Policiamento de manifestações: Repertório da ação policial em São Paulo (2013–2016)

After the cycle of protests that brought crowds to the streets in 2013 and demonstrated the violent character of the police with protesters, police practices in demonstrations began to be monitored by civil society. This paper analyzes the field of policing demonstrations and the context of the protests that occurred in São Paulo, based on the reports of the NGO Article 19, in order to present the tactics used by the police. Thus, it was possible to conclude that the police specialized in detention and vigilantism tactics, as well as using "strategic incapacitation" with autonomist movements.Após o ciclo de protestos que levou multidões às ruas em 2013 e demonstrou o caráter violento da polícia com os manifestantes, as práticas policiais em manifestações passaram a ser monitoradas pela sociedade civil. Esta pesquisa analisa o campo do policiamento de manifestações e o contexto dos protestos ocorridos de 2013 a 2016, em São Paulo, com base nos relatórios da ONG Artigo 19, a fim de apresentar as táticas utilizadas pela polícia. Assim, foi possível concluir que a polícia se especializou nas táticas de detenção e vigilantismo, além de utilizar da "incapacitação estratégica" com movimentos autonomistas

A Questão da Transparência em Organizações da Sociedade Civil

The aim of this research was to analyze the disclosure level of the representative organizational responsibility information - economic and financial, social and environmental - Entities of Social Interest, As civil society organizations based on Federal Law 13,019 / 14. The research was done through the creation of representative indicators of information of each of the categories. Then, the non-participant observation, content analysis was carried out to identify the presence or absence of indicators on electronic pages Internet of two Entities of Social Interest: the LBV and the AACD. Further, attributed to weight one to the highlighted window and zero for the non-disclosure, which resulted in disclosure indices by category and general organizational responsibility for each NGO. The results demonstrate that the LBV shows more than AACD in all categories, featuring efficient accountability to their stakeholders. A factor that may represent return in the form of greater organizational legitimacy.O objetivo da presente pesquisa foi analisar o nível de evidenciação de informações representativas de responsabilidade organizacional – econômicas e financeiras, sociais e ambientais – das Entidades de Interesse Social, tidas como organizações da sociedade civil a partir da Lei Federal nº 13.019/14. A pesquisa foi feita por meio da criação de indicadores representativos de informações de cada uma das categorias. Depois, pela observação não participante, procedeu-se análise de conteúdo para identificar a presença ou não dos indicadores nas páginas eletrônicas de internet de duas Entidades de Interesse Social: a LBV e a AACD. Na sequência, atribuiu-se peso um para o indicador evidenciado e zero para o não evidenciação, o que resultou em índices de evidenciação por categoria e geral de responsabilidade organizacional para cada uma das entidades. Os resultados demonstram que a LBV evidencia mais do que a AACD em todas as categorias, caracterizando prestação de contas eficiente para seus públicos de interesse. Fator esse que pode representar retorno em forma de maior legitimidade organizacional

Silence at work, stitching the weight of modest materials

Coudre le poids des matériaux modestes est l’enjeu plastique de mon travail depuis plusieurs années. Par une extraction et une exploration du modeste au sein d’assemblages cousus, s’est ouvert un questionnement sur la sculpture. La thèse Du silence à l’ouvrage, témoigne de leur passage de futiles à surfaces planes au sein de suspensions et interroge leur fragilité et poids théorique. En détournant les usages traditionnels, je couds des assemblages qui silencieusement interroge le quotidien, le savoir-faire, l’ordre apparent des choses et des représentations. Je tisse une constellation d’interprétations, de formes et de références dont la force symbolique et politique se révèle dans le modeste. Les formes sculpturales découlent de ce préexistant, négocient avec lui et l’agencent. Elles ne naissent pas d’une modification provenant de l’extérieur mais de la matérialité des matériaux les composant. Une chute où les matières racontent leur tragédie et épuisent leur possible, pour devenir des formes empathiques aux poids symboliques. A alquimia nos livros didáticos de química do 1º ano do ensino médio aprovados pelo Programa Nacional do Livro Didático : uma análise à luz da historiografia tradicional

