Certain Opinions of the Central Committee of the Chinese Communist Party [and the] State Council on Promoting the Stable Development of Agriculture and Continuing to Increase Farmers\u27 Income in 2009
The following is a translation of Certain Opinions of the State Council [and the] Central Committee of the Chinese Communist Party (âCCPâ) on Promoting the Stable Development of Agriculture and Continuing to Increase Farmersâ Incomes in 2009 (â2009 No. 1 Documentâ), which the CPC Central Committee and the State Council promulgated on December 31, 2008, and made public on February 2, 2009. It calls on âevery region and every departmentâ to seriously study the blueprint created by the Third Plenary Session of the CPCâs 17th Central Committee, namely the Decision on Certain Issues Concerning the Advancement of Rural Reform and Development (â2008 Decisionâ). Compared to the 2008 Decision, the 2009 No. 1 Document covers a narrower range of issues, but provides greater detail. It mainly focuses on support and protection of agriculture, increase of agricultural production, material support and service systems for agriculture, basic rural management systems, and unifying social and economic development of rural and urban areas. It is notable that the 2009 No.1 Document uses language similar to that of the 2008 Decision in several places. The 2009 No. 1 Document contains descriptions of general and specific goals as well as implementation measures related to improving the situation of Chinaâs countryside. On the standing wave mode of giant pulsations
Both odd-mode and even-mode standing wave structures have been proposed for giant pulsations. Unless a conclusion is drawn on the field-aligned mode structure, little progress can be made in understanding the excitation mechanism of giant pulsations. In order to determine the standing wave mode, we have made a systematic survey of magnetic field data from the AMPTE CCE spacecraft and from ground stations located near the geomagnetic foot point of CCE. We selected time intervals when CCE was close to the magnetic equator and also magnetically close to Syowa and stations in Iceland, and when either transverse or compressional Pc 4 waves were observed at CCE. Magnetograms from the ground stations were then examined to determine if there was a giant pulsation in a given time interval. One giant pulsation was associated with a compressional wave, while no giant pulsation was observed in association with transverse wave events. The CCE magnetic field record for the giant pulsation exhibited a remarkable similarity to a giant pulsation observed from the ATS 6 geostationary satellite near the magnetic equator (Hillebrand et al., 1982). In agreement with Hillebrand et al., we conclude that the compressional nature of the giant pulsation is due to an odd-mode standing wave structure. This conclusion places a strong constraint on the generation mechanism of giant pulsations. In particular, if giant pulsations are excited through the drift bounce resonance of ions with standing AlfvĂ©n waves, Ï - mÏd = ±NÏb, where Ï is the wave frequency, m is the azimuthal wave number, Ïd is the ion drift frequency,N is an integer, and Ïb is the ion bounce frequency, then the resonance must occur at an even N
A Current Review of Chinese Land-Use Law and Policy: A Breakthrough in Rural Reform?
Three decades ago, China moved from a communal system of farming to a system that granted more extensive land-use rights to individual households, starting rural China on a path to greater prosperity. Today, however, the law and policy promulgated by the Chinese government prevents farmers from fully realizing this prosperity. The Land Administration Law gives farmers thirty-year contractual rights to the land they farm and the Law on Rural Land Contracting strengthens this right by more specifically enumerating requirements for land contracting and the transfer of contractual rights. Nevertheless, the rural-urban gap is the worst it has been in decades and rural Chinese are left behind to watch their urban counterparts enjoy Chinaâs recent economic success. Realizing the need for rural reform, the government has issued two policy directives that outline measures to increase land tenure security with the goals of doubling farmersâ incomes by 2020 and maintaining the countryâs grain supply. While these documents are well intentioned, they are insufficient to fully address rural issues surrounding land tenure rights and do not represent a breakthrough in rural land reform. In order for the policy directives to be more effective, the Chinese government should define who exercises collective ownership rights over farmland, implement a rural registration system, and educate farmers concerning that system. By taking these steps, China will better ensure that conditions in its rural areas will begin to match the prosperity that was envisioned for them thirty years ago
Emergent intertransaction association rules for abnormality detection in intelligent environments
This paper is concerned with identifying anomalous behaviour of people in smart environments. We propose the use of emergent transaction mining and the use of the extended frequent pattern tree as a basis. Our experiments on two data sets demonstrate that emergent intertransaction associations are able to detect abnormality present in real world data and that both short and long term behavioural changes can be discovered. The use of intertransaction associations is shown to be advantageous in the detection of temporal associationanomalies otherwise not readily detectable by traditional "market basket" intratransaction mining

The purpose of this study is to identify the physical sources of the major disturbance in the observatory annual means caused by the external geomagnetic field. The observatory annual means are widely used, especially in the modeling of the main field and its secular variations, although it is known that they are contaminated by parts of the field that come from outside the Earth. We consider data from 46 European observatories spanning the time period 1960â2001. The core field was removed using the Comprehensive Model, CM4 (Sabaka et al., 2004). With a suitable parameterization of the POMME model (Maus et al., 2005), we were able to reconstruct the signal of the residuals which can be linked to the ring current. This investigation paves a way for the more detail study of the external field influence on the observatory annual means, which as a consequence can bring a proposal for their correction.Cilj ovog rada je identificirati fizikalne izvore glavnih poremeÄaja u godiĆĄnjim srednjim vrijednostima s opservatorija, a uzrokovanih vanjskim magnetskim poljem. Opservatorijske godiĆĄnje srednje vrijednosti su u ĆĄirokoj uporabi, posebno pri modeliranju glavnog polja i njegovih sekularnih promjena, mada je poznato da sadrĆŸe utjecaje polja Äiji su izvori izvan Zemlje. Razmatramo podatke s 46 Europskih opservatorija u razdoblju 1960â2001. Polje jezgre je otklonjeno koristeÄi Comprehensive Model, CM4 (Sabaka et al., 2004). S adekvatnom parametrizacijom POMME modela (Maus et al., 2005) uspjeli smo rekonstruirati signal reziduala koji se moĆŸe povezati sa prstenastom strujom (ring current).
