    Análise do processo histórico do planejamento da política pública cultural brasileira.

Economia.O trabalho de investigação teve como objeto a política cultural brasileira e objetivou melhor compreender o processo histórico institucional do planejamento da previsão e da execução orçamentária dos gastos entre 1930 e 2010. O período estudado compreende o contexto político do primeiro movimento institucional no setor da cultura com a criação do Conselho Nacional de Cultura (CNC) no primeiro governo de Getúlio Vargas, até a consolidação do Sistema Federal de Cultura (SFC) no segundo governo de Luiz Inácio Lula em 2010. A pesquisa objetivou identificar os elementos determinantes da problemática ineficiência que envolveu a política cultural do Estado brasileiro nestes diferentes períodos de governo. A análise buscou identificar as políticas e os critérios de aplicação dos recursos orçamentários no apoio e incentivo aos planos, programas e projetos na pasta do Ministério da Cultura. O plano de descrição da pesquisa estrutura de forma complementar a análise de como a ineficiência institucional afetou de forma significativa as propostas e os mecanismos de atuação criados no âmbito do Ministério da Cultura. Os resultados das análises comparativas dos diferentes órgãos colegiados demonstraram que, mesmo responsáveis pelo planejamento da política pública nacional de cultura, atuaram de maneira descontínua e fragmentada, aonde a classe artística participava mais próxima ou mais distante do centro idealizador das políticas públicas, gerava causalidade sobretudo pela diferença com que o tema “cultura” era tratado, e do fraco apoio e baixo volume de recursos nos programas disponibilizados para financiar projetos culturais

    METROPOLITAN AGRICULTURE, SOCIO-DEMOGRAPHIC DYNAMICS AND THE FOOD-CITY RELATIONSHIP IN SOUTHERN EUROPE

    Peri-urban agriculture is a pivotal issue in the debate on sustainable management of land in metropolitan regions worldwide. Multiple socioeconomic and environmental solutions introduced by new models of peri-urban agriculture are playing an important role in planning and management of fringe land. The recent development of peri-urban agriculture in Southern European cities was supposed to reflect latent, crisis-driven processes of 'coming back to land': new land has been extensively cultivated, and new relations have been created between farmers, communities and territories within peri-urban areas. This study describes some relevant experiences of peri-urban farming in 6 metropolitan regions (Lisbon, Barcelona, Marseille, Rome, Athens, Istanbul) representative of different socioeconomic contexts in Southern Europe, outlining strengths and weaknesses in the use of fringe land for cropping, and evidencing relevant implications for urban sustainability

    Multiphysics‐Enabled Liquid State Thermal Harvesting: Synergistic Effects between Pyroelectricity and Triboelectrification

    Energy consumption levels show a never-ending increase since the industrial era. Toward sustainability objectives, it is of outstanding importance to reduce the amount of wasted energy, that typically comes as waste heat, as a consequence of nonunitary efficiency of any thermodynamic process. Herein, a breakthrough in conversion of low enthalpy heat into electricity is presented, based on a liquid state device that operates through multiphysics effects: thermomagnetic advection, triboelectricity, pyroelectricity, and Ludwig–Sorét effect. A synergistic interaction between ferroelectric surfaces and a complex composition colloidal suspension is evidenced, owing to an enhancement of the generated potential of 365% in comparison with pyroelectric effect and 267% in comparison with triboelectric effect, while the current extracted is 54% higher than the pyroelectric effect only and the power extracted by induction remains substantially unperturbed. The impact of this technology on society is also analyzed, on the basis of a set of practical applications, by means of a computational analysis

    Surface-acoustic-wave counterflow micropumps for on-chip liquid motion control in two-dimensional microchannel arrays.

    Fully controlled liquid injection and flow in hydrophobic polydimethylsiloxane (PDMS) two-dimensional microchannel arrays based on on-chip integrated, low-voltage-driven micropumps are demonstrated. Our architecture exploits the surface-acoustic-wave (SAW) induced counterflow mechanism and the effect of nebulization anisotropies at crossing areas owing to lateral propagating SAWs. We show that by selectively exciting single or multiple SAWs, fluids can be drawn from their reservoirs and moved towards selected positions of a microchannel grid. Splitting of the main liquid flow is also demonstrated by exploiting multiple SAW beams. As a demonstrator, we show simultaneous filling of two orthogonal microchannels. The present results show that SAW micropumps are good candidates for truly integrated on-chip fluidic networks allowing liquid control in arbitrarily shaped two-dimensional microchannel arrays

    From gridmap-file to VOMS: managing authorization in a Grid environment

    Grids are potentially composed of several thousands of users from different institutions sharing their computing resources (or using resources provided by third parties). Controlling access to these resources is a difficult problem, as it depends on the policies of the organizations the users belong to and of the resource owners. Moreover, a simple authorization implementation, based on a direct user registration on the resources, is not applicable to a large scale environment. In this paper, we describe the solution to this problem developed in the framework of the European DataGrid [M. Draoli, G. Mascari, R. Piccinelli, Project Presentation, DataGrid-11-NOT-0103-_1] and DataTAG [http://www.datatag.org/] projects: the Virtual Organization Membership Service (VOMS) [R. Alfieri, et al., Managing Dynamic User Communities in a Grid of Autonomous Resources, TUBT005, in: Proceedings of the CHEP 2003, 2003]. VOMS allows a fine grained control of the use of the resources both to the users' organizations and to the resource owners

    Single-step Au-catalysed synthesis and microstructural characterization of core-shell Ge/In-Te nanowires by MOCVD

    We report on the self-assembly of core-shell Ge/In-Te nanowires (NWs) on single crystal Si substrates by Metalorganic Chemical Vapour Deposition (MOCVD), coupled to the Vapour-Liquid-Solid (VLS) mechanism, catalysed by Au nanoparticles (NPs). The NWs are formed by a crystalline Ge core and an InTe (II) shell, have diameters down to 15 nm and show <110> oriented growth direction. The role of the MOCVD process parameters and of the NPs size in determining the NWs core-shell microstructure and their alignment was investigated by high-resolution TEM, EDX, XRD and Raman spectroscopy