Neide Maria Michellan KiouranisDissertação (mestrado em Educação para a Ciência e a Matemática) - Universidade Estadual de Maringá, 2020RESUMO: A presente pesquisa se volta a um tema da História da Química, a Alquimia, que na maioria das vezes, não é estudado com o devido aprofundamento, herança da antiga historiografia, caracterizada como anacrônica, ou seja, o passado é visto através do presente, carregando a concepção de progresso da ciência. Em contrapartida, considerando a nova historiografia da ciência, é possível estudar como cada cultura e cada comunidade científica construíram suas formas de ver o mundo. A Alquimia se desenvolveu em contextos variados e em diversos lugares do mundo e os praticantes da "Grande Arte", denominados alquimistas, tinham como principal objetivo, o alcance da "Grande Obra". Em outras palavras, seria transformar metais menos nobres em ouro e prata e obter o elixir da longa vida, capaz de curar todos os males. A Alquimia, uma cosmologia que se manteve viva e atuante, sendo capaz de solucionar as dúvidas e anseios em relação à natureza, após sua ruptura abriu- se um longo e complexo caminho para a consolidação da Química como Ciência Moderna. Considerando a importância da Alquimia e seu contexto histórico, a presente pesquisa de natureza qualitativa teve como objetivo compreender como a Alquimia é explorada nos livros didáticos aprovados pelo Programa Nacional do Livro Didático (PNLD) de 2018. Para análise dos livros didáticos, selecionamos apenas o volume 1, por se tratarem de conteúdos relacionados a constituição à transformação da matéria, visto que os alquimistas se fundamentavam em explicar como a matéria era constituída e quais os processos envolvidos na sua transformação. Os livros didáticos foram identificados pelas letras LD, seguido por um código numérico, e utilizamos como critério, as marcas da historiografia tradicional apontados por Beltran et al. (2014). Pela análise realizada dos livros do volume 1, quais sejam: LD1, LD2, LD3, LD6, identificou-se características da perspectiva historiográfica tradicional, considerada por Beltran et al. (2014) ultrapassada, evidenciando que, de modo geral, não há importante valorização das perspectivas historiográficas modernas e atualizadas da História da Ciência. Por outro lado, em um dos livros, a Alquimia não é contemplada em nenhum capítulo do livro didático e apenas um deles não apresentou aspectos da antiga historiografia, evidenciando que os autores buscaram inserir a nova historiografia da ciência. De modo geral, os livros didáticos analisados, fazem uma abordagem da Alquimia que carecem de informações históricas e ainda permeiam aspectos da antiga historiografia da ciência.ABSTRACT: This dissertation turns to a theme of the History of Chemistry, Alchemy, which is generally not studied with due depth, inheritance from ancient historiography, characterized as anachronistic, that is, the past is seen through the present, carrying the concept of progress of science. On the other hand, considering the new historiography of science, it is possible to study how each culture and each scientific community built their ways of seeing the world. Alchemy developed in varied contexts and in different parts of the world, and the practitioners of the "Great Art", called alchemists, had as main objective the reach of the "Great Work". In other words, it would mean turning less noble metals into gold and silver, and obtaining the elixir of long life, capable of curing all ills. Alchemy, a cosmology that has remained alive and active, being able to solve doubts and anxieties in relation to nature, after its rupture, a long and complex path was opened for the consolidation of Chemistry as Modern Science. Considering the importance of Alchemy and its historical context, this qualitative study aimed to understand how Alchemy is explored in the textbooks approved by the 2018 National Textbook Program (PNLD) of 2018. For analysis of textbooks, we selected only volume 1, for dealing with contents related to the constitution and transformation of matter, since the alchemists stopped to explain how the matter was constituted and what are the processes involved in its transformation. The textbooks were identified by the letters LD, followed by a numeric code, and we used as a criterion the marks of traditional historiography pointed out by Beltran et al. (2014). By analysing the books in volume 1, which are: LD1, LD2, LD3, LD6, characteristics of the traditional historiographical perspective, identified by Beltran et al. (2014) outdated, showing that, in general, there is no significant appreciation of modern and updated historiographic perspectives on the History of Science. On the other hand, in one of the books Alchemy is not included in any of its chapters and, only one of them, did not present aspects of the old historiography, showing that the authors sought to insert the new historiography of science. In general, the textbooks analysed make an approach to Alchemy that lacks historical information and still permeates aspects of the ancient historiography of science.126 f. : il. color. Specialized tabu search meta-heuristic for the optimal switch operation sequencing problem in distribution system reconfiguration

