    During the autumn session of the ICES Advisory Committee for Fisheries Management (ACFM) the stock of the Northern and Southern Shelfs, North Sea and Skagerrak have been analysed and assessed, as well as the mackerel and horse mackerel, sardine, anchovy, Pandalus and Eel. As in previous years ICES recommends a reduction in fishing mortality for a number of stocks. Moreover, ICES recommends for many stocks to establish recovery and management plans, to safeguard a continuous development of the stocks towards safe biological limits

    Testing of trawl-acoustic stock estimation of spawning capelin 2022

    This report describes the fourth in a series of trawl-acoustic monitoring surveys of the spawning stock of capelin during the migration to the coast. The survey is a response to a proposal from the industry to evaluate the possibility of using winter monitoring of maturing capelin as an input to the capelin assessment and advice. The timing and geographic coverage of the survey are such that the results would be relevant to use for advice given that the output is reliable. Pre-defined areas off the Troms and Finnmark coast were covered using two vessels, Vendla surveying the eastern part and Eros the western part. A stratified random transect design was originally adopted with two complementary zig-zag grids, the first going in a west-east and the second in an east-west direction over the same strata. However, the high capelin abundances north of Varangerhalvøya lead to changes in the design, and a new stratum with increased effort covering the area with high abundance. The biomass estimate we present is based on the second coverage, but evaluation of the mobility of the fish can be done by comparing the coverages. Echo sounders with frequencies from 18-333 kHz were run together with sonars, and target trawls were carried out on significant pelagic aggregations. Capelin abundance was estimated using 38 kHz data. The median biomass of maturing capelin in the coverage area based on 500 bootstrap runs was estimated at 426 618 tons, with a CV of 42%. The 5% lower and 95% upper confidence limits were 167 555 and 757 229 tons, respectively. The confidence bands overlap with the prediction from the autumn 2021, but the wide confidence interval shows that the survey result is uncertain. The high uncertainty despite the good survey coverage is likely due to the very patchy distribution. Capelin aggregations recorded north of Varanger in the eastern coverage area totally dominated in the estimate. Capelin concentrations were also observed in the west, in areas associated with Fugløybanken and Malangsgrunnen, but the capelin abundance in these areas seemed to decrease over the survey period. Capelin at age 3 dominated in the samples and were estimated to constitute more than 6 times the biomass of the other age groups combined. The 3-year-olds had an average length of 15.5 cm and weight 16.3 g. Maturation had progressed further in the western than the eastern area similar as last year, and quite a high proportion of the females sampled towards the end of the survey in the western area were spent. We undertook 7 stations with a submersible probe measuring acoustic target strength of capelin. Preliminary results indicate that the target strength and acoustic frequency response of capelin this year were more in accordance with expectations for capelin than last year.     The spring session of ACFM gave advice for a number of stocks in the North Atlantic, North Sea and Baltic. The present assessment of the situation is given here for stocks of higher importance for the German fishery. These are: Blue Whiting: the stock is still relatively high, this, however, will not last very long, due to too intense fishing. Cod in Kattegat: stock is outside safe biological limits. No immediate recovery in sight. Cod in 22–24 (Baltic): stock is inside save biological limits. F, however, is above the recommendation of the IBSFC. Greenland Halibut: state of the stock not quite clear. The present fishing intensity seems to be sustainable. Herring (Atlanto- scandian, Norwegian spring spawner): stock is within safe biological limits, weak recruitment of the recent years will lead to a reduction of biomass. Herring: for Baltic spring spawner in 22–24 and IIIa still no increasing tendency detectable. North Sea Herring: further increasing tendency, with 900 000 t over B lim, good recruitment. Herring in VIa: stable. Redfish: generally decreasing tendency observed, a reduction of the fishery is recommended. Signs of recovery, however, visible for some unit

    For many years the assessments of the commercially most important demersal fish stocks of cod, haddock, saithe, redfish and Greenland halibut have annually been carried out by the "Arctic Fisheries Working Group" of ICES. The most important results of the actual assessment are given in this report. It shows that the gadoid stocks of cod, haddock and saithe are in good and stable conditions and that the stocks are harvested within safe biological limits. The stocks of redfish and Greenland halibut are still at a low level and outside safe biological limits. Greenland halibut shows a slightly positive trend in spawning stock biomass, several year-classes and recruitment

    A new approach for β-convergence estimation in Italy

    In this paper we test the presence of β-convergence among Italian regions, in the period 1980-2003, in presence of a trend break in the series following a new approach (Vogelsang and Tomljanovich, 2002). The break year is considered either known (1992) and endogenously estimated from the data. When we consider a known trend break date model the results evidence the presence of a convergence process for most of the Italian regions in the considered period. The outcome relative to the unknown break date model, on the contrary, strongly depend on the econometric model used to estimate the β-convergence.β-convergence regional convergence

    A new technique for mandibular osteotomy

    Sagittal split osteotomy (SSO) is a surgical technique largely employed for mandibular mobilizations in orthognatic procedures. However, the traditional design of buccal osteotomy, located at the junction of mandibular ramus and body, may prevent more extensive sliding between the bone segments, particularly on the advance, laterality and verticality of the mandibular body. The author proposes a new technical and conceptual solution, in which osteotomy is performed in a more distal region, next to the mental formamen. Technically, the area of contact between medullary-cancellous bone surfaces is increased, resulting in larger sliding rates among bone segments; it also facilitates the use of rigid fixation systems, with miniplates and monocortical screws. Conceptually, it interferes with the resistance arm of the mandible, seen as an interpotent lever of the third gender
