SBASI: Actuated pyrotechnic time delay initiator
A precision pyrotechnic time delay initiator for missile staging was developed and tested. Incorporated in the assembly is a single bridgewire Apollo standard initiator (SBASI) for initiation, a through-bulkhead-initiator to provide isolation of the SBASI output from the delay, the pyrotechnic delay, and an output charge. An attempt was made to control both primary and secondary variables affecting functional performance of the delay initiator. Design and functional limit exploration was performed to establish tolerance levels on manufacturing and assembling operations. The test results demonstrate a 2% coefficient of variation at any one temperature and an overall 2.7% coefficient of variation throughout the temperature range of 30 to 120 F. Transition Probabilities Of Astrophysical Interest In The Niobium Ions Nb+ And Nb2+
Aims. We attempt to derive accurate transition probabilities for astrophysically interesting spectral lines of Nb II and Nb III and determine the niobium abundance in the Sun and metal-poor stars rich in neutron-capture elements. Methods. We used the time-resolved laser-induced fluorescence technique to measure radiative lifetimes in Nb II. Branching fractions were measured from spectra recorded using Fourier transform spectroscopy. The radiative lifetimes and the branching fractions were combined yielding transition probabilities. In addition, we calculated lifetimes and transition probablities in Nb II and Nb III using a relativistic Hartree-Fock method that includes core polarization. Abundances of the sun and five metal-poor stars were derived using synthetic spectra calculated with the MOOG code, including hyperfine broadening of the lines. Results. We present laboratory measurements of 17 radiative lifetimes in Nb II. By combining these lifetimes with branching fractions for lines depopulating the levels, we derive the transition probabilities of 107 Nb II lines from 4d(3)5p configuration in the wavelength region 2240-4700 angstrom. For the first time, we present theoretical transition probabilities of 76 Nb III transitions with wavelengths in the range 1430-3140 angstrom. The derived solar photospheric niobium abundance log epsilon(circle dot) = 1.44 +/- 0.06 is in agreement with the meteoritic value. Sampling, Intervention, Prediction, Aggregation: A Generalized Framework for Model-Agnostic Interpretations
Model-agnostic interpretation techniques allow us to explain the behavior of
any predictive model. Due to different notations and terminology, it is
difficult to see how they are related. A unified view on these methods has been
missing. We present the generalized SIPA (sampling, intervention, prediction,
aggregation) framework of work stages for model-agnostic interpretations and
demonstrate how several prominent methods for feature effects can be embedded
into the proposed framework. Furthermore, we extend the framework to feature
importance computations by pointing out how variance-based and
performance-based importance measures are based on the same work stages. The
SIPA framework reduces the diverse set of model-agnostic techniques to a single
methodology and establishes a common terminology to discuss them in future
work
The moisture effect on 223Ra and 224Ra measurements using Mn-cartridges
Important processes in the ocean can be evaluated with radioactive nuclides, including radium isotopes. An approach for quantifying radium isotopes in seawater with in-situ pumps has been developed in advance of the GEOTRACES program [1]. Precise measurements of 223Ra and 224Ra by means of the delayed coincidence counting system (RaDeCC) [2] are dependent on the moisture content of the medium [3]. In order to verify the optimum moisture content for this new approach, a set of measurements of the Mn-cartridge standards under different moisture conditions was conducted, as this was done previously for acrylic fiber. At a time, an amount of water equivalent to 5% of the cartridges weight was added, and the activities were determined.
The variation of 224Ra activity occurs mainly between 0 to 15% of humidity. Under moisture conditions higher than 15%, the emanation efficiency reaches an optimum plateau until 100% of moisture. This result differs slightly from those found for 224Ra measurements using the acrylic fiber (plateau from 30 to 100 %) [3].
The 223Ra Mn-cartridge standard reaches the plateau under 5% of humidity, and above 50% moisture the activity seems to decrease. Considering the counting error (7%), it is hard to state that the effect of the moisture is critical. However, this decrease can be related to the shorter half-life of the 219Rn compared to the time needed to its diffusion through the water film, which could be a reason for the frequently observed lower efficiency of the 223Ra channel of the RaDeCC system [4].

Tubular SOFC and SOFC/gas turbine combined cycle status and prospects
Presently under fabrication at Westinghouse for a consortium of Dutch and Danish utilities is the world`s first 100 kWe Solid Oxide Fuel Cell (SOFC) power generation system. This natural gas fueled experimental field unit will be installed near Arnhem, Netherlands, at an auxiliary district heating plant. Electrical generation efficiency of this simple cycle atmospheric pressure system will approach 50% [net ac/LHV]. For larger capacity systems, the horizon for the efficiency (atmospheric pressure) is about 55%. Pressurization would increase the efficiency. Objectives of the analyses reported were: (1) to document the improved performance potential of the two shaft turbine cycle given access to a better recuperator and lower lead losses, (2) to assess the performance of PSOFC/GT combined cycles in the 3 MW plant application that are based on use of a simple single shaft gas turbine having a design-point turbine inlet temperature that closely matches the temperature of the SOFC exhaust gas (about 850 C), (3) to estimate the performance potential of smaller combined cycle power plants employing a single SOFC submodule, and (4) to evaluate the cogeneration potential of such systems

Fractional Loop Group and Twisted K-Theory
We study the structure of abelian extensions of the group of
-differentiable loops (in the Sobolev sense), generalizing from the case of
central extension of the smooth loop group. This is motivated by the aim of
understanding the problems with current algebras in higher dimensions. Highest
weight modules are constructed for the Lie algebra. The construction is
extended to the current algebra of supersymmetric Wess-Zumino-Witten model. An

Fredholm determinants and the statistics of charge transport
Using operator algebraic methods we show that the moment generating function
of charge transport in a system with infinitely many non-interacting Fermions
is given by a determinant of a certain operator in the one-particle Hilbert
space. The formula is equivalent to a formula of Levitov and Lesovik in the
finite dimensional case and may be viewed as its regularized form in general.
Our result embodies two tenets often realized in mesoscopic physics, namely,
that the transport properties are essentially independent of the length of the