O problema da reconfiguração ótima de sistemas de distribuição de energia elétrica consiste em encontrar uma topologia radial que minimize as perdas técnicas do sistema, por meio da abertura e fechamento de chaves. Nesse processo, alguns circuitos permanecem energizados enquanto outros são desligados, permitindo modificar a estrutura da rede de acordo com objetivos operacionais específicos. Durante a reconfiguração, ocorre uma transição da topologia radial corrente para uma topologia radial ótima. Nesse contexto, este trabalho busca a sequência de chaveamentos ótima que minimize a ENS durante as topologias intermediárias, além de garantir que elas respeitem tanto os requisitos físicos quanto os operacionais ao longo de toda a sequência de manobras, de tal modo que promova uma maior continuidade do serviço, eficiência operacional e melhoria nos índices regulatórios. Entretanto, a solução, torna-se complexa devido à natureza combinatória do problema, pois o número de possíveis sequências de manobras cresce rapidamente com o tamanho da rede, uma vez que essas possibilidades resultam da permutação simples entre as chaves a serem operadas. Isso dificulta o uso de abordagens exatas, tornando necessária a adoção de técnicas heurísticas. Nesse contexto, o trabalho propõe uma abordagem baseada em meta-heurísticas, utilizando especificamente um algoritmo de Busca Tabu especializada para resolver o problema do sequenciamento ótimo das operações de chaveamento. A proposta assume que tanto a topologia inicial quanto a topologia radial ótima são previamente conhecidas. O objetivo, então, é encontrar a melhor sequência de manobras que realize a transição entre essas topologias, minimizando a ENS e respeitando as restrições operacionais da rede para um determinado perfil de demanda. Para avaliar a eficiência e robustez da estratégia proposta, foram realizados experimentos em quatro sistemas de distribuição distintos compostos por 14, 33, 84 e 136 barras. Os resultados mostram que o algoritmo é capaz de encontrar sequências eficientes de chaveamento, com significativa redução da ENS durante as transições topológicas. Os testes em redes maiores, 84 e 136, evidenciam ainda a existência de múltiplas soluções ótimas ou subótimas alternativas.The problem of optimal reconfiguration of electrical distribution systems consists of finding a radial topology that minimizes the technical losses of the system, through the opening and closing of switches. In this process, some circuits remain energized while others are turned off, allowing the network structure to be modified according to specific operational objectives. During the reconfiguration, a transition occurs from the current radial topology to an optimal radial topology. In this context, this work seeks the optimal switching sequence that minimizes the ENS during the intermediate topologies, in addition to ensuring that they respect both the physical and operational requirements throughout the entire sequence of maneuvers, in such a way as to promote greater service continuity, operational efficiency and improvement in regulatory indices. However, the solution becomes complex due to the combinatorial nature of the problem, since the number of possible maneuver sequences grows rapidly with the size of the network, since these possibilities result from the simple permutation between the switches to be operated. This makes it difficult to use exact approaches, making it necessary to adopt heuristic techniques. In this context, the work proposes an approach based on meta-heuristics, specifically using a specialized Tabu Search algorithm to solve the problem of optimal sequencing of switching operations. The proposal assumes that both the initial topology and the optimal radial topology are previously known. The objective, then, is to find the best sequence of maneuvers that performs the transition between these topologies, minimizing the ENS and respecting the operational constraints of the network for a given demand profile. To evaluate the efficiency and robustness of the proposed strategy, experiments were carried out in four different distribution systems composed of 14, 33, 84 and 136 buses. The results show that the algorithm is capable of finding efficient switching sequences, with a significant reduction in the ENS during topological transitions. Multipart strategy applied in the optimal reconfiguration of radial distribution systems

