un programme de recharge de plage, à une étude de faisabilité portant sur des mesures supplémentaires de lutte contre l'érosion et à un plan de gestion des situations d'urgence. L'expérience cumulative de la collectivité relative à ces tempêtes a permis de dégager d'autres interventions possibles, sans qu'elles aient toutefois été explorées à fond ou concrétisées. Entre-temps, vu les incertitudes inhérentes à ce genre de choses, il est évident que des politiques bien pensées permettront l'application de mesures correctives si et quand les prédictions fondées sur les toutes dernières connaissances et informations disponibles s'avèrent erronées. Il est en outre évident que les habitants de Barrow sont les mieux placés pour comprendre comment la situation évolue et pour décider des mesures à prendre

    Canonically conjugate pairs and phase operators

    For quantum mechanics on a lattice the position (``particle number'') operator and the quasi-momentum (``phase'') operator obey canonical commutation relations (CCR) only on a dense set of the Hilbert space. We compare exact numerical results for a particle in simple potentials on the lattice with the expectations, when the CCR are assumed to be strictly obeyed. Only for sufficiently smooth eigenfunctions this leads to reasonable results.     Local influence of boundary conditions on a confined supercooled colloidal liquid

    We study confined colloidal suspensions as a model system which approximates the behavior of confined small molecule glass-formers. Dense colloidal suspensions become glassier when confined between parallel glass plates. We use confocal microscopy to study the motion of confined colloidal particles. In particular, we examine the influence particles stuck to the glass plates have on nearby free particles. Confinement appears to be the primary influence slowing free particle motion, and proximity to stuck particles causes a secondary reduction in the mobility of free particles. Overall, particle mobility is fairly constant across the width of the sample chamber, but a strong asymmetry in boundary conditions results in a slight gradient of particle mobility.Comment: For conference proceedings, "Dynamics in Confinement", Grenoble, March 201

    Excitation and decay of projectile-like fragments formed in dissipative peripheral collisions at intermediate energies

    Projectile-like fragments (PLF:15<=Z<=46) formed in peripheral and mid-peripheral collisions of 114Cd projectiles with 92Mo nuclei at E/A=50 MeV have been detected at very forward angles, 2.1 deg.<=theta_lab<=4.2 deg. Calorimetric analysis of the charged particles observed in coincidence with the PLF reveals that the excitation of the primary PLF is strongly related to its velocity damping. Furthermore, for a given V_PLF*, its excitation is not related to its size, Z_PLF*. For the largest velocity damping, the excitation energy attained is large, approximately commensurate with a system at the limiting temperatureComment: 5 pages, 6 figure

    Robust statistics towards detection of the 21 cm signal from the Epoch of Reionization

We explore methods for robust estimation of the 21 cm signal from the Epoch of Reionization (EoR). A Kernel Density Estimator (KDE) is introduced for measuring the spatial temperature fluctuation power spectrum from the EoR. The KDE estimates the underlying probability distribution function of fluctuations as a function of spatial scale, and contains different systematic biases and errors to the typical approach to estimating the fluctuation power spectrum. Extraction of histograms of visibilities allows moments analysis to be used to discriminate foregrounds from 21 cm signal and thermal noise. We use the information available in the histograms, along with the statistical dis-similarity of foregrounds from two independent observing fields, to robustly separate foregrounds from cosmological signal, while making no assumptions about the Gaussianity of the signal. Using two independent observing fields to robustly discriminate signal from foregrounds is crucial for the analysis presented in this paper. We apply the techniques to 13 h of Murchison Widefield Array EoR data over two observing fields. We compare the output to that obtained with a comparative power spectrum estimation method, and demonstrate the reduced foreground contamination using this approach. Using the second moment obtained directly from the KDE distribution functions yields a factor of 2-3 improvement in power for k < 0.3 h Mpc-1 compared with a matched delay space power estimator, while weighting data by additional statistics does not offer significant improvement beyond that available for thermal noise-only weights

    Search for supersymmetry with a dominant R-parity violating LQDbar couplings in e+e- collisions at centre-of-mass energies of 130GeV to 172 GeV

    A search for pair-production of supersymmetric particles under the assumption that R-parity is violated via a dominant LQDbar coupling has been performed using the data collected by ALEPH at centre-of-mass energies of 130-172 GeV. The observed candidate events in the data are in agreement with the Standard Model expectation. This result is translated into lower limits on the masses of charginos, neutralinos, sleptons, sneutrinos and squarks. For instance, for m_0=500 GeV/c^2 and tan(beta)=sqrt(2) charginos with masses smaller than 81 GeV/c^2 and neutralinos with masses smaller than 29 GeV/c^2 are excluded at the 95% confidence level for any generation structure of the LQDbar coupling.Comment: 32 pages, 30 figure

    A Model for the Development of the Rhizobial and Arbuscular Mycorrhizal Symbioses in Legumes and Its Use to Understand the Roles of Ethylene in the Establishment of these two Symbioses

    We propose a model depicting the development of nodulation and arbuscular mycorrhizae. Both processes are dissected into many steps, using Pisum sativum L. nodulation mutants as a guideline. For nodulation, we distinguish two main developmental programs, one epidermal and one cortical. Whereas Nod factors alone affect the cortical program, bacteria are required to trigger the epidermal events. We propose that the two programs of the rhizobial symbiosis evolved separately and that, over time, they came to function together. The distinction between these two programs does not exist for arbuscular mycorrhizae development despite events occurring in both root tissues. Mutations that affect both symbioses are restricted to the epidermal program. We propose here sites of action and potential roles for ethylene during the formation of the two symbioses with a specific hypothesis for nodule organogenesis. Assuming the epidermis does not make ethylene, the microsymbionts probably first encounter a regulatory level of ethylene at the epidermis–outermost cortical cell layer interface. Depending on the hormone concentrations there, infection will either progress or be blocked. In the former case, ethylene affects the cortex cytoskeleton, allowing reorganization that facilitates infection; in the latter case, ethylene acts on several enzymes that interfere with infection thread growth, causing it to abort. Throughout this review, the difficulty of generalizing the roles of ethylene is emphasized and numerous examples are given to demonstrate the diversity that exists in plants