O presente Trabalho de Graduação considera a análise teórica e a implementação computacional de um algoritmo de tipo multipartida aplicado ao problema da reconfiguração de alimentadores primários em sistemas de distribuição de energia elétrica. Assim, pretende-se desenvolver um algoritmo de tipo multipartida com capacidade de gerar topologias radiais de qualidade na fase construtiva e, na sequência, melhorar a qualidade dessas topologias radiais através de um algoritmo de busca através de vizinhança. Como parte do trabalho, implementou-se também um algoritmo especializado de fluxo de carga radial para encontrar as perdas de cada proposta de solução escolhida pela meta-heurística e também para verificar se a proposta de solução é factível do ponto de vista operacional, isto é, se não existem violações de limites de corrente nos alimentadores ou limites de tensão nas barras do sistema. Com o algoritmo desenvolvido foram realizados testes com sistemas existentes na literatura especializada.This work considers the theoretical analysis and computational implementation of a multi-start algorithm applied to the problem of reconfiguring primary feeders in electrical energy distribution systems. Thus, the aim is to develop a multi-start algorithm with the capacity to generate high-quality radial topologies in the construction phase and, subsequently, improve the quality of these radial topologies through a neighborhood search algorithm. As part of the work, a specialized radial load flow algorithm was also implemented to find the losses of each solution proposal chosen by the metaheuristic and also to verify whether the solution proposal is feasible from an operational point of view, i.e., if there are no violations of current limits on the feeders or voltage limits on the system buses. With the developed algorithm, tests were carried out with existing systems available in the specialized literature

Estudos de birrefringência fotoinduzida em filmes LB mistos do azopolímero poli (metacrilato de lauroila-co-metacrilato de DR1) com estearato de cádmio

Neste trabalho investigaram-se a fabricação dos filmes de Langmuir e de filmes Langmuir-Blodgett (LB) mistos obtidos do azopolímero poli(metacrilato de lauroila-cometacrilato de DR1) com estearato de cádmio (StCd). A fabricação dos filmes LB desse azopolímero somente foi possível utilizando-se o StCd como suporte molecular. A caracterização espectroscópica dos filmes LB foi feita através de espectroscopia de absorção no UV-Visível e no infravermelho. As medidas de birrefringência fotoinduzida dos filmes LB mistos do azopolímero com StCd foram feitas em função do tempo durante a formação da birrefringência e no decaimento após a luz de excitação ter sido desligada. Os resultados experimentais obtidos nas medidas mostraram que a amplitude máxima da birrefringência obtida durante a excitação aumenta com a intensidade da luz de excitação e o número de camadas dos filmes LB. Foi também estudada a dinâmica da formação e do decaimento determinando-se as constantes de tempo dos processos de orientação usando funções biexponenciais do modelo de SekkatFabrication of Langmuir and Langmuir-Blodgett (LB) mixed films of poly(lauroyl-methacrylate co-DR1 methacrylate) and cadmium stearate (CdSt) were investigated. The fabrication of LB films from this azopolymer was achieved only if CdSt molecular support is used. Spectroscopic characterization of films were performed by means of UV-Vis and infrared measurements. Photoinduced birefringence measurements of LB mixed films of azopolymer with CdSt were performed as function of time during the buildup of the birefringence and the decay after turning off the excitation light. Experimental results showed that the maximum birefringence achieved during the light excitation increased with the number of layers of the LB film and light intensity. Photoinduced birefringence dynamics was also investigated during the buildup and decay aiming to determine the time constants of bi-exponential functions given by the Sekkat mode
